V. TITLE: ADMINISTRATION OF THE PHILIPPINE INFORMAL READING

INVENTORY ( GROUP SCREENING TEST GST, PRE-TEST, INTERVENTION
PHASE AND POST-TEST) FOR BOTH ENGLISH AND FILIPINO

VI. PROPONENT: ROCELYN B. BATTAD (School English Coordinator)

VII. DATE: July 10, 2019 – February 20, 2020

VIII. RATIONALE
Reading is indeed one of the fundamental skills that everyone
should master. Reading opens the door of one’s mind to plenty of
opportunities and possibilities. Anyone can be creative and explore
different activities that will enhance his/her learning experiences.

The Phil-IRI is an informal reading inventory composed of graded

passages designed to determine the individual student's performance in
oral reading, silent reading and listening comprehension. These three
types of assessments aim to find the student’s independent, instructional
and frustration levels. The data from these measures could be used to
design or adjust classroom, small group or individualized instruction to fit
the students’ needs and abilities.

The Philippine Informal Reading Inventory (Phil-IRI) is an initiative of

the Bureau of Learning Delivery, Department of Education that directly
addresses its thrust to make every Filipino child a reader. It is anchored
on the flagship program of the Department: “Every Child A Reader
Program,” which aims to make every Filipino child a reader and a writer
at his/her grade level.

As Hanjin Integrated School is still on battle against the number of

non-readers in our school, this project proposal aims to continuously
eradicate the number of non-readers to promote quality teaching-
learning process in our school.

The following activities were proposed in this study to improve the

reading skills of our pupils and monitor the pupils’ reading development.

The Phil-IRI is not the sole assessment tool that provides the holistic
reading performance of the students; it only provides an approximation
of the students' abilities and could be used in combination with other
reliable tools of assessment. The data shall also serve as one of the bases
in planning, designing/redesigning the reading programs or activities in
the school to improve the overall school reading performance.

IX. OBJECTIVES
The activity aims to:
a. Promote and achieve the goal, “all learners are readers” in conjunction
to the Deped mandate through the Every Child A Reader Program
(ECARP).
b. Follow the strict implementation of Phil IRI in both English and Filipino.
c. Conduct an essential and effective intervention reading program to
lessen the percentage of our non-reader pupils.
d. Provide an adequate learning-reading tool suitable for each pupil’s
needs and interest.

e. Let the pupils enjoy reading.

f. Engage the pupils in different fun reading-related activities.

g. Enhance the reading skills of the pupils in both English and Filipino.

X. SUGGESTED ACTIVITIES
a. Group Screening Test (GST) – The Phil-IRI Group Screening Test (GST) is a
silently-administered test in both Filipino and English. Each tool is
composed of a 20-item comprehension test based on a set of leveled
passages for each grade level covering Grades 3 to 6 in Filipino and
Grades 4 to 6 in English. The passages were written and selected based
on concept load, level of vocabulary used, sentence complexity,
nature of themes and cohesion.
b. The Phil-IRI Oral Reading Test (Pre-test) - this test will be administered in
order to identify the student’s miscues in oral reading; record the
number of words that a student reads per minute; and find out how well
a student understands the passage read. Phil-IRI Graded Passages are
both in Filipino and English. For both languages, there are four sets (Sets
A, B, C and D) of passages with a readability level of Grade 2 to Grade
7 to be used for the pre-test.
c. The Phil-IRI Listening Comprehension - is administered when the student
is identified as a non-reader. The purpose is to find out how well a
student understands the selection which will be read by the test
administrator. Then the test administrator reads the multiple choice
questions and the student answers them orally.
d. The Phil-IRI Silent Reading Test may be administered after the Oral
Reading Test is conducted to further check the student’s
comprehension skill. This is an optional activity. The Graded Passages
range from Grade 2 to Grade 7 Readability levels for English and Grade
1 to Grade 7 Readability levels for Filipino. The selections for Grade 2 to
Grade 4 are narrative texts, while those from Grades 5 to 7 are expository

texts. The expository texts in Filipino deal with Social Studies concepts,
while those in English focus on Science concepts.
e. Intervention Phase – this is where teachers will conduct his/her own
intervention plan by having different sets of activities that would
improve the reading skills of those who are classified as non-readers or
a frustration in his/her reading level.
f. The Phil-IRI Oral Reading Test (Post-test) - this test will be administered in
order to identify the if the student improve his reading level skills and
lessen the student’s miscues in oral reading and understood the reading
passage that they have read.

XI. General Directions for Administration: The Four Stages

There are four stages in the administration of the Phil-IRI for both English
and Filipino namely:

Stage 1: Initial Screening Using the Phil-IRI Group Screening Test (GST)

Stage 2: Administration of the Phil-IRI Graded Passages (Pre-test)

Stage 3: Provision of Specialized Instruction/Intervention

Stage 4: Administration of the Phil-IRI Graded Passages (Post Test)

XII. PARTICIPANTS:
The participants in this project proposal are the teachers, pupils
from Grade 3 to Grade 6 of Hanjin Integrated School SY 2019 – 2020.
