Greater Temeria gained independence from Redania; broke off into Temeria and
Lyria.
2. Temeria: 84M population; 11M Rennish, on the north, on Lyrian border.

member of the Lyrian parliament; Rennish Freedom Party is current ruling coalition

6. Since independence, Rennish in Temeria faced discrimination: (1) preventing
employment in public service, (2) restricting access to public education and health
care, and (3) are not allowed to take out bank loans without a Temeri guarantor.
7. 2 Nov 2007: man drove truck to crown celebrating Temerian Independence Day.
With semi-automatic weapon, the man also killed or injured 52 people (including
Prime Minister), before being shot by Temeri police officer, Captain Elsa. Man was
wearing colors of the RLF (white stars on blue background).
2010 ELECTION
8. 2010, Elsa was elected President of Temeria; platform: protectionism and border
security. 2010-2011, there was increased cost of visa for foreign workers. 2011,
Temeria increased border security and restricted visas for Rennish people. 3 July 2011:
mandatory registration of Rennish people was introduced.
9. Hobby drones began to drop “Freedom Fighters” manuals in Rennish communities
in Temeria, particularly in Velen. Clashes between demonstrators and police in
registry stations resulted in live-streamed fatalities. Alleged agent of Lyrian intelligence
service was arrested by Temerian police in Nov 2011, as he was driving a truck with
“Freedom Fighters” and other publications, and a trunk of small arms and
ammunitions.
10. 2 January 2012: Temeria built a wall on the border of Lyria; Lyria issued a
statement declaring the construction to be an act of aggression by Temeria.
11. 27 April 2012, construction of the wall was halted by artillery fire from the
direction of Velen, on the Temerian side of the border. Barricade damaged; 59 dead,
mainly members of the Temerian Armed Forces (TAF) and Temerian Police Force,
sleeping in the barracks. RLF claimed responsibility for the attack. Reuters and
Temerian Times reported that the shell casings identified the weapons as same as that
used by the armed forces of a number of states in the region, including Lyrian Defense
Force (LDF).
12. RLF clashed with Temerian police. Casualties between protesters, RLF and law
enforcement climbed to hundreds. Frequent raids on the construction and supplies
headed to the wall were carried out by armed men and women bearing blue armbands
with white stars. 4 May 2012. RLF attacked the TAF barracks on the border of Velen,
surprising TAF with heavy weapons and forcing TAF and Temerian police to
withdraw from the region. RLF developed system of seniority manifested on the
number of white stars displayed on the armband. Recruitment of new members is
highly successful. 2 July 2012, 150km area from the border of Lyria (including city of
Velen) was declared by RLF to be a “liberated zone”.
13. 30 July 2012, member of Temerian cabinet leaked footage of apprehended Lyrian
intelligence agent, in prison uniform, claiming Red Geralt as member of RLF
leadership and was using the Central Bank of Lyria to fund RLF. Rennish Freedom
Party members made private donations of medical supplies to a field hospital in the
“liberated zone”.
14. Amongst weapons captured by TAF in clashes with RLF were rifles with same
models as those with LDF, with serial numbers erased. Temerian Times reported that
RLF was supplying its operations in Velen from a headquarters based in the Skellig
mountains on Lyrian territory. Lyrian government strongly denied any link iwht RLF
and claimed ignorance of RLF operations on its territory.
15. 2 November 2012, Red Geralt resigned from Lyrian parliament. 12 December
2012, he released a Youtube video calling for an end to the Elsa Government’s tyranny
and identifying himself as the new political leader of RLF/
16. Al Jazeera and Reuters ran articles of RLF training camps conducted by LDF in
Skellig mountain. Temerian Times reported members of LDF embedded as advisers
in RLF. TAF identified remains of casualties in a clash in the liberated zone as a former
LDF officer. Lyria claimed that the man held a valid Temerian visa and that the officer
had been decommissioned from LDF the previous year.
SIEGE OF VELEN
17. September 2013, TAF regained control of half of liberated zone, conducting
operations on southern periphery of Velen. Velen remained strong RLF position and
was the heart of the liberated zone. City itself remained relatively free form violence
and a large civilian population remained, composed of Rennish and non-Rennish
Temerians.
18. Velen is a historic city with two rings of fortified inner and outer walls. RLF
barricaded the gates of these walls and cut off all but two entrances to the city. The
few TAF operations inside the walls led to massive TAF casualties, as the terrain was
well-known to the RLF. High civilian casualties were also reported caused by use of
explosive weapons in populated areas and heavy fire around the entrances to the city.
19. October 2013: TAF successfully intercepted RLF’s supply chain to the city from
the North. Attempted operations in the city produced sever casualties for TAF and
Velen civilians.
20. 15 October 2013, TAF commander Colonel Rivia issued Directive 66 to all TAF
units in Velen to “take all necessary measures to cut off RLF’s means of fighting” and
“remember who we’re fighting, the RLF are barbarians, they take no prisoners”. 16
October 2013, TAF dropped 10,000 leaflets in the city and used phone towers to send
text messages, informing the citizens of velen of 48-hour evacuation period; Rennish
inhabitants will be required to present registration papers. It also said “RLF surrender
now or prepare to fight to the bitter end”. Approximately 30k residents evacuated
before expiration of the 48-hr period. 2,000 evacuees were Rennish.
21. 19 October 2013, TAF unit 50 used artillery fire to seal one of the two exits. TAF
units patrolled the wall perimeter and positioned at the remaining exit, enforcing a
blanket no entry no exit policy. A shoot on sight policy was initiated by TAF for
anyone seen on the wall.
22. November 2013: reports of starvation in the city. 2 December, due to damaged
infrastructure from use of explosives in previous operations, part of the water mains
and sewage systems of the city collapsed. Cholera outbreaks ensued on the next
months.
23. 25 December, TAF supervised evacuation of several thousands of civilians from
the city. 1,500 mortal remains were evacuated. Evacuation was marred by exchanges
of fire between TAF and RLF, as RLF attempted to enter the city dressed as
humanitarian workers and carrying relief supplies for their comrades.
CONVOY INCIDENT
24. January 2014: international pressure on Temeria to permit delivery of
humanitarian assistance to Velen is mounting. GA passed resolution condemning the
humanitarian crisis in the city; several States unilaterally imposed arms embargoes and
economic sanctions.
25. The siege had taken a serious toll on RLF, as it lost significant portion of Velen
and TAF units are stationed precariously in the city. TAF units operated with relative
autonomy as communication is difficult and front line is always changing. RLF
retained stronghold in eastern quarter, where there are civilians trapped and without
supplies.
26. International media consistently featured images of severely malnourished
children in Velen; anti-Elsa sentiment is growing in Novigrad. Protesters burning blue
flags with white stars clashedin the capital with “Feed the Children” vigils.
27. 3 February 2014: President Elsa announced that the ICRC had the agreement of
all parties (including Temerian Govt) to enter Velen on 5 February to distribute food
and med supplies to the eastern quarter of the city. Red Geralt made a Youtube
broadcast on 4 February 2014, recognizing the “fundamental right of the civilians in
Velen to independent, impartial and neutral humanitarian assistance,” and welcomed
the assistance of ICRC in Velen. Red Geralt expressed his wish to be present to
distribute aid to the besieged personally. Lyrian government issued a statement,
“unreservedly supporting right of all people to humanitarian assistance and considers
obstruction to the same contrary to international law.”
28. 4 February, TAF received intelligence that Geralt may have crossed the border
from Lyria to Temeria; Colonel Rivia issued an order to all TAF units in and around
Velen to fire at will if they have eyes on Geralt.
29. 5 February, 06:00: convoy of eight land cruisers passed through TAF command
center directing TAF operations in and around Velen; convoy carries primarily food,
water filters and medical supplies, driven by ICRC delegates, with several doctors and
nurses from the Temerian Red Cross Society. Expected delivery time was 07:00. Red
Cross emblem was displayed prominently on the bonnets and sides of the vehicles;
personnel wore vests displaying emblem on their chests and backs.
30. 06:45, convoy radioed back to to command center as they entered Velen,
informing Colonel Rivia of entry in the eastern gate. As convoy penetrated into the
quarter, radio contact was lost.
31. Convoy passed an RLF checkpoint without incident; two vehicles bogged down,
alternative road was pursued; towing vehicles sprayed with thick mud and oil. Attempt
was mae to radio TAF command center, but only communicated to Rivia the clear
word “water”.
32. 06:50, TAF unit 52, in a temporary checkpoint in southern quarter, was ram-
raided by a small truck. One unit member survived with minor injuries. Lieutenant
Metz of Unit 52 contacted the command center, reporting that armed RLF members
were seen in the vehicle as it forced its way through the checkpoint.
33. TAF unit 45 was positioned in the absolute perimeter of the eastern quarter, some
distance from the nearest RLF-held buildings but with surveillance vision on one of
the expected assistance distribution points. 07:00 and 07:30, Unit 45 contacted the
command center to report that the convoy had not been sighted.
34. 07:45: Lieutenant Metz of Unit 52 contacted the command center, reporting
approach of unidentified vehicles in southern quarter. Communication was patchy.
35. Unit 52 fired on the convoy, wounding 8 humanitarian personnel. Wounded were
taken to a field hospital and later transferred to Novigrad. One doctor required
amputation of a leg. All further assistance to velen was delayed and international
community strongly condemned the incident.
36. 23 February 2014, Colonel Rivia withdrew unit 52 from Velen as a disciplinary
measure and posted it on the North western border region, outside the liberated zone.
END OF HOSTILITIES
37. 1 March 2014, ceasefire agreement was signed between Elsa and Geralt,
humanitarian assistance was able to finally reach Velen.
38. Large protests and sporadic violence continued, mainly in the former liberated
zone. As key component of peace negotiations, Colonel Rivia was delivered to the
custody of the ICC on 15 July 2016.
