INITIAL REPORT:

PC STATEMENT:

Officers responded to the report of a male wearing a man thong walking down the middle of the road with a sign around his
neck. The R/P stated the male jumped in front of their vehicle causing them to almost hit him.

I arrived and located the suspect standing in the parking lot of Eagle Park pushing a stoller. I exited my patrol vehicle and made
contact with the male. The male was only wearing a man thong holding his hands in the air. I asked the male for his name which
he stated Ryan and he stated he lived down the street near the park. I asked the male to turn around so I could place him in
handcuffs for safety purposes. The male turned around and as I began placing him in handcuffs, he pulled away and began
running across the park. I quickly tackled the male and began fighting with him to place his hands behind his back. The male
turned and threw a punch at me hitting my vest and breaking my body camera off my vest. I got up from fighting with the male
and told him he was going to get tazered if he didn't stop fighting. The male stood up and began running again at which time I
commanded him to stop and deployed my tazer. The tazer connected with the male which caused him to fall to the ground. I
commanded the male to stay on the ground until other officers arrived or he would be tazed again. The male stated he
understood and layed on the ground until handcuffs could be applied.

Once the male was under control, I began speaking with him. He was very emotional and began crying saying he was a 12 year
old boy who didn't want to hurt anyone. While he was speaking I could smell a strong odor of alcohol coming from his person. I
asked him how much he had drank, which he stated when he drinks to much his mind goes. I requested medical personal
respond to evaluate the male. While the paramedics were treating the tazer deployment a female arrived stating she was looking
for her boyfriend who had left the house. She stated her boyfriends name was Wesley Sayer. When Wesley heard her voice he
began yelling for her claiming she was his girlfriend. It was at this point we were able to identify the male as 27 year old Wesley
Sayer.

Wesley was transported to Timponogas Hospital by ambulance for evaluation. He was then transported to Utah County Jail for
the following charges:

Assault on Police Officer 76-5-102.4 Class A Misdeamenor

Resisting Arrest 76-8-305 Class B Misdeamenor

Failure to Stop at Command of Police Officer 76-8-301.5 Class A Misdeamenor

Public Intoxication 76-9-701 Class C Misdeamenor
