Children rehabilitation concerns and services. We are working in the fields for

Introduction
The Ministry of Social Justice & Empowerment is implementing a
number of Schemes for the Welfare and Development of Scheduled Castes.
Other Backward Classes, Empowerment of Persons with Disabilities, Elder
Persons, Drug Addicts, etc. These Schemes are implemented through State
Governments, Union Territory Administrations and Non-Governmental
Organisations. The objectives of implementation of these programmes are
to ultimately provide the benefits to the targetted groups. It is necessary
that the impact of the schemes and programmes need to be assessed and
evaluated from time to time so that these can be appropriately modified to
make them more effective for implementation, otherwise phased out if
their utility is not found. Besides, it is also necessary to identify emerging
issues those require policy interventions. The Ministry, therefore, sponsors
research and evaluation studies.

At present, there are two Schemes i.e. "Scheme of Grant in aid for
Research & Publications" (detailed Scheme is at Annexure-I), under which
grants are provided for research / evaluation studies, seminars /
workshops / conferences and publications covering the subject areas of
Disabled Development, Social Defence, Other Backward Classes and general
social welfare. The other Scheme is "Scheme of Supporting Projects of All
India or Inter-State Nature for the Scheduled Castes Development
(Research & Training) " (detailed Scheme is at Annexure-II) under which
grants are provided for research for evaluation studies, seminars /
workshops / conferences in the field of Scheduled Castes development.
Under both the schemes, grants are provided to Universities, Research
Institutions, Voluntary Organisations and Professional Associations to meet
the essential expenditure for research and evaluation studies as well as for
conducting seminars, conferences and workshops. The proposals received
from above mentioned institutions, which fall under the purview of the
Ministry are examined in the respective Programme Divisions and
thereafter considered by the Research Advisory Committee for further
recommendations and approval.

Research proposals on the specified priority areas received from


established Research institutions and Universities are considered. In cases
where it is felt that the problem needs to be studied on larger scale, a
common research design is devised and the study on the subject carried
out simultaneously in several States/UTs. The type of studies sponsored by
the Ministry are (i) Evaluation studies; (ii) Diagnostic studies; and (iii)
Documentation studies. In the case of Evaluation studies, the Ministry's
programmes / schemes implemented at the field level are evaluated to
know the effectiveness of the schemes and to modify the schemes
appropriately. The Diagnostic studies are those on social problems relating
to drug addiction, the aged, Persons with Disabilities and Other Backward
Classes and Scheduled Castes population, etc. The Documentation type of
studies are - Directory of Voluntary Organisations in the field of Social
Welfare, Directory of Social Work Education & Training Institutions,
Summary of Research findings of Research / Evaluation Studies and
compilation of Handbook on Social Welfare Statistics, Encyclopedia of
Social Work in India, etc.

Hence Organization has decided to implement Project Proposal for


Implementation of Evaluation of scheme in U.P. state Under
Ministry of Social justice &Empowerment Govt. of India
Objectives
 To aware and educate the people about objectives and activities of
proposed project.
 To find out about more participation of women for achieving target
indicator of SCHEME CONDUCTED BY MINISTRY OF SOCIAL
JUSTICE &EMPOWERMENT GOVT. OF INDIA .
 To find out source of gender budgeting in terms of women empowerment
in interest of SCHEME CONDUCTED BY MINISTRY OF SOCIAL
JUSTICE &EMPOWERMENT GOVT. OF INDIA
 To find out social barrier for less participation in SCHEME
CONDUCTED BY MINISTRY OF SOCIAL JUSTICE
&EMPOWERMENT GOVT. OF INDIA
 To find out strategy for reducing exploitation under implementation of
scheme
 To find out risk at the job sustainability for women under SCHEME
CONDUCTED BY MINISTRY OF SOCIAL JUSTICE

Preparation of Questionnaire
During preparation of questionnaire following issues will be
included-
 Arrive at a common understanding among elected

representatives of

Penchant Raj Institutions and Frontline Functionaries specially

women candidate

 Reach out to community in each habitation


 Build familiarity about schemes that have potential for

convergence in terms of women empowerment

 Identification of vulnerable groups preferably women

 Ranking of households according to MGNREGA in terms of

women empowerment& gender issues criteria

 Sector wise grouping of households

 Problem analysis for each sector by the group

 Individual decides on the asset to be built

 Consolidation at the habitation level/ GP level

 Getting external help in technical design and estimate

 Preparation of Target group budget, subject to Target group

availability

 Approval from Block and District Level

Implementation of the scheme and project under Ministry of Social

Each Block must appoint a full-time Programme Officer for Schemes and
project conducted by the Ministry of social justice and empowerment Govt. of
India. It is not good enough for ADDO(SK)s or other Block officers to be
given “additional charge” for the programme. These Programme Officers
cannot also be asked to perform duties not directly related to Schemes and
project conducted by the Ministry of social justice and empowerment Govt. of

Sampling
In order to conduct the survey on relevant subject matter institution
will adopt Indian system of sampling.
Collecting Data
Institution will ensure to collect data and make observations.
Surveyor will be already determined which research method he is
going to use, so now is the time to implement that choice. For
example, if they are conducting a survey, will have questionnaires
and adopt sampling process method which has to be directed, or a
team of interviewers conduct the survey on the basis of
questionnaire.

Processing Data
Institution will ensure collect the data. After collection of data it will be needed
for data processing. During the data processing step, collected data will be
transform into a form that is appropriate to manipulate and analyze. Raw data,
after it is first collected, will need to be cleaned incorrect responses will need
to be removed, corrected, or set to missing. It will also need to be coded, or
transformed into a standardized form. For example, responses to survey
questions will need to be given numbers (such as 0 for “no” and 1 for “yes”) so
that they can be entered into a computer program for analysis.

Analysis
After suitable form of data, programmer will ready to interpret them for the
purpose of drawing conclusions. The analysis done will be determined by the
data expert on focused objectives of study (exploratory, descriptive,
explanatory) with the help of questions and its answer. Analysis could come in
the form of frequencies and crosstabs, regression analyses.

Report Generation &Presentation


Research study report will be prepared with the help of standardized
form of questionnaire by the programmer and experts. It will be focused on
objectives and findings of new ideas on concerning subject matter. After
preparation of report it will be represent before appropriate concerning Govt.
deptt. Officer and a copy will be sent to the appropriate authority under the
Ministry of social justice & Empowerment Govt. Of India

Human resources Proper organization of the people involved culminating

management in an appropriate division of roles and responsibilities

according to the abilities of each participant. It allowed

clarity about the responsibilities of each team member,


reduction of confusion and unnecessary conflict.

Scope By means of the using of the Work Breakdown

Management Structure (WBS) all the necessary activities for

executing each phase of the research project were

planned in a very detailed way. It helped participants

understand each activity requirement and deadline.

Time management The WBS elaborated was also important for controlling

deadlines during the research project execution. Other

tool used was the Control Board which allowed the

project management team to verify the relationship

between planned versus performed activities. In that

way situations where actions should be taken to carry

out critical activities within their deadlines were closely

managed.

Integration The meetings that were conducted allowed all planned

Management activities to be performed. Thus, through these

meetings important issues were discussed, such as

scope redefinition and necessary corrective actions for

transforming the research project into an ongoing

training program.

Communication The Communication was managed through an on-line


management content Secretary. This On-line content Secretary

made possible the storage and dissemination of

information and documents generated during the

research project. Furthermore, it allowed any member

of the project team to have access to the

documentation. The dissemination of the research

project through websites, magazines, events

(conferences and symposia) was also important in

order to publish the project in both the academic and

professional area.

Costs The costs were managed through line graphs which

management allowed the expenses of the team to be controlled,

generating benefits as the availability of resources

during the execution on properly time and quantity.

Risk management The elaboration of a risk matrix for the research project

enabled the identification and classification of risks.

These risks were properly monitored, supporting the

project team to take the necessary actions.The actions

plans allowed a deeper analysis of the risk, listing and

analyzing its consequences on the project. The

establishment of Responsibilities for conducting the


actions was also important.

Quality assurance The execution of technical evaluations, pre-audits and

audits ensured that the research project met its main

purpose: assisting and enabling SMEs on managing

issues related to quality and occupational safety and

health. For each technical evaluation or audit, actions

plans were generated so that the SMEs could make the

necessary adjustments in their management systems.

This procedure helped the companies to achieve a high

quality level on the implementation of their quality and

occupational safety and health management system.

Outcomes of the project


 Proposed project will be helpful to aware and educate the people
about objectives and activities of proposed project.
 It will be helpful to find out about more participation of women
for achieving target indicator of scheme &project conducted by
the Ministry of social justice &Empowerment Govt. Of India in
terms of women empowerment& gender issues.
 Proposed project will be helpful to find out source of gender
budgeting in terms of women empowerment in interest of
SC/ST the Ministry of social justice &Empowerment Govt. Of
India
 Proposed project will be helpful to find out social barrier for less
participation in Scheme of in terms of women empowerment&
gender issues.
 It will be also helpful to find out strategy for reducing
exploitation under implementation of scheme and project under
the Ministry of social justice &Empowerment Govt. Of India
