WHEREAS, DC Human Rights Act of 1977 Section 2-1401.015eeks to secure


an end in the District of Columbia to discrimination for any reason other than
that of individual merit, including, but not limited to, discrimination by reason
of race, color, religion, national origin, sex, age, marital status, personal
appearance, sexual orientation, gender identity or expression familial status,
family responsibilities, matriculation, political affiliation, genetic information,
disability, source of income, status asa victim of an intrafamily offense, and
place of residence or business;

WHEREAS, H. Res. 183, passed by the House of Representatives, states


white supremacists in the United States have exploited and continue to exploit
bigotry and weaponize hate for political gain, targeting traditionally persecuted
peoples, including African Americans, Latinos, Native Americans, Asian
Americans and Pacific Islanders and other people of color, Jews, Muslims,
Hindus, Sikhs, the LGBTQ community, immigrants, and others with verbal
attacks, incitement, and violence;

WHEREAS, H. Res. 183 further states the Reverend Martin Luther King, Jr..
taught that persecution of any American is an assault on the rights and freedoms
of all Americans;

WHEREAS, on August 1l and 12, 2017, self-identified neo‐Confederates,


white nationalists, nee‐Nazis, and Ku Klux Klansmen held white supremacist
events in Charlottesville, Virginia, where they marched on a synagogue under
the Nazi swastika, engaged in racist and anti-Semitic demonstrations and
committed brutal and deadly violence against peaceful Americans;

WHEREAS, a white nationalist murdered nine African American worshipers at


the Emanuel African Methodist Episcopal Church in Charleston, South
Carolina, on the evening ofJune 17, 2015, in the hopes ofigniting a nationwide
race war;

WHEREAS, on October 27, 2018, the perpetrator ofthe deadliest attack on


Jewish peOple in the history of the United States killed 1l worshippers at the
Tree of Life Synagogue building in Pittsburgh and reportedly stated that he
“wanted all Jews to die”;

WHEREAS, anti‐Semitism is the centuries-old bigotry and form of racism


faced by Jewish people simply because they are Jews;

WHEREAS, the Bloomingdale Community within thejurisdiction of ANCSC


has been impacted by cowardly acts of racist postings

WHEREAS, Mayor Muriel Bowser states: “Washington, DC is a city of love,


inclusivity, and diversity. As a community, we are proud to be guided and
defined by those values, and when those values

WHEREAS, Ward 5 Councilmember Kenyan McDuffie has been working to


advance the conversation around Racial Equity in the District of Columbia

WHEREAS, Communities and cities across America are facing challenges of


hate speech and violence and are coming back to push back against persons
seeking to inflict harm and fear on others because of their race, sex, sexual
orientation, religion, or national origin;

NOW THEREFORE, BE IT RESOLVED that:

THIS RESOLUTION came before ANC SEat a duly noticed public meeting on
August 7, 2013. ANC SE is composed of 10 Commissioners, such that 6
Commissioners constitute a quorum. With Commissioners present, ANC
SE voted ‐ - to adopt this resolution.
