Guidelines to be followed in the Establishment of Junkshop cum MRF in every Barangay

1. Each Barangay must fulfil the following guidelines:


1.1 Barangay Solid Waste Management Committee (BSWMC) to be created through a
barangay resolution
1.2 The Barangay Council through the BSWMC shall submit SWM Plan which contain the
following data:
1.2.1 Profile of the Barangay
1.2.2 Estimated volume of waste generated
1.2.3 Schedule of collection (for biodegradable and non-biodegradable)
1.2.4 Programs for IEC/Separation, segregation and recycling
1.2.5 Funding requirements for SWM Programs
2. Each barangay will identify a junkshop operator within its area of jurisdiction and come up
with an agreement naming the junkshop as its own Material Recovery Facility (MRF).
3. The identified junkshop must fulfil the following requirements
3.1 Identified junkshop must be licensed and accredited
3.2 It should establish network with other junkshop operators as regards the collection and
sell of practically, all kinds of recyclables
3.3 The junkshop must submit periodic evaluation of its daily operation including the
problems encountered by junkshop workers/eco-aides and report the same to the Barangay
for its information, consideration and/or appropriate action
3.4 If it is deemed necessary, the junkshop owners may accommodate eco-aides
recommended by the Barangay to fully implement segregation and recycling
3.5 All accredited Junk Shops shall be required to maintain a record of the incoming
collected wastes which should be made accessible to the Barangays to be used in monitoring
the 25% reduction on wastes generated or collected
3.6 The Barangay will assist the Junk Shops in the preparation of form to be used for
recording
3.7 Junkshops must adhere to the criteria of a model junkshop as follows:
 Clean, orderly and odor-free area (inside and out)
 Accredited and licensed
 Facility big enough to accommodate recyclable and sorting operation
 With honest, trustworthy, reliable, cooperative and disciplined workers
 With enough parking space for its customers and delivery services
 Junkshop owners must be conscientious taxpayers
 It must have well-equipped and identified workers (Eco-Aides with uniform and ID)
 Junkshops must bear complete name and address displayed in front of its junkyard
as accredited Barangay MRF

3.8 A SWM Action Plan must be prepared and recommended by the BSWMC for review
and/or approval by the Barangay Council who will in turn submit the SWM Plan to the SWM
Office for collation and submission to coordinating agencies
3.9 A Memorandum of Agreement (MOA) must be prepared by and between the junkshop
operator and the Barangay to officially recognize their partnership and be bounded by the
common objective of facilitating a successful MRF
3.10 As soon as the MOA has been in place, partners should initiate the following:
3.10.1 Prepare the collection schedule and route plan
3.10.2 Conduct information dissemination to barangay constituents through street
meetings, "ugnayan“ or forum, sectoral meetings and distribution of IEC materials for a
massive information campaign
