Bairro de Matundo na cidade de Tete está na concessão carbonífera da ICVL
É verdade. E já foi ontem, 18 de de Julho, a primeira
reunião de consulta pública na cidade de Tete, porque
as populações que vivem em Caphaia, khui, Nsonha,
Nhanziri, Zinde, Alberto Vaquina 2 e Nhaufa no
bairro Matundo, na cidade de Tete vão ser deslocadas
para dar lugar a exploração do carvão mineral pela
empresa ICVL. É um projecto complexo denominado
mina do Zambeze que vai explorar carvão no mesmo
modelo a céu aberto, abarcando 5751 hectares a
adicionar nos 9715 da anterior concessão de minas de
Benga. Mas é mesmo na cidade de Tete do lado de
Chingodzi, afectando aquela infra-estrutura vital para
as operaçoes aeroportuárias, o aeroporto, a base área
e outras infra-estruturas de que a ICVL não fala nesta
fase. No global, o projecto da mina do Zambeze vai
implicar a abertura e exploração a céu aberto,
devendo ser construída uma infra-estrutura de
operação para inicio do projecto. Será necessária a
destruição vegetal e outros impactos técnicos
negativos ao ambiente, para além de construção de
outras infra-estruturas de apoio como central de
manuseamento e prcessamento do carvão, correias
transportadoras para os rejeitados não processados,
bem como o carvão coque e térmico para a mina de
Benga donde será transportado pela linha ferroviária
até o porto para a exportação. É certo que o projecto
vai empregar pessoas, reassentamento, entre outras,
mas inquieta a AAAJC porquanto a ICVL Minas de
Benga e agora no projecto ICVL Zambeze Limitada,
carrega a fama de ter recusado o cumprimento do
Mualádzi afectado negativamente pela ICVL
Para além da população de Capanga que ainda aguarda
pelo seu reassentamento a ser promovido pela ICVL,
está a comunidade reassentada em Mualadzi,
proveniente das zonas onde a ICVL exerce actividade
mineira que até h oje não beneficiam dos 2,75% da taxa.
Não é convicente que agora não será assim com a
comunidade de Matundo. Não há alguma garantia de
que não irá acontecer o m esmo com as comunidades
que poderão ser reassentadas no âmbito do presente
projecto. Até porque nem o consultor da ICVL falou do
plano existente por parte da empresa para efeitos de
formação e absorção ou contratação da mão-de-obra

tal como previsto no art. 30 da Lei de Minas, nem se tal
poderá ser celebrado no futuro. Durante as
apresentações de ontem, a ICVL bem como o consultor
não apontaram os critérios que serão adoptados para
efeito da justa indemnização muito menos os critérios
de contemplação da compensação por perda de terras.
