CHAPTER I

THE PROBLEM AND ITS BACKGROUND

Introduction

Municipality of San Teodoro is a 4th class municipality in the province of


Oriental Mindoro. According to the 2016 census, it has a population of 17,904
people. The municipality is classified as partly urban. It has a total land area of
34,100 hectares. San Teodoro is politically subdivided into 8 barangays (2016).

The present time is called the computer age. The computer has given birth to
most of the new tools that helps us with everyday tasks such as writing, planning,
graphing, computing and communicating. We use technology to try to change the
world to suit us better and Automated Water Billing System is one of the proof to
make our works faster. Water is one of the most abundant substances on Earth
covering more than 70 percent of the earth’s surface and exists as vapor in the
earth’s atmosphere. Water has played a vital role in the survival and is considered as
a source of life, keeping support for every living creature here on Earth. There are
many ways on which we can collect water and as the years go by, the methods that
enable us to acquire water source became convenient enough that it only requires
you to turn on the water faucet to use it (Mendoza, 2010).

To provide measurement of consumer’s water consumption, analog water


meters are installed by water companies. Similar to a gas and electricity meter, a
water meter is a device installed in a household or any other shelter that records the
amount of water consumed for water billing purposes. The water company sends a
company employee on a monthly basis that visits the residents to collect the
readings on these water meters (Dita et., al 2013).

Automation is the act of replacing human labour by machines. It’s arrived to


combine automated devices with the mathematical and organizational to create

complex system for rapidly expending range of applications and human activities.
The said system can add new account member, record all the lists of consumers as
well as the billing transaction like paid and unpaid consumers. It is secured and
convenient software. The process is convenient to use, will save time and effort and
it will be a good help for a fast billing process of the company (Rosales, 2013).

Water billing system is an automated system that was based on paying water
bills. The researcher proposed this automated water billing system in order to help
the Local Government Unit of San Teodoro. It will mainly focus on the development
of the water billing system in San Teodoro district. The use of automated water
billing system of Municipality of San Teodoro will benefits the employees. This will
help the staffs to be highly competitive, advanced and updated results to better
performance. The employees will spend no longer time and effort in managing the
bill results. The system will provide quick and convenient results.

Historical Background

The San Teodoro Water District project was started by the term of Ex-mayor
Apollo E. Ferraren but it was developed by the term of Mayor Salvador R. Py on July
04, 2014. The district’s initial asset for this project was Php 41,552.50 worth of
properties that includes the service connections for the eight barangays. They will
inquire first in the Engineering’s office and pay Php 500.00 for the registration. The
difference for present reading and previous reading is the computation to get their
consumption. Once the billing statement has contributed the residents has five days
to complain about their water billing statement and the Engineering’s Office will make
an action regarding the residents complain. If the resident did not pay the water
billing statement, it has a penalty of 25% of its water billing due and to be paid by the
next month. While if the resident did not pay for three months, the water connection
will be disconnected. According to the Engineering’s Office they were planning to
have an extension water supply for Barangay Tacligan and they will be adding
chlorine for safer and better water distribution.

Objectives of the Study

General Objective

The main objective of the study is to develop an automated water billing


system for the Municipality of San Teodoro.

Specific Objectives

The study seeks to attain the following specific objectives:

1.) To determine the demographic profile of the respondents in terms of sex, age,
correspondents type and civil status;

2.) To determine the efficiency of the proposed software Automated Water Billing
System of San Teodoro;

3.) To determine the security of the proposed software Automated Water Billing
System of San Teodoro;

4.) To determine the user-friendliness of the proposed software Automated Water


Billing System of San Teodoro;

5.) To determine the accuracy of the proposed software Automated Water Billing
System of San Teodoro; and

6.) To determine the manageability of the proposed software Automated Water


Billing System of San Teodoro.

Statement of the Problem

Several issues may occur in developing of the system namely;

1.) What is the level of efficiency of the proposed Water Billing System of San
Teodoro?

Significance of the Study

This study provides a system which can be beneficial to the employees or


staffs to which can make their work faster and convenient. The primary significance
in this research is to help users to well-organized every transaction and minimize
their workload. The system will help the users to minimize time and efforts in tending
to the receipt that will be given to each resident.

This study is useful to the following:

Local Government of San Teodoro. With the use of this automated water billing
system, it helps the staffs to well-organized every billing transaction of the residents
and minimizes their work.

Consumers. They have the benefit of having safe and secured records and they will
be able to know their liabilities in terms of water payment.

Proponents. The proponents will gain knowledge and skills in system analysis will
be improved and also it will help the future researchers gain idea about record and
tracking system and develop their own system. This will serve to the proponents as a
challenge to do a better system.

Future Researchers. This study challenged the future researchers to do their best
in developing automated water billing system. This study would also be serves as a
basis in the future studies in terms of billing system.

Scope and Limitations

The scope of this study lies only on the creation of automated water billing
system for the Municipality of San Teodoro as well as the water billing receipt of
each customer. It covers only the information of the client, the installation data and
its notification, the billing payment and the monthly summary report of water bill. The
system does not include the application for the readings of the water meter. The
admin or the user will only be the one who can use the billing system. It can’t be
opened and used by the consumers. It is not also designed for the other staffs in the
department. This automated water billing system does not compute the total income
from its collection.

The system can print the installation notice, billing receipt and monthly
summary report of water billing. For database management the study uses Visual
Basic 6 coupled with MS Access to create an automated water billing system. Visual
Basic 6 is the programming language to be used in order to develop this system
while MS Access is the backend user by the proponent in storing the data.

Definition of Terms

Water Bill. Water bill is defined as the statement of account of each consumer in
San Teodoro.

Consumers. Consumers is defined as the one who is utilizing the economic goods.
Residents of San Teodoro are example of consumers.

Client Status. Client Status is defined whether if the client is already connected or
disconnected. It is the status of water connection.

Due Date. Due date is defined as having reached the date at which payment is
required. Once you reached the deadline there will be a penalty that will be added to
the consumers payment.

Visual Basic 6. Visual Basic 6 is one of the programming language that is


commonly used in developing or creating a system. Visual Basic 6 is the
programming language used in creating the system because it is easy and friendly to
use for the employees of San Teodoro.

MS Access. Microsoft Access is one of the application in Microsoft tools that is used
in storing data. MS access is the back-end user of Visual Basic 6. It contains all the
information’s that is being fill out in the system. This will serve as the database of the
system.

Cashier. Cashier is defined as the one who handles the billing works. The person
who is in charge in the payment section.

Employee. Employee is defined as the one who is employed by a particular office


and paid by wages or salary in position.

CHAPTER II
REVIEW OF RELATED LITERATURE AND STUDIES

This chapter covers the review of related literature and studies which are
closely related to the present study, both foreign and local and provided the
researchers some background and information in determining the type of approach
used for this study.

Review of Related Literature

In the article of Dan Rafter (2010), he stated that Candy Cooper, a utility
analyst for the city of Fountain, CO, doesn’t hesitate when running down a list of the
benefits her city’s water utility receives from using automated billing software. The
software helps the utility find potential leaks in the system provide consumers with
the more detailed billing statements and conserve water. Water conservation isn’t
exactly a benefit that most people associate with automatic billing software let it do.
This is a significant benefit, Cooper says. After all, water is precious resource.
Helping to conserve it should be an important goal of any municipality. With the
automated billing system, the city of Fountain’s utilities department can bill
customers on a tiered system. Under this system, the more the water that customers
use, the more they pay each month for their water. In all, the city’s automated billing
system allows Fountain to charge six different rates to customers, all tied into how
much water they use on a regular basis. The goal is a simple one: convince
customers to be more judicial in how they use water.

pointed out that as service districts have grown in size and complexity simple
computer systems have become outdated and difficult to use. Water agreements
between districts have become a common practice and require tracking to ensure

has evolved from separate systems that tracked internal activities independently
from customer information in one database.

According to Department of Works (DPW), in October 2016 they started


Baltimeter Billing, a new water and sewer that enhanced DPW’s infrastructure and
helps to ensure customers receive efficient and reliable billing services. In addition to
a new bill format, the billing cycle will change from quarterly to monthly. Monthly
billing makes it easier for customers to manage household budgets, detect leaks
sooner and find opportunities to adjust household water usage. Monthly bills will now
only be based on how much water you use, not a minimum and will clearly show
each cost your bill covers. Including the fixed cost you already pay for account
management and infrastructure investment.

The conversion to the modern BaltiMeter Billing system provides customers


the ability to see daily household water and other account information online. Each
property owner will receive an individual password to log in to their secure online
account. By having more information regarding their water consumption, customers
will have more control over their water usage and expenses.

Scholarly a journal entitled, “Water for Asian Cities Programme” Dzikus (2011)
cited that an efficient system of billing can only ensure timely serving of demand
notice and collection of dues from customers, thereby enabling efficient cash
recycling and serve the following objectives: 1. Timely raising of bills for the water
dues; 2. Establishing clear – cut time schedules between the raising of bills, serving
it to the consumers and payment by them; 3. Collection from the consumers of the
right amount and on due date; and 4. Make it easy for willing consumers to pay at
convenient collection centers, most ideally at the door step.

According to Janelyn Ambre, Scott (2011) mentioned that automation


increases the accuracy of the data, as human errors is less likely to occur. The
completeness of the data is also improved as the automated system will process all
the data in an efficient manner. Also Neuman (2010), stated that water billing system

is a necessary tool to assist small municipalities, utility providers, bookkeepers,


operators, managers and auditors in unifying their water billing services. In order to
provide consistent and accurate billing information to clients and service recipients. It
is essentially software that processes data and produces invoices in a given format,
facilitating and unifying the billing process.

As cited in the article entitled, “Computerized Billing for Time Improves Client
Communication and Firm Profitability” Murphy (2007), he stated that accounting
firms can improve their profitability and relation with clients by automating client
billing with computers. Accounting firms can use personal computer as an
economical means of computerizing the billing process. A Computerized Billing
System allows accounting firms to more effectively manage their employee’s
productivity and give them the means to analyze the hours available and hours billed
of each employee. A Computerized Billing System provides more control over an
accounts receivable and client work processes.

Review of Related Studies

Foreign Studies

Pradeep Gokhale (2008) on the study of “Computerized Water Billing System”


pointed out that the base of Water Billing System can be a Metered System and
Non-metered System. Metered System indicates the actual consumption of water
and minimum fixed charge while the Non-metered System has fixed charge per
month, per family, per tap and percentage of annual letting value of property. The
researcher also said that computerized billing system has three major databases.
The master data which needs to be entered only one time when the consumer is
added into the database. Data for each billing round is data that will be entered for
every consumer for every round and will be used for calculating the demand of that
billing round. Lastly the receipt data, this data will be entered on daily basis
irrespective of the billing frequency.

According to Anil Anjana et., al (2010) from the project “Billing System”, the
researchers stated that billing system is an application to automate the process of
billing and ordering of a certain department. This web-based application is designed
considering the chain of departmental store which is located in various cities. This
application also administrates its users and customers. The Computerized Water
Billing System can be used in future for direct payments through credit Cards,
internet etc. The information for the consumers can also be made available on
Internet or through kiosks. The advance meters with remote reading techniques may
give a system with minimum data entry to be done manually. The distribution
network if available as Graphic information on computers, can be directly be linked
with the billing system to locate Water Revenue losses

In the study of Avrinda Kumar (2008), entitled Computer Based Science


Assessment Implication of Student with Learning Disabilities”, the author focuses
about the implication of computer-based test on student with learning disabilities, he
found out that a computer technology can be a viable tool for performance
assessment, and a potentially powerful the replacing the traditional product-oriented
paper and pencil tests. He also emphasized the researchers and educators must pay
special attention to first, testing and validity of the use of computer technology tools.

The study of Hatem Mostafa (2009) entitled, “Introduction to


Telecommunication Billing System” he stated that telecommunication companies
need an effective and accurate billing system to be able to assure their revenue.
Billing systems process the usage of network equipment that is used during the
service usage into a single Call Detail Record (CDR). The billing process involves
receiving billing records from various networks, determining the billing rates
associated with the billing records, calculating the cost for each billing record,
aggregating these records periodically to generate invoices, sending invoices to the
customer, and collecting payments received from the customer. Billing system is
very complex starting from network elements that generate usage to the billing
system to usage collection, mediation, rating, and invoicing. To simplify the process I

will introduce a simple system usage scenario as shown in the following figure. The
system user navigates through the company site and views company services, and
he decides to order one of the available services. If he has no account, he signs up
for a new account, else he signs in. Then the user asks to conduct an order with the
selected service. The service may be prepaid where he has to pay to have credits to
use the service, or it may be postpaid, where he has to pay if the service has
installation or setup fees and later on he will pay for his usage of each billing cycle.

In the study of “Among other Information needed for computing Consumer


Price Information (CPI)”, Burton (2011) states that prices of many daily required
items are collected on a regular basis. This valuable information gives rise to the
possibility of constructing a price decision support system, the system that can
analyze stored prices and their related information to provide information on price
relation and thus the prediction of tendency or the effect of price changes of items
into another.

Local Studies

Scholarly the study of Vivian M. Rosales (2013) entitled, “Automated Billing


System for Naujan District” stressed out that automation is the act of replacing
human labour by machines. It plays an increasingly important role in the global
economy and in the daily experience. It’s arrived to combine automated devices

expending range of applications and human activities.

In the study of Bartolome (2007) entitled, “A Computer Water Billing System


for Teresa Water Supply”, stated that in making a water billing computerized,
numerous benefits can be acquired. One of the benefits is that it speeds up the
current computation of the bills wherein the operators will not waste their time in
computing the bills of every concessionaire because the system computers it
automatically.

According to Zepanta et., al (2013) entitled, “Automated Water Billing System


for Condominium” stated that to provide measurement of consumer’s water
consumption, analog water meters are installed by water companies. Similar to a
gas and electricity meter, a water meter is a device installed in a household or any
other shelter that records the amount of water consumed for water billing purposes.
The water company sends a company employee on a monthly basis that visits the
residents to collect the readings on these water meters. If there is no one to
accompany their water meters during their time of visit, or if in any case the water
meter is found to be malfunctioning, the water reading would be based on the
average water consumption. This method is tedious since it would take days to read
each meter and costly with regards to time and revenues.

System” stated that billing is one of the database-oriented applications wherein the
transaction data is stored in well-organized database. The user operates on such
database using the required interface and also takes the required reports by suitable
transformations of stored data information. It helps simplify, integrate and streamline
all the business processes, cost-effectively and easily and helps presents the true
picture of all the business undertakings to users of financial reports.

CHAPTER III

RESEARCH METHODOLOGY

This chapter describes and discusses how the researchers will gather the
necessary data and information that will be used in the entire study. It describes who
will be the respondents and focus of the research. This also shows the procedure
of data collection and instruments used. These chapters also discuss the type of
research, research method, and the research locale where the study will be
conducted.

Research Design

The researcher used Descriptive Method of Research wherein the study is


focused on the present situation. This was used to determine the problems that has
encountered on the existing system of San Teodoro District. This method is
characterized as fact finding with adequate interpretation. The descriptive method is
something beyond just data gathering. It also involves the recording, description,
analysis and the presentation of the present system, composition or processes of the
phenomena. The researcher used this method of research in generalization of
information for the development of the proposed system.

Source of Data

The data used by the researcher are classified as primary and secondary
sources.

The primary sources of data are those gathered from different individuals who
were considered as respondents of the study. The statement from the employees of
Municipality of San Teodoro also provides the researcher the information’s she
needs in the study to be her guide in developing the proposed system. On the on
other hand, secondary sources of data used are books, related thesis studies and

journals. The researcher also used internet gather information that carries extensive
range of information about the study.

Research Instrument
The researcher will be used observation, interview and self-construct survey
questionnaire in gathering data. The researcher will observe the existing system in
action for better understanding of their system procedure. The researcher will also
conduct an interview to know how the current system works and to learn its
advantages, disadvantages, limitations and problems.
Self-constructed questionnaires will be used by the employees of San
Teodoro to gather all the pertinent data needed. In addition, this instrument is
appropriate because the questions can be answered at the respondents’
convenience given that they are busy due to their nature of work.
Interview Schedule
This tool will be used to collect data from employees of Municipality of San
Teodoro. The interview schedule will enable the researcher to get detailed
responses from the respondents. It will also be possible to probe further for
clarifications and explanations where necessary. Interview questions are designed in
such a way that they probe the various areas covered by the research questions. An
interview typically involves the researcher asking questions and getting answers
from the respondent. According to Robson (2002) interviews are widely used in
social research and the common types include structured, semi-structured and
unstructured interviews. Selection of the type depends on the depth of response
sought. Structured formats have fixed questions in pre-decided order and
standardized wording where responses are selected from a list of alternatives. Semi-
structured interviews use much more flexibility in terms of order of questions and
responses. Unstructured in-depth interview will be adopted in this study as it allows
the respondent to say whatever they like on the broad topic thus giving insights on
other pertinent issues.

Respondents of the Study


The respondents of the study will include thirty employees of Municipality of
San Teodoro from different department and twenty customers. A total enumeration
of fifty respondents will be selected to identify the billing procedures and to identify
the develop system in terms of efficiency, security, user-friendliness, accuracy and
manageability. They were chosen respondents because they are the ones who are
related to this automated water billing system.

Figure 1. shows the conceptual framework used in the study. As an


input, the demographic profile of the respondents such as name, sex, age,
correspondent type and civil are included and the dependent variables used in the
study such as efficiency, security, user-friendliness, accuracy and manageability.
The process is how the study is being developed, by way the documentary analyzed
by using the interview and analysis and interpretation of data. Inside the system it
includes the client information, installation, billing, payment and monthly report. The
output of the conceptual framework is the Automated Water Billing of San Teodoro.

Method in Evaluating Software

In order to achieve the desired objectives in conducting a survey, there should


be questionnaires to be answered by the respondents. These are related in the
dependent variables stated in the conceptual framework.

The questionnaires will be given in the respondents during the survey for
them to rate the variables mentioned.

The variables to be considered are efficiency which means that the system
will be useful for the users of the municipality, accuracy means that the system is
precise and free from errors, security indicates that all records are secured,
reliability, meaning the software will consistently perform well, and user friendliness
in which application is understandable and easy to use.

Statistical Treatment of Data

The data gathered will be tabulated and processed manually through the use
of the following statistical tools:

RESULTS AND DISCUSSION

This chapter presents the data gathering of the study and interpretation
of the results based from the conducted survey.
Understanding the Existing System

Municipality of San Teodoro is still using manual water billing system for the
payment of water bills. The employees of Municipality of San Teodoro are
experiencing difficulties in recording the water billings because they tend to record it
manually and they are spending a lot of time to do it and as a researcher this will be
the strong basis to pursue the proposed system. In this automated water billing
system, it would be easy for the employees of San Teodoro to register the
customers, to give computerized water billing calculation and this also includes the
printing of installation notice, receipt and summary of monthly report of water bill.

Organizational Structure and Function

The Automated Water Billing System of San Teodoro is presented to create a


system that is efficient, accurate, secured, reliable and user-friendly to help the
employees of San Teodoro as well as the consumers.

Analysis of the Report

The Automated Water Billing System of San Teodoro is easy to understand


for the end user because it is very simple and user-friendly.

The system performs its function in real-time and it runs without encountering
errors while it is in used and ensures the efficiency, security, and reliability and
accuracy of the system. The system is a greatly help to the employees of San
Teodoro for they do the task faster and easier compared to the manual one. This
automated water billing system provides a faster processing of recording customer,
billing payments and it is able to see the monthly summary report of water bill.

Statistical Analysis

After the proposed system has successfully developed, it was tested by


various types of user in order to gain evaluation from them based on the system
presented. Questionnaires have been given by the researchers to several
respondents or users. The level of performance of the system was described using
the scale: (1) Strongly Disagree (2) Disagree (3) Neutral (4) Agree (5) Strongly
Agree. The results of the evaluation are shown in the table below.

This is the summary of the data gathered by the researcher using survey
questionnaires regarding the Automated Water Billing System for the employees of
San Teodoro.

years old ranked fourth with a total of 8 or 16%, thirty eight to forty two years old
ranked fifth with a frequency of 4 or 8% and forty three to forty seven years old
ranked sixth with a total frequency of 1 or 2% while forty eight to sixty seven years
old got the same ranked for they have a frequency of 0 or 0%.

2 which is equivalent to 4% that the respondent seem the system is efficient in terms

system is ensured the security of the billing records. Neutral got the lowest tabulated
frequency of 2 which is equivalent to 4% that the respondent seem the system
ensured every created account users and maintain the security of the client. One of
the respondent disagree that the system ensured the security of billing records.

CHAPTER V
SUMMARY, CONCLUSIONS AND RECOMMENDATIONS
This chapter presents the summary, conclusions and recommendations of the
researcher to the effect of the proposed system.
Summary
The study entitled “Automated Water Billing System of San Teodoro” used
Visual Basic 2006 and MS Access 2007 as their programming language which
aimed to develop a modified system that will help the employees of San Teodoro in
paying the water bills.
The researcher conducted an interview with the Engineering Office regarding
the problems and disadvantages of using the manual billing system. After that, the
researcher analyzed the problem and developed the Automated Water Billing
System of San Teodoro. The researcher also conducted a survey associated with
the questionnaires in order to gain feedbacks about the system developed.

Findings
The total number of respondents used in the study was fifty (50): one (1)
respondent is the Head Department of Treasurers Office, one (1) is the Secretary,
one (1) is the Treasurer, twenty-seven (27) were employees of Municipality of San
Teodoro and twenty (20) from the customers of San Teodoro.
With a total number of fifty respondents the researcher concluded the findings
on the study in terms of efficiency with a mean of 4.19 and rated strongly agree. In
terms of security with a mean of 4.19 and rated strongly agree. In terms of user-
friendliness with a mean of 4.21 and rated strongly agree. In terms of accuracy with
a mean of 4.26 and rated strongly agree. In terms of user-friendliness with a mean of
manageability with a total mean 4.24 and also rated as strongly agree.

Conclusions
In light of the foregoing findings, the researcher draws the following
conclusions below:
1.) The water billing system is efficient to use for the employees of San
Teodoro.
2.) The water billing system ensures the security of the customer’s account
and records.
3.) The water billing system simple and easy to use by the admin or users.
4.) The water billing system gives consistent results.
5.) The water billing system can be easily managed through indicated
instructions.

Recommendations
Based on the result of the findings and conclusions gathered, the researcher

would like to recommend the following:

1.) The researcher recommends to improve the system by putting other

transactions that will make the system more functional

2.) The researcher recommends the future researchers to put an application for

recording the previous and present consumption

3.) The researcher recommends the residents to follow the strict regulations in

terms of payment to meet the satisfactory billing charges based on due dates

and disconnection.
