"T E exploitation of workers by owners, or
by management control, is still very general in the
sense that no significant change in the ratio between
earned and unearned income has taken place. Both
classes, however, have been forced to accept during
the depression a total distribution 40 to 50 per cent
below normal. This has driven millions of workers
out of the arena of private exploitation altogether
and upon relief rolls. It has ruined thousands of
small investors, and even seriously damaged many
substantial capitalists."
