ABSTRACT

Mayor Isko Moreno had a clear preview of his plans for the City of Manila. On his
first week of service, he emphasized his desire to eradicate illegal gambling and illegal
drugs. He wanted “order in the streets” and better results in the fight against crime. He
also wanted to take actions on the problems that Manila City is facing while giving value
to human rights.
As a very determined leader, Isko Moreno talked to street vendors about the
clearing operations in Manila then took time to inspect the parts of the city if they are
already free from illegal vendors. He also led the destruction of video karera gambling
machines at the City Hall grounds. He broke down a wall of an illegal structure in
Binondo and toured Manila Zoo in which he wanted to make it as a true Manila
Botanical and Zoological park.
The clearing operations and the elimination of illegal gamblings were some of the
first steps taken by the newly elected Mayor- Isko Moreno towards achieving a new and
better Manila.

ABSTRACT

Mayor Isko Moreno had proven that nothing and no one could stop him from
rendering genuine service to his people. He ordered to remove the names of politicians
including his, from all government structure, equipment and transportation. His move
against publicity-conscious politicians whom he called as “epal” earned commendation
from the Department of the Interior and Local Government (DILG). His supporters also
praised him for showing what a true leader should and should not be doing.
Isko Moreno believes that he is playing his role as the Mayor of the city that is
why he is also encouraging other employees to do perform their duties. He does not
want to tolerate government employees who are not doing their job. According to him,
he would file criminal and administrative charges against current and former employees
of the City Hall found to be negligent at work.
It is inevitable for people to think that it is only in the beginning that Isko would
address the different problems present in Manila but Manileńos are hoping that the
changes implemented by the governance of Isko would make the city more progressive
and safer to live in.

ABSTRACT
One of the promises of Isko Moreno during the election campaign was to prevent
crime in the city of Manila. Manileńos were quite relieved when some of the City’s most
wanted suspects including two alleged rapists have been arrested by the authorities.
The presentation of the suspects served as a warning that tells the public that change is
coming.
Change is undeniably everywhere in the city as Moreno progressively fulfilling his
promises not just to stop different forms of crimes but also on clearing operations. He
asked vendors to clear major roads and set up shops in designated areas. Moreno
assured vendors that when they moved their shops, they would no longer need to pay
syndicates who collected money from them. He also called out the organizers and
reiterate that there should go back from where they came from.
Isko Moreno, on his third week of service, also visited the Vitas slaughterhouse in
Tondo. He wanted to renovate it and assured to the residents that the said butcher
house in Manila would not be turned into a casino. People in the city an even around
the country are watchful on what he would do next to change Manila.

ABSTRACT
Traffic is one of the major concerns of Isko Moreno. The city government of
Manila would file a petition to the Land Transportation Franchising and Regulatory
board to suspend the high-traffic direct route for jeepneys. He wanted to suspend
Baclaran-Divisoria jeepney route. He mentioned also that he would prohibit the use of
e-tricycles as a public utility vehicle because it only creates road chaos.
Isko Moreno is definitely against any form of crime. So he threatened to fire all
Manila Traffic and Parking Bureau (MTPB) personnel after he had seen on the CCTV
footage that one of them accepted a bribe from traffic violator. He pointed out that
violators are not afraid to do the same thing repeatedly because they know that some
authorities accept bribe.
After Isko had stressed about performing duties fairly, he regularized three
Manila Traffic and Parking Bureau enforcers who refused to receive bribes. He believes
that regularization is one of the ways to motivate MTPB and other city employees to
maintain integrity in their jobs. If this would be the case, the problems on traffic as well
as in corruption would diminish.

Isko Moreno would like to instill discipline among drivers who add to heavy traffic
on Manila’s roads. He said that while truckers are welcome in Manila, he requested
them not to park illegally and not to tempt Manila traffic enforcers with “tara” (grease
money).
Aside from his concern about the problems on heavy traffic, Mayor Isko also
showed his concern about the students in the city. He signed City Ordinance No. 8568,
which provides monthly monetary allowance to qualified students of the Pamantasan ng
Lungsod ng Maynila and the Universidad de Manila. The ordinance is to take effect on
January 2020. According to him, the city government will generate funds through
"efficiency." This program will certainly benefit poor students who are struggling with
their studies.
He really knows what is best for his people, as he took time to go on live or use
social media to announce the suspension of classes due to inclement weather. He also
warned schools on class suspensions.This only proves that he takes an action to
address the concern of his people immediately especially if it has something to do with
their safety.
Isko Moreno also called out unkind public health workers. He said that sick
people should at least receive kindness from them if not medicines. The mayor also
tried to extend his sympathy to health worker who are overworked and might have their
own struggles but he reminded them that this should not be the reason for them to
disrespect their patients.
The newly-elected Mayor has indeed a good heart towards his people. He
consistently shows care not just to concerned authorities but most especially to the
needy. People admire his heart and hopes for the city of Manila.

ABSTRACT

Isko Moreno roved around the city again to personally check if people are
obeying the rules he had implemented. He had seen some violators like the foreign
nationals who smoked in public places and even vehicles that were illegally parked. He
even caught a traffic enforcer who was not performing his job well so he terminated him
from service. He also visited the hospital of Sampaloc and precincts in Manila.
As his fight against illegal drugs continues, he presented 35 drug suspects in
front of firing line of cameras. Mayor Isko proudly said that out of the 35 arrested, 35 are
alive. He does not tolerate them and does not like them to stay in the city, the capital of
the country. He stressed that he does not like them selling and using drugs in the City of
Manila. Mayor Isko assured that he would consistently working on the issues of drugs
but at the same time he would still be concerned about human rights.
Another remarkable action of the Isko Moreno was commended by the Manileńos
as he launched a facility that will allow them and even visitors to enjoy free
wifi connection. This project he initiated will provide connectivity to the city and bring the
benefits of the Intenet to more Filipinos across the country.

ABSTRACT

Francisco Moreno Domagoso is a former actor with the screen name “Isko
Moreno.” He started his political career when he was elected as councilor for Manila's
first congressional district in 1998 and reelected in 2001 and 2004 respectively. He also
served as Vice Mayor of the city from 2007 to 2016. On May 13, 2019, he won the
mayoralty over incumbent Joseph Estrada and he was then proclaimed as the 27 th
Mayor of Manila.
As a the newly-elected Mayor of Manila, Isko Moreno had done various actions
to resolve different issues in the city. Some of his initial achievements are clearing up
Quiapo and Divisoria, making changes for students and schools, fighting illegal
gambling and illegal drugs, and others. In just few weeks in service, he was able to
make immense changes that made Manila far different from its situation in the past
decades. One good thing about him is he kept his constituents updated with his various
activities through his social accounts and regular press conferences.
Isko Moreno is truly a great leader. He does not just lead his people, he also
builds a strong connection with them. He was able to gain the trust of his people
because whenever he speaks the truth, he incorporates it with right behavior and take
necessary action upon seeing the real scenario in the City of Manila. He is indeed a
man of action, a father, a friend, an idol and a Mayor whose heart goes out to reach the
hearts of others. For him, change is possible as long as people embrace and support
the changes he brings to his beloved city.
