The Director General (Town Planning & Development Department) / Kolkata Municipal
Corporation, invites e-tender/quotation for the work detailed in the table below.

1) In the event of e-filling, intending bidder may download the tender documents from
the website https://etender.wb.nic.in directly with the help of Digital Signature
Certificate. Necessary cost of Earnest Money must be deposited through net
banking or through RTGS/NEFT as per MC „s circular no 30 of
2016-17.

2) Both Technical Bid and Financial Bid are to be submitted concurrently duly
digitally signed in the website https://etender.wb.nic.in

3) Tender documents / scope of work may be downloaded from website and

submission of Technical Bid and Financial Bid will be done as per Time Schedule
stated.

4) The FINANCIAL OFFER of the prospective tenderer will be considered only if the
TECHNICAL DOCUMENTS of the tenderer is found qualified by the „Tender
Evaluation Committee‟. The decision of the „Tender Evaluation Committee‟ will be
final and absolute in this respect. The list of Qualified Bidders will be displayed in
the website.

5) Eligibility criteria for participation in the tender.

i. Intending tenderer/consultant should produce credentials of preparation of DPR

and PMC service for residential or any other type of multistoried R.C.C building
including all service arrangement (Lift and airconditional arrangement is not
mandatory) and infrastructural development required for a housing project.

ii. Intending tenderers should produce credentials of a similar nature of completed

work of the minimum built up area of 7449 m2 during 5 (five) years prior to the
date of issue of the tender nitice;or,

iii. Intending tenderers should produce credentials of 2(two)similar nature of

completed work, each of the minimum built up area of 6208 m2 during 5(five)
years prior to the date of issue of the tender notice;or,

iv. Intending tenderers should produce credentials of one single running work of
similar nature which has been completed to the extent of 75% or more and built
up area of which is not less than 7449 m2.

v. Intending tenderer / Consultant should produce at least one credential of

preparation of DPR and PMC service for infrastructural development i.e.
construction of road, water supply system, sanitary and drainage system, street
lighting system etc on a plot of land of minimum area 6923 m2. or,

vi. Intending tenderer / Consultant should produce at least two credential of

preparation of DPR and PMC service for infrastructural development i.e.
construction of road, water supply system, sanitary and drainage system, street
lighting system etc on a plot of land of minimum area 5770 m2. or,

vii. Intending tenderer / Consultant should produce credential of one single running
work of preparation of DPR and PMC service for infrastructural development i.e.
construction of road, water supply system, sanitary and drainage system, street
lighting system etc on a plot of land of minimum area 6923 m2 and the work has
been completed to the extent of 75% or more or,

viii. In case of running work only those tenderers who will submit the certificate of
satisfactory running work from the concerned Executive Engineer, or equivalent
competent authority will be eligible for the tender. In the required certificate it
should be clearly stated that the work is in progress satisfactorily and also that no
penal action has been initiated against the executing agency, i.e. the tenderer.

ix. Intending tenderer / Consultant should produce at least one credential of

Consultancy service for overhead water tank.

x. Intending tenderer / Consultant should produce at least one credential of

Consultancy service for sewage treatment plant.

xi. Income Tax Acknowledgement Receipt for the latest Assessment year,
Professional Tax Deposit Challan for the last financial year,Trade Licence, PAN
Card, GST Registration Certificate/acknowledgement are to be accompanied with
the Technical Bid Documents.

xii. The prospective bidders or any of their constituent partner shall neither have
abandoned any work nor any of their contract have been rescinded during the last
3 (three) years. Such abandonment or rescission will be considered as
disqualification towards eligibility. A declaration in this respect through affidavit
has to be furnished by the prospective bidders without which the Technical Bid
shall be treated as non-responsive.

xiii. Registered Partnership Deed for Partnership Firm only along with Power of
Attorney is to be submitted along with the application.The company shall furnish
the Article of Association and Memorandum.

xiv. A prospective bidder shall be allowed to participate in a particular job either in the
capacity of individual or as a partner of a firm. If found to have applied severally
in a single job, all his applications will be rejected for that job, without assigning
any reason thereof.

6) No mobilisation advance and secured advance will be allowed.

7) Retention money: Earnest money at Lump Sump basis (mention above) is to

be deposited at the time of tender as per MC „s circular no 30 of 2016-
17 which would be converted to Security Deposit in case of successful bidder.
Earnest money would be returned back to the unsuccessful bidders after opening
of the financial bid.

8) Agencies shall have to arrange land for erection of office setup with all necessary
equipment, laboratory if required etc. at their own cost and responsibility.

9) Bid shall remain valid for a period not less than 120 (one hundred twenty) days
from the last date of submission of Financial Bid / Sealed Bid. If the bidder
withdraws the bid during the validity period of bid, the earnest money as
deposited will be forfeited forthwith without assigning any reason thereof.

11) The Prospective Bidder shall have to manage and supervise the work in such a
manner so that appropriate service level of the work is maintained during
progress of work.

12) Site of work and necessary doccuments may be handed over to the agency phase
wise. No claim in this regards will be entertained.

13) Earnest Money: Earnest Money will have to be deposited through net banking or
through RTGS/NEFT as per MC‟s circular 30 of 2016-17.

14) The Bidder, at his own responsibility and risk is encouraged to visit and examine
the site of works and its surroundings and obtain all informations that may be
necessary for preparing the Bid and entering into a contract for the preparation of
DPR and subsequent PMC work as mentioned in the Notice Inviting Tender, before
submitting offer with full satisfaction, the cost of visiting the site shall be at his
own expense.

15) The intending Bidders should clearly understand that whatever may be the out
come of the present invitation of Bids, no cost of Bidding shall be reimbursable by
the Department.The D.G(TP&DD)/KMC reserves the right to accept or reject any
offer without assigning any reason whatsoever and is not liable for any cost that
might have been incurred by any Tenderer at the stage of Bidding.

16) Refund of EMD: The Earnest Money of all the unsuccessful tenderers will be
refunded as per MC‟s circular 30 of 2016-17.

17) Prospective applicants are advised to note carefully the minimum qualification
criteria as mentioned in „Instructions to Bidders‟ stated in before tendering the
bids.

18) Conditional / Incomplete tender will not be accepted under any

circumstances.

19) The intending tenderers are required to quote the rate online.

20) Two sets of hard copy of the technical bid have to be submitted after 48 hours of
the closing of the bid submission but within 3 days.

21) During scrutiny, if it comes to the notice of the tender inviting authority that the
credential or any other paper found incorrect / manufactured / fabricated, that
bidder would not be allowed to participate in the tender and that application will
be rejected without any prejudice.

22) The D.G(TP&DD), Kolkata Municipal Corporation, reserves the right to cancel
the N.I.T. due to unavoidable circumstances and no claim in this respect will be
entertained.

23) Before issuance of the WORK ORDER, the tender inviting authority may verify the
credential and other documents of the lowest tenderer with original if found
necessary. After verification if it is found that the documents submitted by the
lowest tenderer is either manufactured or false in that case work order will not be
issued in favour of the said Tenderer under any circumstances.

24) If any discrepancy arises between two similar clauses on different notification, the
clause as stated in later notification will supersede former one in following
sequence:
1) Tender Form No Of KMC
2) N.I.T.
3) Scope of work.
4) Technical Bid
5) Financial Bid

25) Qualification criteria:

The tender inviting and Accepting Authority through a “Tender Evaluation
Committee” will determine the eligibility of each bidder. The bidders shall have to
meet all the minimum criteria regarding:

26) The eligibility of a bidder will be ascertained on the basis of the document(s) in
support of the minimum criteria as mentioned in 1,2,3 above and the declaration
executed through prescribed affidavit in non-judicial stamp paper of appropriate
value duly notarized. If any document submitted by a bidder is either
manufactured or false, in such cases the eligibility of the bidder / tenderer will be
rejected at any stage without any prejudice.

27) Escalation of Price on any ground and consequent cost over run shall not be
entertained under any circumstances. Rates should be quoted accordingly.

28) No price preference and other concession will be allowed.

29) If the dates fall on holidays or on days of bandh or natural calamity, the dates
defer to next working days.
