The Answer is: “Yes” and “No”

YES:
If you are getting a service from a licensed Internet
Service Provider (ISP) legally within
India,  such as from Tata, Airtel, VOIP Office
End user has to apply and get a Other Service
Provider (OSP)  license 

NO:
If your service provider is located in India and do not
have a license or have a foreign provider.

TRAI  regulates VoIP and Internet usages in India. ISPs are not
allowed to have interconnection with PSTN/PLMN networks.
Bridging between VoIP calls and traditional landline and or
mobile calls are illegal. Using ATA (bridging tool between VoIP
and Landline) and GSM bridging tool between VOIP and
Mobile phones) gateways etc. are illegal as well.

The following list shows basic scenarios that are
restricted:
The call that passes through a PSTN gateway
connects directly by using WAN to a VoIP phone or
VoIP PSTN gateway in a different geographic
location.
(If PSTN gateway is located in India, this remains strictly
restricted. If the PSTN is in another country and a VoIP
phone is in India and if connection results in revenue
loss to Indian telecom service providers, the connection
gets considered restricted.)

What is OSP ?
An abbreviated form of ‘Other Service Provider’. License required by TRAI(Telecom
Regulatory Authority of India).

Who needs OSP license?

A company providing “Application Services” such as tele-banking, tele-medicine, tele-
education, tele-trading, e-commerce, call centre, network operation centre and other
IT Enabled Services such as IT Recruiting companies. By using telecom resources
provided by authorized telecom service providers only.

International OSP Center
No PSTN connectivity is permitted to the International OSP at the Indian end.
However PSTN connectivity on foreign end is permitted having facility of both
inbound and outbound calls.
Interconnection of two or more International OSP of the same company or the
group companies is permitted. 
In case VOIP is required the following undertaking may be given separately
The company shall take the Internet telephony from an Authorized Telecom Service
Provider only and it will use the service only extent permitted by the ISP or
authorized service provider.
Inbound Calling is subjected to additional terms and conditions.
