a tax-increment financing

with a 5-2 vote.

ed the TIF to develop a retail
shopping center at the inter-
section of Highway 12 and
Industrial Park Road, the
current 10-acre site of the
Garan Manufacturing plant.
Garan is planning to relocate
to the North Star Industrial
Park at Highways 82 and 389.
The industrial plant being

Gouras said.
Letters of intent are not
binding, but they allow devel-
opers to have formal conver-
sations with retailers.
Under the TIF, the city
and county will issue up to
$3 million in bonds to reim-
burse Castle Properties for
the costs of certain infra-
structure built at the retail
center. The entities will then
repay the bonds with sales
and property taxes generat-
ed at the center for up to 15
years.
The city will not issue the
bonds for at least three years
because it will take about
a year for Garan to finish
building and move into its
new location, and it will take
another year for Castleber-
ry to tear down Garan’s old
site and build the shopping

Beard said he is excited about
qualifying for the runoff but re-
mains nervous about the gap in ab-
sentee ballots. He said it suggested
unfair campaign practices.
By law, voters who are illiterate
or disabled can cast a mail-in ab-
sentee ballot at home, which can
bear the witness signature of any-
one at least 18 years old. Gibbs-
Gray previously told The Dispatch
her campaign volunteers are help-
ing voters request absentees, then
providing witness signatures when
the ballot is cast.
“Absentees are killing me,”
Beard said. “That’s not right. ... I’m
overjoyed and I’m ready to work for
my people.”
The next three weeks Beard
said he will continue to campaign
on foot throughout Ward 4.
“I’m going to be walking a lot
and knocking on doors,” Beard
said.

mark next month after the
prime minister described
his plan to buy Greenland
as “absurd” took the Dan-
ish royal palace by sur-
prise, a spokeswoman said
Wednesday.
Lene Balleby told The
Associated Press Wednes-
day that the news was
“a surprise” to the royal
household, which formal-
ly had invited Trump to
visit Denmark Sept. 2 and
3 as part of a European
trip. She had no further
comments.
Trump announced his
decision by tweet after the
Danish prime minister dis-
missed the notion of sell-
ing the semi-autonomous
territory to the U.S. as “an
absurd discussion.”
“Denmark is a very
special country with in-
credible people, but based
I will be postponing our
meeting scheduled in two
weeks for another time,”
Trump said.
There was no immedi-
ate reaction from the Dan-
ish government. Former
government ministers
were quick to speak out,
however.
Martin Lidegaard, a

and said Trump’s behav-
ior was “grotesque” and
he was “throwing a hissy
fit.”

Reeves for the Re-
publican nomination
for governor.
Barbour said that Barbour

runoff. Reeves is in his second
term as lieutenant governor after
serving two terms as state treasur-
er, and Bill Waller Jr. is a retired
chief justice of the Mississippi Su-
preme Court.
“This is not about who’s a good
person, who’s a bad person,” said
Barbour, who led the Republican
National Committee in the mid-
1990s and was governor from 2004
to 2012. “Bill Waller’s a nice guy.
I worked with him as governor. I
thought he was a great chief jus-
tice.”
Barbour said there are signif-
icant policy differences between
Reeves and Waller.
“Tate understands that gov-
ernment doesn’t have any money
except what it takes from the pub-
lic,” Barbour said as he stood with
Reeves, current Republican Gov.
Phil Bryant and several other elect-
ed officials at the state Republican
Party headquarters.
Reeves repeated his opposition
to increasing Mississippi’s gaso-
line tax. Waller has said a gas tax
increase would be a fair way to fund
highway improvements because it
would be paid by people using the
roads.
The Mississippi Asphalt Pave-
ment Association endorsed Waller
on Monday, saying that highway
construction creates jobs.
“Mississippians are paying more
for vehicle repair than ever before
due to poor road conditions,” the
association’s former president, Clif-
ton L. “Pepper” Beckman Jr. of Lau-
rel, said in a news release. “Bridges
are closed across the state, which
has strong negative effects on state
commerce and economic develop-
ment.”
Reeves received about 49 per-
cent and Waller received 33 percent
in a three-person Republican prima-
ry Aug. 6.
The winner of the Republican
runoff advances to the Nov. 5 gen-
eral election for governor and will
face fourth-term Attorney General
Jim Hood, who defeated seven can-
didates two weeks ago to win the
Democratic nomination; Constitu-
tion Party candidate Bob Hicking-
bottom; and independent candidate
David Singletary.
Bryant could not seek a third
term as governor. Mississippi, Lou-
isiana and Kentucky are the only
states electing governors this year.
Campaign finance reports filed
with the secretary of state’s office
Tuesday showed that Reeves had
nearly 10 times more campaign
cash than Waller.
Reeves reported about $3.4 mil-
lion in multiple campaign accounts
as of Saturday, while Waller report-
ed about $350,000 cash on hand.
Only the runoff candidates had
to file campaign finance reports
Tuesday.

45 Mississippi counties primary agriculture disaster areas

has named 45 Mississippi coun-
ties primary natural disaster
areas because of freezing, flood-
ing, flash flooding and excessive
rain.
Producers who had losses
from those causes since Jan. 15
may be eligible for Farm Service
Agency emergency loans.
Farmers and ranchers in ad-
jacent counties can also apply.
There are 33 such counties in
Mississippi, eight in Alabama,
four in Arkansas, eight in Loui-
siana and five in Tennessee.
Emergency loans can be used
for replacing equipment or live-
stock, reorganizing a farming
operation, refinancing certain
debts, and other recovery needs.
The application deadline is
April 7, 2020.
The agency has a number of
other emergency programs that
don’t require a disaster declara-
tion.
The Mississippi counties
named primary disaster areas
are Adams, Alcorn, Benton, Cal-
houn, Carroll, Chickasaw, Choc-
taw, Claiborne, Clay, Covington,
Forrest, Grenada, Harrison,
Holmes, Humphreys, Issaque-
na, Itawamba, Jefferson, Lamar,
Lee, Leflore, Lowndes, Marion,
Marshall, Monroe, Montgom-
ery, Oktibbeha, Pearl River,
Perry, Pontotoc, Sharkey, Stone,
Tippah, Tishominogo, Tunica,
Union, Walthall, Warren, Wash-
ington, Wayne, Webster, Wilkin-
son, Winston, Yalobusha, and
Yazoo.
The contiguous Mississippi
counties are Amite, Attala, Bo-
livar, Clarke, Coahoma, Copi-
ah, DeSoto, Franklin, George,
Greene, Hancock, Hinds, Jack-
son, Jasper, Jefferson Davis,
Jones, Kemper, Lafayette, Law-
rence, Leake, Lincoln, Madison,
Neshoba, Noxubee, Panola,
Pike, Prentiss, Quitman, Simp-

Trump assumed the presidency,
conservative religious leaders
drew up “wish lists’ of steps they
hoped he’d take to oppose abor-
tion and rein in the LGBTQ-rights
movement. With a flurry of recent
actions, Trump’s administration
is now winning their praise for ag-
gressively fulfilling many of their
goals.
Mat Staver, president of the le-
gal advocacy organization Liberty
Counsel, said Trump has fulfilled
about 90 percent of the goals on a
list that Staver and other conserva-
tive leaders compiled.
“In the first two years of his ad-
ministration, he’s achieved more
than all of the presidents combined
since Ronald Reagan,” Staver said.
“He’s been the most pro-religious
freedom and pro-life president in
modern history.”
One of the most dramatic steps
— hailed by conservatives and de-
cried by liberals — came this week
when the Department of Health and
Human Services implemented a
new rule for the federal family plan-
ning program known as Title X.
Planned Parenthood, long a target
of religious conservatives because
of its role as the leading U.S. abor-
tion provider, quit the program —
walking away from tens of millions
of dollars in grants — rather than
comply with a new rule prohibiting
clinics from referring women for
abortions.
Last week, the Labor Depart-
ment proposed a rule that is ex-
pected to shield federal contractors
from discrimination complaints
regarding hiring and firing deci-
sions motivated by religious beliefs.
Critics say the rule, if implemented,
would enable employers to discrim-
inate against LGBTQ people.
On Friday, the Justice Depart-
ment filed a brief telling the Su-
preme Court that federal law allows
firing workers for being transgen-
der. The brief is related to three cas-
es that the high court will hear in its
upcoming term related to LGBTQ
discrimination in the workplace.
Earlier this year, Health and
Human Services issued a waiver
allowing a state-contracted fos-
ter care agency in South Carolina
to deny services to same-sex and
non-Christian families. HHS also
moved to revoke newly won health
care discrimination protections for
transgender people.
These and other actions aimed
at curtailing abortion rights and
LGBTQ rights have helped many
conservative Christians overlook
other aspects of Trump’s presiden-
cy, such as his often-divisive rheto-
ric on Twitter and at rallies.
The Rev. Robert Jeffress, pas-
tor of the Southern Baptist mega-
church First Baptist Dallas and a
frequent guest at the White House,
predicted that Trump would win
more evangelical votes in 2020 than
he did in 2016, when they helped
provide his margin of victory.
“When he ran in 2016 and prom-
ised pro-life, pro-religious freedom
policies, most evangelicals who vot-
ed for him didn’t know whether he
would or could fulfill those promis-
es,” Jeffress said. “When they look
back now, they see he checked off
all of those goals. ... He’ll win by
an even larger margin on basis of

health care decisions, not to be forced to have

major victory for a key part of President Donald
Trump’s political base — religious conservatives
opposed to abortion. They have been campaign-
ing relentlessly to “defund Planned Parenthood”
because — among its varied services — it is the
largest abortion provider in the United States,

when one of his limbs, “probably his
arm,” hit her face.

to cooperate with or testify for the
prosecution.
Before announcing his verdict,

cars at a brisk clip. But cor-
porate America is starting
to worry out loud that
President Donald Trump’s
tariffs will depress con-
sumer spending and un-
dermine the economy.
Home Depot, the na-
tion’s largest home im-
provement chain, said as
much on Tuesday, when it
reported higher-than-ex-
pected profits for the
quarter but cut its sales
expectations for the year,
citing the tumbling price
of lumber and the “poten-
tial impacts to the U.S.
consumer arising from re-
cently announced tariffs.”
That marked at least
the second time in a week
that retail executives
raised the fear that con-
sumers might pull back on
spending.
Last Wednesday, Ma-
cy’s warned that its cus-
tomers have no appetite
for higher prices. The de-
partment store chain has
already raised prices on
luggage, housewares and
furniture because of the
25 percent import duties
imposed in May. CEO Jeff
Gennette said Macy’s is
trying to offset the costs
of looming tariffs on shoes
and clothing.
So far, consumer spend-
ing has insulated the U.S.
economy from the slump
that is taking hold in such
places as China and Ger-
many. But Trump’s trade
wars with Beijing and oth-
er key trading partners
have heightened anxiet-
ies.
Dozens of American
companies have pared
their profit and sales
expectations. The mar-
kets have swung wildly.
Barometers of housing
and manufacturing have
slumped. Consumer confi-
dence, though healthy on
a historical level, dropped
sharply this month.
And that is especially
troubling, because con-
sumer spending accounts
for roughly 70 percent of
economic activity.
That recent slump in
consumer confidence has
raised the odds of a U.S.
recession in the next year
to 45 percent from 40 per-
cent in mid-July, accord-
ing to analysts for JPMor-
gan Chase.
If consumers are to
keep fueling economic
growth, they might need
reassurance that Trump
won’t escalate his trade
wars.
“If trade policy ten-

market remains solid, we
would likely see a rebound
in consumer sentiment,”

STARKVILLE — Jakailyn Brown’s

slam to clinch Starkville High School’s
straight-sets win over New Hope Tues-
day was a fitting end to the match for
the middle blocker.
It was her match-high 10th kill, and it
capped a dominant night for the junior.
But the six-footer’s big swings provided
positive energy and enthusiasm for her
teammates that were equally as valu-
able as the points she scored, said Si-
erra Horel, first-year head coach of the
Yellow Jackets.
“When she gets that swing going,
the other girls feed off that,” Horel said.
“If she gets down, our whole team gets
down, and that’s what we tried to work
on with her this year.”
Horel said Brown’s transition to
middle blocker hasn’t been easy, and
that she “started from the bottom” in
building her skill set for the position
and reinforcing the importance of a
positive attitude. That process has been
consistent in practice, and Brown’s will-
ingness to accept coaching and change
her approach and demeanor in matches
as season opener approaches

In 2018, Caledonia and
New Hope waited until
Week 5 to clash, but each
coach agreed to schedule
the rivalry game as the
season opener to fuel
their team’s respective
offseason. Both Caledo-
nia (3-7) and New Hope
(1-11) are coming off less
than stellar seasons, but
one team gets to leave the
Trojans’ field undefeated
Friday night.
“Our players had
a whole offseason to
prepare for this game,”
Tackett said. “They know
what’s at stake here. Not
just a rivalry game, but
setting the tone for their
2019 football season as
well.”
“This game just really
starts the year off on the
right foot,” Kelly added.
In last season’s win,
Confederates quarter-
back Brandon Edmond-
son ran for 100 yards and
two touchdowns. Cale-
donia scored 44 points
and ran for 294 yards, yet
failed to complete a sin-
gle pass (only two were
attempted). Edmondson
is back for the Confeder-
ates and will start under
center.
Tackett said contain-
ing Caledonia’s op-
tion-wing attack is unlike
most game plans his staff
puts together.
“I hadn’t focused on
individuals. But sche-
matic wise, you don’t
see the option-wing a
whole lot and it’s difficult
to prepare for,” Tackett
said. “Every player has
to maintain their gap and
their responsibility. We
have to be very disci-
plined.”
New Hope’s offensive
scheme will likely center
around running back
Braylen Miller, who ran
for more than 1,200 yards
a season ago.
“I know he’s a talented
kid and is being highly
recruited,” Kelly said. “I
know Tackett is probably
going to get the ball in
his hands and we’re just
going to have to do our
best to limit him. We
hope to not do anything
to help him out by miss-
ing tackles and we need
to get a lot of hats to the
ball.”
In interviews, both
coaches repeated com-
mon Week 1 cliches along
the lines of sticking to
their respective identi-
ties, limiting physical and
mental mistakes and so
on.
But Friday, the stakes
surrounding the start of
the prep season will be
higher than normal for
each squad.
“I think our kids have
worked really hard to win
this game,” Kelly said.
“It’s a big deal to our
county and the 17 miles
that separate our school.”

A Conway, Arkansas
native, Danberry aver-
aged 13.1 points per game
and doled out 125 assists
last year. Her 1.47 as-
sist/turnover ration also
ranked eighth in the SEC.
“What she adds to
this program, team and
university is something
really special,” coach Vic
Schaefer said of Danber-
ry. “What a blessing it
is to be able to get that
fourth year and be able to
play on the team we cur-
rently have. This instantly
impacts our program as
we continue to compete
for Championships.”
Danberry will help
anchor a backcourt that
includes three freshman
and two sophomores en-
tering 2019. Juniors An-
dra Hunter-Espinoza and
Bre’Amber Scott should

In the time since his
recruitment, Green and
Hughes have maintained

“I think I was one of the
first people he reached
out to and knew he was

thing I needed and I won’t

caught his first early taste

man took an unintended break
this past weekend.
He was back at work Tues-
day night.
The Atlanta slugger hom-
ered twice and drove in four
runs, leading the Braves past
the Miami Marlins 5-1 in an-
other testy game between the
NL East rivals.
After going 0-for-12 with
five strikeouts during a three-
game series against the Dodg-
ers, this was more line with
what the Braves expect from
Freeman.
“You knew somebody was
going to pay,” Atlanta manag-
er Brian Snitker said. “It was
inevitable. You’re not going to
keep that guy down.”
Freeman sent one went the
opposite way into the Marlins
bullpen against Elieser Her-
nandez in the fourth. The next
inning, he went deep again
with two outs to break a 1-1 tie,
launching a pitch from Tyler
Kinley (1-1) into the right-field
seats for his 33rd homer of the
season.
The third Miami pitcher,
Austin Brice, didn’t fare any
better against Freeman, giv-
ing up a two-run single in the
seventh.
Freeman now has 102 RBIs
— the second 100-RBI season
of his career. He had 109 in
2013.
“That was a long three
days,” Freeman said, referring
to his struggles against the
Dodgers. “I took the weekend
off.”
Dallas Keuchel (4-5) went

Each year, more than 66 trillion
gallons of water is used to produce food
that is estimated to be lost or wasted.
Wasted food represents about 8 percent
of all global greenhouse gas emissions,
according to Food and Agriculture Or-
ganization of the United Nations (FAO).
More importantly, according to
World Wildlife Fund (WWF), food
production is the primary contributor to
deforestation, forest degradation, and
grassland conversion, harming wildlife
and the habitats they call home.
“Finding harmony between agri-
culture and nature may be the most
important social, economic, and eco-
logical issue of this century,” says Pete
