MANDATE, VISION, MISSION, GOAL AND CORE VALUES OF CATANDUANES STATE

UNIVERSITY, GOAL AND OBJECTIVES OF THE COLLEGE OF ENGINEERING

Academic institution, being the provider of knowledge and wisdom, its strength and
weaknesses still depend on its own set of rules and business processes which is stated in
the Vision, Mission, Goals and Objectives (VMGO) statement. With the support of its
stakeholders, the Catanduanes State University (CSU) were able to come up with its own
set of rules, its VMGO. However, these should be disseminated with the stakeholders
religiously to effectively observe for the common good of the institution and its clientele.
The proponent presents a study entitled “Awareness, Understanding and Acceptance of
Stakeholders of the Vision, Mission, Goals and Core Values of CSU, Goal and Objectives of
COE”. The study helps determine the level of awareness, understanding and acceptance
of stakeholders of the mandate, vision, mission, goal, and core values of Catanduanes
State University and goal and objectives of the College of Engineering. The study made
use of descriptive – survey type of research utilizing the data from students of Bachelor
of Science in Civil Engineering (BSCE) and Bachelor of Science in Computer Engineering
(BSCpE); faculty members, non-teaching staff of CSU and other stakeholders such as
parents, alumni, and community to determine the extent of awareness, understanding
and acceptance of the Vision, Mission, Goals and Core Values of the Catanduanes State
University, and Goal and Objectives of the College of Engineering. It was concluded that
all stakeholders are fully aware, understand and accept the mandate, vision, mission,
goal, and core values of the CSU, the goal and objectives of the COE.

INTRODUCTION
Academic institution is a home for people who
aims to uplift their intellectual capacity in a
more holistic and scientific fashion. It provides
theoretical, practical and real life experiences
among respective disciplines through
instruction, research and extension programs.
Truly, an academic institution can change
one’s life and provide them with utmost
motivation in handling their career life to the
fullest. Being the provider of knowledge and
wisdom, the strength and weaknesses of an
institution still depend on its own set of rules
and business processes which is stated in the
Vision, Mission, Goals and Objectives (VMGO)
statement.
Vision statement presents the picture of the
organization in the next years to come. It may
compose of all the plans, improvements,
maintenance and advancements in education
and community service. Mission contains the
institutional fundamental purpose, the scope
of its operations and the likes. Goal statement
comprises the ideas and strategies on how to
achieve the future plans and initiatives. Lastly,
Objectives is the statement which pertains to
the tools to be used in the implementation of
the ideas and strategies of the future
endeavors. VMGO represents an institutional
policy to be strictly observed for its whole
operations. An institutional policy in general
help ensures compliance with applicable laws,
ethical norms, accepted best practices,
promotion of operational efficiencies,
enhancement of the University’s mission,
and/or reduction of institutional risks

With the support of its stakeholders, the
Catanduanes State University (CSU) were able

to come up with its own set of rules, its VMGO.
A green university globally engaged in island
research and innovations for societal
advancement is its Vision. The Mission focused
to foster excellence, holistic outcome-based
education compliant with the requirements of
diverse world market and contribute to the
development of production and value-laden
lives. Its Goal is to uphold the tradition of
excellence in instruction, research, extension
and production functions in an eco-friendly
environment. And finally, its Core Values is
respect, Integrity, Social responsibility,
Excellence and Commitment. Anchored from
the VMGO’s statements, the College of
Engineering’s (COE) Goal is to provide
engineering education needed for personal
growth, provincial and national development,
as well as global competitiveness. Its program
Objectives are to produce graduates equipped
with competencies required of professional
engineers who can be employable locally and
abroad, develop research and extension
capabilities and activities geared towards
national development, strive for and promote
excellence in engineering education, through
the delivery of quality instruction to its
students, develop students own ideals,
desirable attitudes and personal discipline and
develop critical thinking and decision making in
the field of engineering education. These are
the set of rules and standards that make up the
CSU and the COE. However, these should be
disseminated with the stakeholders religiously
to effectively observe for the common good of
the institution and its clientele.
For a successful take-off of the CSU’s aim for
excellence, information dissemination of the
CSU’s VMGO and the COE Goal and Objectives
to its stakeholder have to be conducted or
studied. The proponents therefore proposed a
study entitled “Awareness, Understanding and
Acceptance of Stakeholders of the Vision,
Mission, Goals and Core Values of CSU, Goal
and Objectives of COE”. The proposed study
will help determine the level of their
awareness, understanding and acceptance for
a better implementation and innovations of
the CSU’s policies and standards.
A recent study by Bentor, et. al., generally
aimed to determine the level of awareness,
acceptability, and relevance of the vision,
mission, goals and objectives of the programs
of the NSU graduate school. After utilizing the
descriptive method of research, the results
revealed that the graduate school students
and other respondents of the study were fully
aware, fully relevant and fully acceptable of
the NSU Vision, and Mission and Graduate
School goals and objectives of the different
courses. This is relevant to the present study
since both is trying to determine the level of
awareness, and acceptability on the VMGO
and the program objectives of the university,
except the on the level of understanding.
Gloria, A.C., study on awareness and
acceptability of the revised PSU Bayambang
Campus Mission, Goals and Objectives pointed
out that the stakeholders were highly aware of
the University Vision and Mission and they also
found them highly acceptable. Likewise, they
were much aware of the PSU Bayambang
Campus mission, the Teacher Education goals
and Teacher Education Objectives. The
stakeholders’ assessments of the acceptability
of the GMO’s were high, in spite of the
difference in their assessment of the
acceptability of the VMGO’s. The objective of
their work is to determine the extent of the
awareness and acceptability of the University
VM and the Campus MGI’s assessed by the
stakeholders. This is relevant to the present
study as both studies are focusing on
determining the awareness and acceptability
of the institutions Vision, Mission, Goals and
Objectives. The latter however aims to
determine the level of awareness and
acceptance of the VMGO but also the level of
understanding as well by the members of the
institution and other stakeholders.
A study on the awareness, acceptability and
relevance of the Vision, Mission, Goals and
Objectives of the BSEMT Program was
investigated by Salom, M.D and Florendo Z.T.
The study found out that the respondents
were very much aware of the BSEMT
program’s VMGO’s, which were also perceived
as very much acceptable and very much
relevant. The study revealed that the
constituents, stakeholders and linkages were
keen in knowing the core principles contained
in the BSEMT program’s VMGO’s; that the
importance of the VMGOs responded too well
to the needs and interests of the concerned
constituents and stakeholders. The above
review is related to this paper in terms of

determining the level of awareness,
acceptability of the vision, mission, goals and
objectives of the university, except on the level
of relevance BSEMT’s VMGO and level of
understanding of CSU’s VMGO’s present study.
Compelio, K.J.T., et.al., study aimed to
determine the awareness, understanding and
acceptance of the vision and mission of
Benguet State University (BSU) and the goals
and objectives of the College of Nursing (CN).
The results of the study revealed that the
students of Benguet State University – College
of Nursing generally have high awareness and
understanding and very high acceptance of the
VMGO. The higher the year level of the
students, the more aware, understanding, and
accepting they are. Sex on the other hand is a
contributing factor; notably, males are more
aware and accepting of the VMGO. The study
is akin to the present study as both aimed to
determine the level of awareness,
understanding and acceptance of the VMGO,
however, the gender issue was not considered
by the present study.
Statement of the Problem
The proposed study will focus on the level of
awareness, understanding and acceptance of
stakeholders of the Vision, Mission, Goal and
Core Values of CSU, Goal and Objectives of
COE. Specifically, it sought to determine the:
1. Level of awareness of stakeholders of the
mandate, vision, mission, goal, and core
values of Catanduanes State University
and goal and objectives of the College of
Engineering?
2. Level of understanding of stakeholders of
the mandate, vision, mission, goal, and
core values of Catanduanes State
University and goal and objectives of the
College of Engineering?
3. Level of acceptance of stakeholders of the
mandate, vision, mission, goal, and core
values of Catanduanes State University
and goal and objectives of the College of
Engineering?
4. Overall level of awareness of stakeholders
of the mandate, vision, mission, goal, and
core values of the Catanduanes State
University and goal and objectives of the
College of Engineering?
5. Overall level of understanding of
stakeholders of the mandate, vision,
mission, goal, and core values of the
Catanduanes State University and goal and
objectives of the College of Engineering?
6. Overall level of acceptance of stakeholders
of the mandate, vision, mission, goal, and
core values of the Catanduanes State
University and goal and objectives of the
College of Engineering?
Significance of the Study
The proposed study will able to provide
insights for future policy making undertakings
to further improve the CSU quality
management system in accordance with the
local and international standard. Likewise, to
be responsive to the millennial and
technological needs of the society.
MATERIALS AND METHODS
This study used the descriptive – survey type of
research utilizing the data from students of
Bachelor of Science in Civil Engineering (BSCE)
and Bachelor of Science in Computer
Engineering (BSCpE); faculty members, non-
teaching staff of CSU and other stakeholders
such as parents, alumni, and community to
determine the extent of awareness,
understanding and acceptance of the Vision,
Mission, Goals and Core Values of the
Catanduanes State University, and Goal and
Objectives of the College of Engineering.
The study composed a questionnaires as an
instrument to collect data from the
respondents. It focused on the mandate,
vision, mission, goal, and core values of CSU,
and the goal and objectives of the COE. The
questionnaire is composed of three (3) criteria
with a 3-point rating scale and its
corresponding ranges and interpretation as
shown in Table 1.
The three criteria used in the questionnaire are
Awareness, Understanding and Acceptance on
the Mandate, Vision, Mission, Goal, and Core
Values of Catanduanes State University (CSU),
Awareness and Acceptance of the Goal and
Objectives of the College of Engineering (COE).

The researcher employed stratified random
sampling in the distribution of the
questionnaires. A stratified sampling
technique is used when adequate
representation of certain subsets of the
population must be ensured according to
European Union (2012). On the stakeholder
component of the study, the researchers
disseminated the questionnaires equally to the
eleven (11) municipalities of the province.
Likewise, student component represents all
levels from first year to fourth year. The
questionnaire was disseminated on the last
month of the second semester, S.Y. 2016-2017
to acquire more dependable replies from the
respondents. In the same manner, faculty
member’s component embodies all colleges
and non-teaching staff denotes administrative
offices.

To find out the sample size per group for a

survey, Slovene’s formula was utilized as
shown below.

Using the formula, the study came up with the

following sample sizes with their respective
category: BSCE – 145; BSCpE – 131; faculty –
110; non-teaching staff – 119; other
stakeholders - 159. A total of six hundred sixty-
four (664) respondents were included in the
study.

The study made use of descriptive statistics to

analyze the data in a more meaningful way and
for a simpler interpretation. Descriptive
statistics includes the tools such as
frequencies, and cross-tabulation tables.
Frequencies include various descriptive
measures such as average, median, standard
deviation, percentiles. Simple frequency count
was useful in tallying replies. Weighted mean
was also utilized in defining the average total
replies on each item divided by the total
number of the respondents.

among BSCE students has high comprehension
on the existing policies and standards of the
university.

RESULTS AND DISCUSSION

The following are the results of the survey
conducted with their corresponding
discussion.

Table 1.B presents the overall average on the
level of awareness, understanding and
acceptance of the Goal and Objectives of the
College of Engineering. The result revealed
that majority from the BSCE students are fully
aware, understand and accept the goals and
objectives of the program.

College of Engineering. The result revealed
that majority from the BSCpE students are fully
aware, understand and accept the goals and
objectives of the program.

acceptance of the Goal and Objectives of the
College of Engineering. The result revealed
that majority from the faculty
members/teaching staff are fully aware,
understand and accept the goals and
objectives of the program.

Table 4.B presents the overall average on the

level of awareness, understanding and
acceptance of the Goal and Objectives of the
College of Engineering. The result revealed
that majority from the Non-teaching staff are

that majority from other stakeholders are fully
aware, understand and accept the goals and
objectives of the program.
Table 6 below present the overall result on the
level of awareness, understanding and
acceptance for almost five (5) stakeholders.
Based from the result, stakeholders such as
BSCE and BSCpE students, Faculty members,
and Non-teaching staff as well as other
stakeholders are all fully aware, understand
and accept the CSU – Mandate, Vision,
Mission, Goal and Core Values of the
Catanduanes State University as well as the
Goals and Objectives of the College of
Engineering.
CONCLUSION
Based from the findings presented, the
following conclusions were drawn:
1. All stakeholders are fully aware, of the
mandate, vision, mission, goal, and core
values of the CSU, the goal and objectives
of the COE.
2. All stakeholders fully understand of the
mandate, vision, mission, goal, and core
values of the CSU, the goal and objectives
of the COE.
3. All stakeholders accept the mandate,
vision, mission, goal, and core values of the
CSU, the goal and objectives of the COE.
4. As to the overall level of awareness,
stakeholders fully aware on the mandate,
vision, mission, goal and core values of the
CSU, the goal and objectives of the COE.

5. As to the overall level of understanding,
stakeholders fully understand the
mandate, vision, mission, goal and core
values of the CSU, the goal and objectives
of the COE.
6. As to the overall level of acceptance,
stakeholders accept the mandate, vision,
mission, goal and core values of the CSU,
the goal and objectives of the COE.
RECOMMENDATIONS
In the light of the findings and the above
conclusions, the following recommendations
were made:
1. Sustain the effective observation and
application of the core principles stated in
the VMGO for a long-term satisfaction,
awareness, understanding and acceptance
of its clientele and other stakeholders.
2. Wide dissemination of the mandate,
vision, mission, goal, and core values of the
CSU, the goal and objectives of the COE.
3. Religiously adopt the emerging trends and
innovations on mandate, vision, mission,
goal and core values of the CSU, the goal
and objectives of the COE to be responsive
to the global standards.
4. Initiatives or factors that contributed to
the high level of awareness, understanding
and acceptance of the CSU’s VMGO and
goals and objectives of the COE should be
strengthened.
5. Further studies may conducted and focus
to the other strategies and techniques
applicable for the VMGO updates,
dissemination/campaign for the benefit of
the organization and its clientele.
