Chapter 1
THE PROBLEM AND ITS SETTING
INTRODUCTION
Information systems was more on the study of complementary networks of hardware
and software that people and the organizations used to collect, process, create and
distribution of data. Information systems referred to the components working together to
collect, process, and disseminate to support decision making, coordination, control,
analysis and visualization in an organization (Bourgeois, n.d.).
Web-based information system was an information system which uses internet
web technologies in getting information and services to users. This technology was a
software system which was used to produce and to retain data by hypertext principle.
Furthermore, web-based information system was the collaboration of one and more
applications, specific functionality-oriented components.
Web based applications were referred as the ultimate way to take advantage of
today’s technology in enhancing the organization productivity and efficiency. These
software packages could be accessed through the web browser.
The rapid growth of the World Wide Web (www) created a need of developing
new and effective web management system. Internet was considered as extremely
dynamic and rapidly growing resources of information as Information and
Communication Technologies (ICT) are being applied in various aspects of every modern
activity. It offered amazing opportunities for development and exploit new capabilities
for enhanced provided services (Elsevier, 2013).

Information and Communication Technologies can enhance the transformation of
work culture by serving a variety of ends, perfect delivery of government services to
citizens, citizen empowerment through access to information participation for decision-
making and more productive government management. e-Governance was meant using
technological tools, it fundamentally strived to create a change in mindset and work
culture, to integrate government progress and advance to serve the citizens well. The
relation between a citizen and a government agency took place in a government office.
With the emerging ICT, locating service centers closed to clients were made possible.
Therefore, the establishment of e-Governance through ICT required a good knowledge of
the needs that exist in the society. The effectiveness of ICT in government can be equated
with the capacity of government to induce a culture change-placing network within its
institutions instrumental to transparency and knowledge exchange and creation.
E-Governance expands to electronic governance was the integration of ICT in all
aspects which aimed of enhancing government ability to address the needs of the general
public. The basic purpose of e-governance was to simplify process for all government,
citizens, businesses, etc. at the national, state and local levels.
E-Governance was defined as a stage of e-government that includes digital
democracy, online citizen participation, and online public discussion along with the
aspects of online public service delivery.
In the Philippines, there is an e-Governance portal which is called national
government portal. It provides services nationwide allowing people to view events and
announcements.

The use of electronic means promoting good governance. It connotes the
development of information technology in the government processes and functions so as
to cause simple, moral, accountable and transparent governance. It details the access and
delivery of government services, dissemination of information, communication in a quick
and efficient manner.
It is for this reason that the proponents developed an e-governance system for
barangay and Sangguniang Kabataan in Mabalacat City in order to manage online
transactions and appointment/complaints with SMS notifications, to view events, to post
transparency on budget allocations and to provide live streaming videos of events that
can be witnessed by the Mabalacat netizens.
BACKGROUND OF THE STUDY
Mabalacat City is one of the cities in the province of Pampanga. It is
composed of twenty-seven (27) barangays. The barangays encountered several
transactions to their residencies. Thus, the proponents proposed an e-Governance
System for Barangay and Sangguniang Kabataan of Mabalacat City. This was
designed to address a solution to the problems of some citizens of the Mabalacat City.
According to Marjorie Sambo, the Association of Barangay (ABC) president, she
encountered a manual operation in getting requirements in each barangay and the
Sangguniang Kabataan (SK) and Mabalacat Community were not informed on the
upcoming meetings or events. There was no particular time when the barangay chairman
was not in duty or when the people in Mabalacat City needed their requirements and/or
filed complaints.

According to the ABC president and the SK chairman Hans Christian Balingit, the
budget allocation transparency was only being posted in the system for confidentiality
purposes (see Appendix F for the Letter).
IMabalacat: An e-Governance system for barangay and Sangguniang Kabataan was a
web-based application that can be accessed through internet by authorized users in
Mabalacat City. It can help the barangay officials, SK officials and Mabalacat
community to easily get the requirements they need, to get informed on every
announcement that will be posted and to get convenient appointment in accessing the
requirements like certificate of indigence and barangay certificate. In addition, the system
is capable of providing an appointment with the barangay chairman to discuss matters on
requests or complains. The barangay secretary and SK staffs can post budget allocations
of every events and can upload live streaming videos.
OBJECTIVES OF THE STUDY
Generally, the objective of the study was to develop a web-based application
system entitled iMabalacat: An e-Governance system for Barangay and Sangguniang
Kabataan of Mabalacat City.
Specifically, the study aimed to attain the following objectives:

SCOPE AND LIMITATION OF THE STUDY
The scope of the study primarily focused on the design, development, and
evaluation of the “iMabalacat: An e-Governance System for Barangay and Sangguniang
Kabataan of Mabalacat City.”
In the Dashboard, there are four buttons. The events, barangays, accounts and
pending button. The first button, the events and posted announcements or any significant
events. The second button, the barangays, showed the compositions of twenty-seven (27)

barangays and/or any add new developed barangay. The third button was the accounts
intended to show the different accounts of the barangay admin and sangguniang kabataan
staffs. Lastly, the pending button which addresses the status requests of the Mabalacat
citizens
In the Access level, it composed of four kinds of people. The Association of
Barangay Council (ABC) President, Barangay Chairman or Secretary, Sangguniang
Kabataan President and Mabalacat Citizens. The ABC President, located in the city hall,
creates the account of the entire barangay secretary as an admin of different barangays.
The ABC President is in-charge of the monitoring and viewing transactions of the
systems as well as in adding barangay, updating events and posting announcements. The
barangay secretary, on the other hand, is in-charge of adding and updating barangay
requirements. Also, the barangay secretary can access the approved requests and
appointment of users as well as the requirements of barangay (barangay clearance,
barangay certification of solo parent, certification of guardianship, certification of
residency, certificate of late registered and certificate of indigence). The barangay
secretary is liable of posting all the events and announcements of every barangay and
budget allocations. Barangay and Sangguniang Kabataan Secretaries are tasked in posting
budget allocations, events, barangay details, citizens charter and in activating live
streaming. Lastly, the Mabalacat citizens can request, file a complaint and view the entire
announcements and events and live streaming videos that will be posted by the barangay
and sangguniang kabataan secretary.
Online issuance of application forms and in getting barangay requirements for
specific purposes can also be accessed. In the Requirements section was a singular

document where the certificate of indigence, barangay clearance, certificate of late
registered, and certificate of solo parent, certificate of residency and certificate of
guardianship can also be downloaded. The Mabalacat citizens can choose the barangay
on where to get the requirements and fill-up the form that requires the valid credentials of
the user and the user indicates the purposes of filing and in getting specific requirements.
In the event calendar, it was intended for the barangay and sangguniang kabataan
to post monthly organized activities or announcements budgeted by the barangay and
which can be viewed by the Mabalacat citizens.
In the budget allocation, this is where the sangguniang kabataan and barangay post
the approved budget by the barangay chairman and sangguniang kabataan chairman for
transparency purposes.
In the scheduling, an online appointment can be conveniently accessed by the
Mabalacat citizens. It is used for requesting, complaining, and for conducting a meeting.
In the requesting and complaining, the Mabalacat citizens will be in charged. In the
conducting a meeting, the ABC President, Barangay and SK secretary will take charge.
In the SMS Notifications, a short message service notification can be sent. It
refers to a text message sent to mobile phones that provide users with timely information.
System verification will be sent inform0ing the users as to when the requirements can be
received.
In the Live Streaming, a transmitting or receiving live video of an event over the
internet can be watched as notified by any particular barangay events in Mabalacat City
the allowing people to view them.

The proponents used XAMPP software to create a local web server for testing and
developing the system. JQuery, Code igniter, HTML5, PHP, Bootstrap and CSS are used
in designing the interfaces of the system and its functionality. JQuery UI. It was used
MySQL for the system database. The graphics of the system is designed with the
software editing tool, Adobe Illustrator. The SMS gateway.me version 4 API is used for
the SMS notification. The proponents used Visual studio code to manipulate the source
code of the system. The proponents also used Twitch.tv for the streaming channel and
OBS –Studio-22.0.2 for the recording of the streaming.
The system administers Alpha and Beta tests. Alpha Testing is for Information
Technology (IT) professional and Beta Testing for non – IT experts probably around
forty-five (45) barangays and sangguniang kabataan secretary and clerk of Mabalacat
City to test the system functionality, efficiency, compatibility, usability, reliability, and
security based on the ISO 25010 criteria.
As for the limitation of the study, the community tax (cedula), barangay business
permits, certification of bail bond, certification of cohabitation and barangay ID
(identification) were not needed to be transacted online because of the strict
confidentiality of information. The Mabalacat citizens are not allowed to give comments
and feedbacks to the system and the system does not support online chat. The system
supports Windows 7 until the latest version, meaning the system will run properly to the
said versions. The system is fine with all kinds of web browsers.
SIGNIFICANCE OF THE STUDY

This study is a significant endeavor in promoting good services and satisfaction.
This study would be beneficial to the following:
Barangay Officials
This study would lessen the paper works or manual operation in getting the requirements
that are being needed by the people in Mabalacat. It does no hassle at all.
Sangguniang Kabataan Officials
This study would help the sangguniang kabataan officials to be updated in any meetings,
announcements and events all the time.
Mabalacat City Community
This study would help the people in Mabalacat to request and complain through online
transactions and to be updated for any upcoming events and announcements.
The Proponents
This study would give the researchers an opportunity to impart the knowledge and to
further improve the skills in Information Technology.
The Future Proponents
The proponents would also like to inspire the next generation of Institute of Computing
Studies (ICS) students to improve the system of Mabalacat City College (MCC). This stands
as a reference in developing an information system for MCC for future projects using the
same concept.
DEFINITION OF TERMS
Barangay – it is a unit of administration in Philippines society consisting of 50 to 100
families under a headman.

It is the part of the system which is the main topic in the study. Here, the transactions
that would take place in a barangay such as the requesting of barangay requirements like
barangay indigence, barangay clearance and barangay system and it has a complaining
form.
E-Governance - A method of governing the company like a sovereign state, in stating its
own customs, policies and laws to its employees from the highest to the lowest levels.
It is the people who manage the way that a city is being controlled.
Live streaming- is a real streaming that requires a special service which broadcasts the
videos in real time.
It refers to a live streaming of videos that would show each barangay events posted by
the barangay or sangguniang kabataan staff.
Sangguniang Kabataan – is a council meant to represent the youth in each barangays.
The sangguniang kabataan is in–charge in posting budget allocation to every respective
events of the barangays.
Scheduling - A method that is used to distribute valuable computing resources; it is an art
of planning the activities that can achieve the goals and priorities.
It refers to the online appointment scheduling in requesting and complaining
transactions.
Short Message Service Notifications – stands for Short Message Service and is
commonly referred to as a text message.
It is used as a system in verifying the online request and appointment transactions in
requesting and complaining to the barangay chairman.

LITERATURE REVIEW
This segment displayed the composed works and concentrated the significance
and similitude of the proposed study. This additionally talked about the capabilities and
limitation of existing researchers, hypotheses and ideal models that are identified in the
study.
Information System
An information system (IS) referred as a collection of multiple pieces of
equipment involved in the dissemination of information. Hardware, software, computer
system connections and information, information system users, and the system’s housing
were all part of an IS. The purpose of an information system was to turn raw data into
useful information that could be used in the decision making of an organization. In fact,
one of the roles of information systems was to take data and to turn it into information,
and then transform them into organizational knowledge. As technology develops, this role
had evolved as the backbone of an organization. The role of information systems played
to get a full appreciation of the review how they have changed over the years.
According to Cassidy and Creswell (2014), there had been various sorts of
systems produced in the course of recent years. These information systems satisfied the
needs and prerequisites of basic leadership in the administrative level as well as in the
functional level. Each association developed its management information system (MIS)
which is absolutely dependent on the individual needs of the associations.

Based on the UK Essays (2015), management information system produced
for one association is useless for different associations with various necessities. In the
management information system, getting the most extreme points of interest from the
system was also essential that the human insight, perception and judgment must be
effective and sufficiently solid to get joined with the system information.

In the study of Al-alawi et. al. (2018) entitled “Online Appointment System in
Patient Satisfaction Government Polyclinics in Oman,” all Omanis and expatriates
working in the government were being served by all government polyclinics in Oman.
It was needed to be scheduled for checkup purposes for it would help not only the
doctors but also the patients who spent hours waiting for their turns. Proper
scheduling and appointment using an online appointment system could speed up the
waiting time and could increase customers’ satisfaction.

In the study of Katare et. al. (2017) entitled “e-Governance Portal of City
Municipal Corporations” e-Governance had come too recognized as an efficient means
of management by the government. It involved the use of web portals for delivering
government services to its various stakeholders and to make a positive difference in
manifesting the citizen centric focus of working in the government. In India, under the
digital India initiative, major government functionaries were supposed to have their
own web portals. The quality varied widely in terms of content, interface, performance
and service delivery. A comparative evaluation of quality of web portals was plausible
using some standard internal and external metrics in order to enhance the service
quality of web portals by recognizing the relative shortcomings as compared to other
similar portals.
In the study of Jai (2013) entitled “Online Clinic Appointment Scheduling,”
Health care was a fast growing industry in the United States. Appointment scheduling
was one of the key processes in this industry. This study focused on online appointment
system for clinics. The objective of this thesis was to maximize patients’ preferences
and the number of patients seen during normal business hours. This was a multi-
objective problem to balance the trade-off between overtime and patients’ preferences.
Web-based Application
In the study of Core Solutions (2015) entitled “The Benefits of Web
Applications,” web application was a user server application in which the user interface
runs in a web browser. Users accessed the application from any computer related to the

internet or intranet using a normal browser, instead of using an application that have
been installed on the user’s computer. In a simple website, pages were static. Web
applications interacted with users, by responding to users the benefits of web-based
applications.
According to Lara Fox (2018), web applications were better to users experience
with reactive design, it was easier and cheaper to make a web based system user
friendly across many platforms and various screen sizes. It was a flexible access and it
secured users login. It was always up to date as anyone was accessing the same version
of the web app via URL and it was the latest software version. Storage increased with
the obtainability of the cloud, storage space was virtually the infinite advantages and
disadvantages of web apps.
According to Stanley (2018), the programs ran on a browser rather than on a PC
or local server for traditional applications. Web application pages connected to the
users’ requests. Web application was a zero install that all PC’s have browser. It was a
centralized data that are secured and easy to back up. Web applications ran through web
browsers like Google chrome.
In the study of Qaffas (2018) entitled “Online Appointment Management
System,” booking an appointment online had grown popularity over the past few
years. Many different types of businesses used some type of web-based online
appointment management system to help make the appointments setting process more
streamlined. An online appointment management system allowed the students to
register and book appointments with their advisers.

Barangay
The political system of the Philippines is called the barangay. It is the one that
distributes the services, proposals, policies and the programs of the government to each
of its residents. In Section 387 of the Local Government Code of the Philippines or also
known as Republic Act 7160, it was stated that in each barangay, there must be chief
officials who will be voted by the dwellers of the barangay representing their place and
must also implement the services offered by the City Government or the higher
government. The officials would have to coordinate to their constituents to the point that
every part of the community had a chance to express themselves.
Some innovations in the government were trying to use a technology to connect
with the citizens. Applications, web services, and some other tools gave more
convenience to the government from the highest form of government to their basic
political unit so that the works woul0d help them do with more productivity and
transparency.
According to Jeff Shaw (2016), using technology in transacting with the
government was helpful for the change delivery of digital government services. The
technology was transformed as the means that created or invented something in
resolving their problems in the workplace. Shaw added that the best impact of the
technology, by web application, was that the government services could be more
efficient. It allowed every local government units to have transparency in everything
that they do including the giving of information and the implementation of their plans,
work, and policies. It also helped the current system to be more productive than the
paper-based transactions because it only took time and money. There are a lot of things

that technology can do and as for now, government needs technology for them to help
and improve their work.
Sangguniang Kabataan
Sangguniang Kabataan (SK) and Katipunan ng Kabataan (KK), was created
through the Local Government Code of 1991 (Republic Act 7160) that provides
opportunity for young people to directly participate in local governance. It was
composed of all youth aged 15 to 21 years old.
According to Dumbrique (2014), sangguniang kabataan along with the
participation of stakeholders was the key element of good governance. Provided with
direct participation through SK, the youth were empowered in various government
structures at the local level. The study looked into the performance in local governance
and community development of the SK of Vigan City, Ilocos Sur as affected by some
personal and social factors. It utilized the evaluative and correlational research designs
of the descriptive method of research. Findings revealed that the SK of Vigan City were
similarly evaluated to have a high or very satisfactory level of performance by
themselves, their members, and by their Punong Barangay in all the roles and
responsibilities that impacted local governance and community development. Thus, in
Vigan, the youth were treated not only as beneficiaries but as partners of the city
government in molding a better community. With youth empowerment as its continuing
program and priority, Vigan earned the reputation as the Most Child-Friendly City
Component of the Philippines from 2009 to 2011 and now elevated to the Hall of Fame.
Age came out as good determinant of SK performance along administrative function,

legislative function and on over-all SK performance in local governance and community
development.
E-Governance
Electronic Governance was the application of Information and Communication
Technologies (ICTs) in delivering government services through integration of various
stand-alone systems between Government-to-Citizens (G2C), Government-to-Business
(G2B), and Government-to-Government (G2G) services. It was often linked with back
office processes and interactions within the entire government framework. Through e-
Governance, the government services were made available to the citizens in a convenient,
efficient, and transparent manner.
E-Governance was a network of organizations to include government, nonprofit,
and private-sector entities. Governance refers to the exercise of political, economic and
administrative authority in the management of a country’s affairs, including citizens’
articulation of their interests and exercise of their legal rights and obligations. E-
governance may be understood as the performance of this governance via the electronic
medium in order to facilitate an efficient, speedy and transparent process of disseminating
information to the public, and other agencies, and for performing government
administration activities. E-governance was generally considered as a wider concept than
e-government, since it could bring a change in the way how citizens relate to
governments and to each other.
E-Governance system
According to Swamy et. al. (2017), e-Governance system was technology driven
governance for delivering government services, exchange information communication

transactions and integration various systems and services between government and
citizens. The objective of this system was to bring integrity and efficiency in day to day
organizations to provide effective services to all stakeholders.

Mabalacat City government site has a viewing of events, announcements,
news and elected officials. It shows all the barangays and departments, contact forms and
program services.

Balik-Manggawa Online processing system has an online appointment schedule
in applying a work. It has a filing up form field to new users and to those who already
have an account or was registered only.

Government Philippines portal has an online issuance of the requirements or any
certificates that are needed by the citizens. The citizens can request requirements for
special matter.
According to Bernhard (2013), e-governance was a study defined to as the use of
tools and systems by governmental bodies made possible by ICT that affects the
organization of public administration. E-governance was defined as the ICT-based
networks of services and administrations in new public government settings including
both public and private sectors.
In the study of REPOA (2018) entitled “Policy Research for Development”,
governance system focused on how resources are shared or distributed and how public

services are delivered. It addressed the political economy of institutions and processes of
power on own account and in relation to ordinary citizens in the context of participation
and downward accountability. It examined approaches strengthening domestic resource
mobilization the budget process, expenditure flows in relation to service delivery, and
other aspects of economic governance.
In the study of Yasser et. al. (2017) entitled “Status of e-Governance and E-Service
in India,” were living in a digital era. In this era, E-governance was playing a vital role in
providing various services to citizen, business, employee and other government sectors
through information server (cyber hub or web hub). It ensured government to be
transparent in its dealings, accountability for its activity and response for its service
delivery. In this paper, the proponents focused on uniform growth and development of e-
services in each sector and state of country. Analyzing various parameters were directly
related to e-services and e-governance. Some data mining applications and its
implementation were discussed for effective decision making.
Language and Software
According to Rouse (2019), MySQL is an open source relational database
management system (RDBMS) base on Structured Query Language (SQL). MySQL
keeps running on virtually all platforms, including Linux, UNIX, and Windows. In spite
of the truth that it could be used as a part of an extensive variety of application, MySQL
is regularly connected with web-based application and online publishing and was an
important component of an open source enterprise stack called LAMP. LAMP is a Web

like contact form and shopping cart. Master JQuery UI has five main relations: the
drag gable, droppable, resizable, selectable and sortable and determine UI techniques
that work across all the devices.
ISO/IEC/25010
According to ISO 25010, the point of ISO/IEC/25010 was to characterize a non-
specific quality model for software testing that can be utilized inside any software
development life cycle. The quality model was the foundation of an item quality
evaluation system. The quality model figured out which quality characteristics would
be considered while assessing the properties of a software product. The nature of a
system was how much the system fulfills the expressed and inferred needs of its
different partners, and accordingly offers some incentive. Those stakeholders' needs
(functionality suitability, performance efficiency, compatibility, usability, reliability
maintainability, security and portability) were absolutely represented to in the quality
model, which sorts the item quality into the characteristics and sub-characteristics.
Synthesis
Based on the foreign, local studies and literatures examined, the proponents were
very helpful in developing the study:
The e-Governance system was an information system (IS) that refers to a
collection of multiple barangay requirements information. Web-based was the software

that accessed from any devices that connected to Internet and it was applicable to any
browser. It was a centralized data that are secured and easy to back up. Web
applications ran through web browsers like Google chrome. Primary political system of
the Philippines was called the barangay that distributes the services, proposals, policies
and the programs of the government to each of its residents. The internet was a globally
connected network system that uses TCP/IP to transmit data via various types of media.
The internet was a network of global exchanges – including private, public, business,
academic and government networks – connected by guided, wireless and fiber-optic
technologies. E-government refers to the delivery of national or local government
information and services via the Internet or other digital means to citizens or businesses
or other governmental agencies.
The anticipated benefits of e-government included efficiency, improved
services, better accessibility of public services, and more transparency and
accountability. The Internet nowadays is at defining moment in terms of evolution and
growth. The system would be accessed online for the sake of the users and also for the
admins and super admin to easily and efficiently create, schedule and manage events.
Mabalacat City government site allowed users to view events, announcements,
news and elected officials. Balik-Manggawa Online processing system was an online
appointment schedule in applying a work. Government Philippines portal provided
online issuance of the requirements or any certificates needed by the citizens. E-
governance was a study defined to the use of tools and systems by governmental
bodies made possible through ICT affecting the organization of public administration.

Governance system focused on how resources are shared or distributed and how
public services are delivered. The advancements in the ICT and internet technologies
challenged governments to engage in the electronic transformation of public services
and information provision to citizens.
The proponents used the following software to develop the proposed system.
MySQL was an open source relational database management system (RDBMS) based
on Structured Query Language (SQL). PHP executed on the server, while a practically
identical option, JavaScript, executed on the clients. HTML5 was used as the most
recent variant of the hypertext markup language to construct websites. Bootstrap was a
strong and important front-end system for quicker and simpler web development.
JavaScript was a scripting language, basically utilized on the Web. It was used to
improve HTML pages and was ordinarily discovered and installed in HTML code.
XAMPP stands for Cross-Platform (X), Apache (A), Maria DB (M), PHP (P) and Perl
(P). XAMPP was a free and open source cross-stage web server arrangement stack
bundle created by Apache Friends, consisting for the most part of the Apache HTTP
Server, Maria DB database, and mediators for contents written in the PHP and Perl
programming languages.
The system utilized the ISO 25010 quality model for it was one of the
evaluation systems used to determine quality characteristics of a software product. The
evaluation bound on the criteria such as Functional Suitability, Performance Efficiency,
Compatibility, Usability, Reliability, Security, Maintainability, and Portability in order

to determine the degree of its technical characteristics against standard and the user
acceptance level.

The figure 4 showed the whole concept of the system and its design and
requirements. The proponents gathered all information to determine the factors
needed to consider such as scoping all possible requirements in developing a system
like software and hardware as shown above. It was tested with alpha and beta testing
to evaluate the system which was ISO 25010 and to scale the system’s Functionality
for the essential functions of the system and its features, Reliability to define the

capability of the system to maintain its service, Efficiency to define the system
resources used when providing the required functionality, Usability to draw
conclusions about how well software can be understood and used, Portability as to
how well the system can adopt changes to its environment or with its requirements
and Maintainability to define and fix a fault within a system. If the system doesn’t
meet required standards, revision is considered.

Chapter 3
METHODOLOGY AND DESIGN
This chapter presents the relevant methodologies in both systems development
and research pertinent to the study being conducted and investigated.

Rapid Application Development was an agile project management strategy that entails
fast project turn around by focusing on minimizing the planning stage and maximizing

prototype development. The phases of RAD are requirement and planning, analysis and
design, development, and testing and evaluation.
Requirement and planning phase, in this phase, the proponents conducted a
number of interviews in the locale to identify the overall scope of the project. Barangay
and SK officials and the ABC President agreed upon the proposal of the proponents to
develop an e-governance system in order to provide an online transaction in Barangay
and information dissemination for SK. The proponents researched and reviewed
additional related systems and researches to help in developing each identified
requirements of the system. Based on the gathered data from interviews and researches,
the proponents provided the requirement specifications of the project, in which approved
by the target users of the locale. A schedule of tasks was developed in order to identify all
the activities to consider in conducting the research study within the scheduled period.
Analysis and Designing Phase, the proponents considered the functional
requirements of the project. The proponents designed diagrams to represent graphically
the role of every user, data requirements and metadata, and the interaction in the system,
which include use case, context data flow, entity relationship and visual table of content
(VTOC) (See Appendix C for the Use Case, Appendix D for the VTOC, Appendix B for
Context Diagram and Appendix E for the Entity Relationship).
Hardware and software requirements in the development were also identified in
order to deliver the functionality needed in the system. This phase also included other
technological considerations in the development of the system. All hardware and software
were used in developing the system and its purpose was developed properly.

This was used to graphically show the role of every user, and the interaction
between the systems. Use Case Diagram is a virtual tool to display system actors, USE
CASE, and their relation. The diagram showed the function of each entity. There are four
entities, the Mabalacat citizens, Barangay Secretary, SK Secretary and the ABC
President. The ABC President can create Barangay and SK Secretary Accounts and add,
update, delete viewing and monitoring events. The Barangay Secretary can add, update,
access files and manages programs, events and announcements. The SK Secretary can
post a budget allocation, events and can upload a live videos using live stream. The
Mabalacat citizens can request files, file a complaint, view announcements and events
(See Appendix C for the Use Case Diagram).
Development Phase, the proponents utilized the hardware and software specified
for the actual construction of the system, directed by the set requirements and diagrams

created during the design phase. Testing and debugging the system was done and verified
using a checklist if it met the set requirements and specification. All the inspected tasks
that were “incomplete” and “not yet done” were included in the next iteration.
During the iteration, the proponents then again require analyzing and design and
development phases to reflect the adjustments needed based on the results of the
requirement review process.
This phase also included other technological considerations in the implementation
of the system.

The system was published in the Internet through web hosting service provider
before the evaluation phase began. The system then underwent testing and evaluation
phase to assess the system in compliance with the technical regulations, requirements,
specifications, or imposed condition. The system could be accessed through web
browsers like Google Chrome. The system was evaluated using the ISO 25010 criteria,
using the evaluation scale.
Testing and Evaluation Phases, the proponents prepared a survey questionnaire
for alpha and beta tests. The testers used the system prototype and evaluated it by
answering the prepared survey questionnaire. The alpha survey questionnaire for 5 web
developers comprised of functional and non-functional quality characteristics for

technical standard in web development. The feedback from the respondents used to
enhance further the system before beta test to take place. Another survey questionnaire
was also prepared for beta test, intended for the evaluation of the acceptance level among
targeted users. The study used random purposive sampling in selecting beta testers. The
ABC President, 10 Barangay secretaries, 10 SK presidents and secretaries and 19
randomly selected Mabalaquenos were the respondents of the beta tests.
Statistical Treatment of Data
The proponents used random purposive sampling in selecting respondents for
the evaluation of the proposed system. Five (5) alpha testers were selected to evaluate
the system, which are all web developers. To test the system for the beta testing, the
proponents selected forty (40) respondents, which are one (1) the ABC President, ten
(10) the Barangay chairman, ten (10) Sangguniang Kabataan staffs and nineteen (19)
Mabalacat citizens.
Meanwhile the corresponding scores given by the respondents in alpha and beta test were
interpreted in a verbal manner with the use of Likert Scale (See Table 3).

The data obtained from this research was statistically tested. It was analyzed using
mathematical equations. The Initial Mean was obtained by adding all the scores gained
per question divided by the total number of respondents. The formula for Initial Mean is:

The weighted mean was used to determine the evaluation of the respondents. Certain
degree of evaluation was given and each corresponded the amount of quality that the
answer provided.
Chapter 4
RESULTS AND OUTCOMES
This chapter displays the outcomes and results from the alpha and beta testing
accumulated from the respondents.
After completion of the development of the system, the proponents utilized
alpha and beta tests. In alpha test, five respondents were requested to assess the system.
The five respondents were chosen in view of their involvement in the field of
Information of Communication and Technology (ICT). From Mabalacat City College,
Ritchell Z. Escoto and Engr. Ernie Lee E. Pineda, both Information Technology
Instructors, Harold Ian Navarro, a Bachelor of Science in Information Technology
graduate, and Jocelon C. Sanguyu, the MIS Director, evaluated the developed system.
Joshua Christian Llanes, a web developer, was also requested to be an alpha tester.
In beta testing, the proponents randomly selected 40 respondents including the
ABC President, barangay and SK officials, and Mabalacat City citizens.
The proponents utilized ISO 25010 assessment for the criteria and interpreted it
using the Likert’s scale method with the accompanying evaluations. The system was
evaluated based on eight categories; Functional Suitability, Performance Efficiency,
Compatibility, Usability, Reliability, Security, Maintainability and Portability.

Appeared in Table 4, the respondents of alpha test assessed the system's
Functional Suitability, Security, Compatibility and Portability as Very Great Extent
which had the most elevated rating of 3.80. The developed system was able to
facilitate its functions and provided the correct results in the specified tasks and
objective. The presence of access levels ensured that data are accessible only to those
authorized who have access and prevented unauthorized access to modification of the
data. The login logs enabled to identify which IP address and location of the user who
accessed the system. The developed system was created to perform its functions
efficiently with sharing environment and resources, including exchange of
information. It can be accessed through mainstream browser applications, including
Google Chrome, Opera, and others. The system's usability had a rating of 3.77 as Very
Great Extent by the interfaces that provide a user-friendly environment and ease of
navigation. The lowest rating of 3.67 with Very Great Extent verbal interpretation was
the Performance Efficiency criterion, the system provided a prompt response and
processing time when performing its functions and meeting the users’ requirements.
Some of the respondents recommended that the images published in the site must not
be pixelated to be pleasing to the audience. Overall, the system was commended by
the respondents in relation with its features as specified in the mean of 3.76 (See
Appendix I for Alpha Survey Results).

After the alpha test, the proponents reflected the recommendations of the testers
as part of the enhancement of the system, specifically in the published contents
(images), before the beta test took place.
Shown in Table 5, the beta test result of 3.86 mean with verbal interpretation of
Very Great Extent. Portability criterion rated as 3.90 with Very Great Extent verbal
interpretation implied that the system can manipulate its settings and able to work in
other type of resources, including hardware (desktop and laptop), and operating
systems. Compatibility and usability criteria got the second highest of 3.88 as Very
Great Extent verbal interpretation due to the features that allowed each administrator
account to perform functions such as posting of events and announcements, live stream,
budget allocation, issuance of requirements, and scheduling that can be viewed by
citizen account. The system was also easy to navigate and user friendly. The lowest
criterion of 3.83 with Very Great Extent verbal interpretation was reliability of the

developed system. The system was available for the user who wanted to secure
barangay requirements, scheduling, posting of budget, events and announcements and
upload videos using live stream (See Appendix J for the Beta Survey Results).

Shown in Table 6, the Functional Suitability, Compatibility, and Portability and
has the highest mean which have the Verbal Description of Very Great Extent in Alpha
Test while in Beta Test, only the Portability have the Verbal Description of Very Great
Extent. Performance Efficiency, Usability, Reliability Security and Maintainability got
also the Very Great Extent in Alpha Test. Functional Suitability, Performance
Efficiency, Compatibility, Usability, Reliability, Security and Maintainability Beta Test
got a Verbal Description of Very Great Extent. Performance Efficiency has the lowest
mean in Alpha and Reliability has the lowest mean Beta Testing.

Figure 6 showed the summary of combined Alpha and Beta test results. In Alpha
test the highest result weighted mean indicated in the table is the Functional Suitability,
Compatibility and Portability criteria with very great extent interpretations and the lowest
result weighted mean is the Performance Efficiency criteria with very great extent also
interpretations. While in Beta test the highest result weighted mean indicated in the table
is the Portability criteria with very great extent interpretation furthermore the lowest
result weighted mean is reliability criteria with very great extent interpretation.

Chapter 5
CONCLUSIONS AND RECOMMENDATIONS
This chapter discussed the conclusion and recommendations based on the
analysis of the results of the study entitled “iMabalacat: An e-Governance System for
Barangay and Sangguniang Kabataan of Mabalacat City”.
Conclusions
Based on the given objectives and conducted surveys for the testing and its
evaluation, the proponents came up with conclusions that the developed system met
all the requirements written in the objectives in accordance to the locale’s
specifications and was able to perform all the functions written on the research
objectives. The developed system provided an online portal for barangay transactions
such as application of barangay document issuances, appointment scheduling for
complaint filing and meeting with SMS notification, posting and viewing of events,
announcements and budget allocation for information transparency. It provided
Barangay and Sangguniang Kabataan event streaming that allow citizens to view
them. The private message feature among Barangay and SK officials was essential for
communication.
The development of the system, the proponents used some parts of the XAMPP
which is the PHP and MYSQL in developing the system. HTML5 and Bootstrap were
used by the proponents in designing the user interfaces of the system. The graphics of the

system were done using software editing tool Adobe Illustrator. The proponents also used
SMS Gateway Me API for gateway in SMS technology and Twitch.tv and OBS-Studio
for live streaming.
The system was evaluated by IT experts and end users based on the ISO 25010
evaluation tool and the data were interpreted into textual form. Based on the overall result
of alpha and beta tests, the developed system is considerably acceptable for
implementation, serving its purpose of providing an online transaction means for
Barangay and SK to Mabalaquenos. The results in alpha tests were very great extent in
the Functionality Sustainability, Security and Portability and the results in beta were also
a very great extent in Portability only with the average ratings.
Recommendations
The following recommendations are hereby drawn to the future researchers as a
possible way to improve the system.
 It is recommended that it should be implemented in the Mabalacat City.

 It is recommended that it should use a mobile application just like one tap to enter
the system.
 It is recommended that the other barangay requirements like the cedula and
business permit should also be transacted online as well as payment transactions.
