O QUE FAZ A BOA Os conjuntos habitacionais, que durante a primeira metade do

século XX eram a resposta dos arquitetos e urbanistas para esse
desafio, tornaram-se desacreditados. Enquanto isso, em um mundo

medíocres sob o ponto de vista da qualidade da arquitetura e de
sua inserção urbana. Diante desse cenário crítico, o que aconteceu

com o projeto na produção habitacional governamental? Como os
arquitetos têm se engajado no tema? O que eles têm produzido?
Esta exposição investiga a arquitetura estatal a partir da pergunta
“o que faz a boa habitação social?”. Não se pretende trazer
respostas conclusivas, mas apresentar fatos e visões sobre o
projeto do conjunto habitacional hoje. Tendo como ponto de partida
o Pedregulho, emblemático conjunto concebido por Carmen
Portinho e Affonso Eduardo Reidy nos anos 1940, a exposição
apresenta mais três casos contemporâneos: Jardim Edite, Parque
Novo Santo Amaro V e Residencial Juliano Moreira. Por meio de
contribuições de arquitetos, moradores e acadêmicos, a mostra
apresenta perspectivas sobre o projetar e o vivenciar conjuntos
habitacionais.

The challenge of producing social housing seems like a losing battle. The housing complexes, which
during the first half of the twentieth century were the response of architects and urban planners
to this challenge, became discredited. Meanwhile, in an increasingly urban and unequal world, the
number of people living in precarious conditions is growing, which demands more complex and diverse
approaches that include state production. In Brazil, the federal program Minha Casa Minha Vida, created
to combat the effects of the economic crisis of 2008, presents superlative numbers in unit delivery,
but mediocre results from the point of view of the quality of the architecture and its urban insertion.
Given this critical scenario, what happened to the project in government housing production? How have
architects been engaged in this subject? What have they produced?
This exhibition investigates the state architecture from the question "what makes a good social
housing?". It is not intended to bring conclusive answers, but to present facts and visions about the
housing project today. Starting from Pedregulho, an emblematic ensemble conceived by Carmen
Portinho and Affonso Eduardo Reidy in the 1940s, the exhibition presents other three contemporary
cases: Jardim Edite, Parque Novo Santo Amaro V and Residencial Juliano Moreira. Through contributions
from architects, residents and academics, the show presents perspectives on designing and
experiencing housing developments.

 Oficialmente intitulado Conjunto Residencial Prefeito Mendes de Morais, o projeto
arquitetônico de Affonso Eduardo Reidy foi feito dentro do Departamento de Habitação
Popular, sob a direção da engenheira Carmen Portinho. Ela e sua equipe desenvolveram um
plano ambicioso para implantação de complexos habitacionais mesclados a equipamentos
públicos em bairros próximos a polos de emprego da cidade do Rio de Janeiro, quando
aqui ainda era a capital federal. Com estes prédios destinados a servidores municipais,
estimulava-se que a população morasse mais próximo dos locais de trabalho, serviços bá-

Officially titled the Prefeito Mendes de Morais Residential Complex, the architectural
project by Affonso Eduardo Reidy was created under the Department of Public Housing, di-
rected by engineer Carmen Portinho. She and her staff developed an ambitious plan for the
implementation of housing complexes combined with public facilities in neighborhoods near-
by industrial regions in the city of Rio de Janeiro-- the nation’s capital at the time. With these
buildings designated for municipal workers, they encouraged the population to live closer to
workplaces, basic services and leisure options. It was an appreciation of the working class
that found rewards in the quality of the workmanship and execution of the building.
Inaugurated in 1961, Pedregulho is located on a steep slope in the neighborhood of
Benfica. On the steepest stretch of land, Reidy placed the largest residential block: a large,
corrugated building whose curves follow the terrain contours. In the lower-lying portions

Semelhante ao Porto Maravilha aqui no Rio, essa operação é uma parceria público-privada
financiada pela venda de potencial construtivo, ou seja, o direito de edificar prédios maio-

as vehicles for social inclusion and urban integration.

vizinhança. Reside aí o principal mérito do projeto: as muitas possibilidades criadas por
um programa de habitação, quando este é pensado como mecanismo de reestruturação
urbana a oferecer novas maneiras de morar, de se locomover, de estar no espaço público,
de ser cidadão.

It had one extra important peculiarity: the quite accidental topography of the ter-
rain contained a spring stream that flows into the Guarapiranga Reservoir, one of the me-
tropolitan region’s main sources of water. It is yet another case in a city that was built
and continues to expand upon mankind’s encounters with rivers and wetlands, often
resulting in tragic environmental destruction. The land now home to Parque Novo Santo
Amaro V was once a dumping ground for large quantities of trash and sewage from the
informal settlements that surround it. In these deplorable conditions, the site was covered
by the Mananciais Program, a public policy initiative that includes several municipal and
state agencies in the management of water sources: combining sanitation infrastructure

by a housing program when planned as a mechanism for urban restructuring to offer new
ways of living, getting around, being in the public space and being a citizen.

em alvenaria estrutural em concreto. O projeto não contemplou a construção de estabele-

STUDIO-X Como projetos de habitação social contribuem para as
cidades?
RAINER HEHL Em se tratando de habitação de baixa renda, é algo que normalmente
não funciona no sistema de mercado. Você precisa de programas para orientação,
coordenação e financiamento da habitação social. Não é um setor a ser dirigido pelo
mercado.
PABLO BENETTI Toda política habitacional abre duas questões: em relação ao
processo de produção e em relação ao produto. Como arquiteto, você pode avaliar
o produto e ter uma opinião. Mas a estrutura do processo é importante porque ela
determina a qualidade da habitação de baixa renda.
Uma questão significativa, pelo menos no Brasil, é que a maior parte do déficit habita-
cional está concentrada nas proximidades de favelas ou nas próprias favelas. Pensar
a habitação próxima ao endereço da favela, próxima ao local de moradia, é essencial.
Os dois exemplos na exposição, o Jardim Edite e o Parque Novo Santo Amaro, são fru-
tos de realocações. O Pedregulho não, porque foi feito para funcionários da Prefei-
tura. Acho que a contribuição da habitação social para a cidade é imensa porque, em
linhas gerais, a habitação garante a permanência de moradores ao longo do dia em
lugares onde existe um processo de transformação do bairro. Como a zona portuária
no Rio de Janeiro, por exemplo, que esteve "congelada" por um longo período em fun-
ção de ser um porto federal. Ao “voltar” para a cidade, há uma oportunidade ímpar de
lá implantar habitação social por estar ao lado de um polo de emprego metropolitano.
Cerca de 37% dos empregos do Rio de Janeiro estão na área central.
42 A habitação social tem a capacidade de recuperar áreas urbanas degradadas, ou,
pelo menos, contribui substantivamente para isso. Nos processos de renovação ur-
bana, a habitação deve ser um componente fundamental. Na realidade, se pensarmos
a cidade de uma maneira completa, holística, não se pode ter a habitação separada do
comércio, do emprego, da mobilidade. Ao se planejar qualquer operação de revitali-
zação urbana com uma mistura de atividades, sejam elas comerciais ou de pequenas
indústrias, é fundamental propor áreas residenciais para termos uma cidade diversa
– é um poderosíssimo componente de revitalização urbana.
JOSE LUIS VALLEJO Os projetos de habitação social, em geral, contribuem para
criar cidades mais inclusivas, abertas e diversas. A cidade é um organismo complexo,
composto por múltiplas camadas entrelaçadas, onde existem vínculos e interações
entre todos os elementos que a compõem. Quanto maior o grau de diversidade em um
contexto urbano, maiores se tornam as possibilidades de sinergia e troca entre todos
os elementos, gerando ambientes urbanos mais saudáveis e criativos. Da mesma for-
ma, o empobrecimento da complexidade e da diversidade urbana tem como consequ-
ência a rápida aproximação ao limite de viabilidade do sistema como um todo. Esse
conceito afeta a todos os estratos que formam o tecido urbano: economia, coesão
social, mobilidade, cultura...
STD-X Como conciliar os interesses do capital imobiliário, em
áreas valorizadas, e a habitação social, que geralmente precisa ser
subsidiada? A habitação social precisa mesmo de subsídios?
RH Precisamos perguntar quem vai defender o interesse social. A quem serve o in-
teresse social? Podemos argumentar que esse é um interesse da cidade inteira e, por
isso, a habitação social deve ser integrada ao processo de planejamento urbano, para
fazer uma cidade com distribuição igual de infraestruturas e de recursos. Porém, sa-
bemos que, na realidade, o interesse do mercado privado é tão forte que o interesse
social não tem poder.
Se voltarmos à história da habitação social no Brasil, veremos que a habitação de
interesse social mais humilde foi desenvolvida a partir dos modelos dos Institutos
de Aposentadoria e Pensões. Estes IAPs eram políticas setoriais de desenvolvimen-
to habitacional para estabelecer um modelo sustentável de produção de habitação
e cidade a longo prazo, de acordo com o interesse de um grupo específico de tra-
balhadores. Acho que tiveram muito sucesso: há vários exemplos interessantes de
habitação social no Brasil mostrados pelo Nabil Bonduki. Mas, depois, a habitação
passou a ser quase exclusivamente para o desenvolvimento da economia. Você pode
chamar isso de desenvolvimentismo: uma atitude que usa a produção da habitação
de interesse social como meio de atingir outras metas de fortalecimento da economia
e da indústria de construção. E este é um conflito central. Qual é o interesse funda-
mental ao se desenvolver habitação social? No fundo, é a produção de habitação para
cidadãos que não têm capital. Esse grupo de pessoas deve ser muito mais valorizado.
Se a habitação social for desenvolvida somente para fins lucrativos, não servirá aos
interesses desse grupo. Servirá a outros interesses.
