Philippines, a large number of Filipinos are still poor and jobless. Thus, it was proposed
that the basic needs of the people should be aided including education. Back in 1991,
R.A. 7277 was passed “providing for the rehabilitation, Self-development, and self-
reliance of disabled person and their integration” (National Council on Disability Affairs,
2019). It was stated in the R.A. 7277 that the IWDs have the same rights as all others in
the society. Moreover, in Section 12 of the same Act, it was stipulated that IWDs should
have access to quality education and Section 13 mandates assistance to students who
are IWDs. Section 14 avows that the State should “establish, maintain and support a
complete, adequate and integrated system of special education for the visually impaired,
hearing impaired, mentally retarded persons and other type of exceptional children in all
Amending R.A. 7277, Senate Bill No. 1249 was passed and filed on November 21,
2016 (Senate of the Philippines 17th Congress, 2016). This bill pursues that IWDs be
included in the workforce providing them the same benefits and terms as any other
should comprise IWDs and 1% among private companies and sectors (Aquino, 2016;
Ballaran, 2017). Hence, IWDs education should also be well-reinforced for them to be
ready in the workforce. Here is where the SpEd inclusion program badges in.
A senate bill 1414 was established on May 2, 2017, author by Senator Bam Aquino
entitled “An act instituting inclusive education through the establishment of inclusive
education learning resource centers for children and youth with special needs in all
public schools divisions, providing for standards and guidelines, and appropriating
funds therefor”. This bill seeks an access for SSN in general education classroom that
entails an inclusive education learning resource centers is available to each Public school
materials, tools, devices, gadgets, and equipment that teacher can use in their
classrooms to ensure that SSN are properly supported and enabled to learn alongside
entitled “ An act instituting inclusive education through special education in all public
and private elementary and secondary schools nationwide for children and youth with
special needs (CYSN) and establishment of the bureau of special education creating
assistance and other incentives and support and for other purposes.” This bill promotes
in section 10 and 20 states, that there are incentives and grants given by the secretary
