Dear Governor Baker:

This formal letter is respectfully delivered to your direct attention as multiple efforts to
communicate with Massachusetts Attorney General Maura Healey and representing counsel
for the Commonwealth – Asst. AG Jesse M. Boodoo, are seemingly being ignored. As you
know, these communication efforts pertain to ongoing Federal litigation, specifically –
HARIHAR v US BANK, et al (Docket No. 15-cv-11880), which includes the Defendant –
Commonwealth of Massachusetts. You are also aware of the severity of claims evidenced

throughout the eight (8) – year history this litigation, the most recent of which includes the
VOID order issued by RECUSED US District Court Judge – Hon. Allison Dale Burroughs
(Attached below), along with the VOID dismissal order associated with the above referenced
Federal lawsuit. Red flags are also being raised after receiving the 9-11-19 email from US
Congresswoman Lori Trahan (D-MA).1 Your office was copied on my response to
Congresswoman Trahan (Attached below). As the Plaintiff in the referenced civil complaint, I
believe there is an opportunity to reach a mutual agreement that is both constructive and which
contributes to the overall benefit of this Commonwealth and our great Nation. It is unclear as to
WHY the MA AGO has failed to provide a timely answer (YES or NO) as to whether there is
interest in having such a discussion. I again respectfully request that the Commonwealth provide
a timely answer before the close of business Wednesday, September 19, 2019.

Governor Baker, I wish to thank you for your attention to this important legal matter and look
forward to the Commonwealth’s timely response and resolving this matter in the near future.

Dear Congresswoman Trahan:

Thank you for your email received yesterday, September 11, 2019 (Attached below) - and I
sincerely appreciate the invitation to contact you again, should I require further assistance. I
respectfully wish to preface this letter by stating that I am not a legal expert and my evidenced
opinions have been based on my interpretation of the law, including the Constitution of The
United States. After reading through your email, I want to make sure that I'm understanding your
message correctly, as it raises a number of red flags and may appear to re-affirm my evidenced
nonfeasance claims against legislative leaders in the Commonwealth.

Before moving forward with my concerns (and clarifications), I respectfully want to remind you
that a new complaint is being prepared for filing in the US Court of Federal Claims - against The
United States. This new complaint evidences failures in all three (3) branches of both State and
Federal government, all documented by court record - and with the help of social media, has
been regularly evidenced in full public view for over eight (8) years. These referenced failures
are all associated with the following Federal (Civil) Complaints:

1. HARIHAR v US BANK et al - Certiorari Petition No. 18-7752, Appeal No. 17-1381,

Lower Court Docket No. 15-cv-11880;

 2. HARIHAR v THE UNITED STATES - Appeal No. 17-2074, Lower Court Docket No.
17-cv11109; and
3. HARIHAR v CHIEF JUDGE JEFFREY R HOWARD et al, Docket No. 18-cv-11134

FIRST, with regard to JUDICIAL TREASON, I respectfully wish to clarify that I have
already brought to your direct attention – systemic abuses of judicial power that have now been
evidenced at EVERY level of the Federal (and State) Judiciary, including the Supreme Court of
The United States (SCOTUS). Collectively, these judicial abuses are ALL evidenced as a matter
of record in full view of the American Public. The Nation (as well as the Global community) is
taking notice, as the referenced litigation (above) is now being recognized as the largest and
most egregious abuse of judicial power in US history. The most recent example has been
evidenced by RECUSED US District Court Judge – the Hon. Allison Dale Burroughs, who
just weeks ago issued two (2) orders without jurisdiction associated with the Federal (Civil)
Complaint, HARIHAR v US BANK et al, Docket No. 15-cv-11880.2 You are aware that these
systemic failures have also included the Office of the First Circuit Executive. In a letter dated
August 21, 2019, I was informed that I am no longer ALLOWED to report evidenced claims of
judicial misconduct – including evidenced TREASON against The United States of America
(See attached letter below). As a matter of record, you are aware that I have reported each one of
these systemic failures, as I am compelled by Federal law to do – under ARTICLES II and III.
You (along with your predecessor – former Congresswoman Niki Tsongas (D-MA)) have
historically been copied on each of these reported incidents (via email and/or social media),
along with the White House, other members of Congress, Governor Charlie Baker (R-MA)
and the Department of Justice (DOJ).

Congresswoman Trahan – I respectfully ask that you clarify whether or not you have officially
brought these evidenced judicial crimes to the attention of the House Judiciary Committee and
the House Financial Services Committee. Based on my interpretation of Federal law, if left
uncorrected, each of these egregious violations constitute grounds for impeachment and potential

On July 29, 2019, US District Court Judge – Hon. Allison Dale Burroughs issued an order WITHOUT
JURISDICTION, denying the Plaintiff’s Motion [Ref. ECF No. 157]. On August 5, 2019, a second VOID order
was issued without jurisdiction [Ref. ECF No. 158]. Both of these actions are interpreted as clear violations to
ARTICLE III and 18 U.S. CODE § 2381 - JUDICIAL TREASON.

removal from the bench under ARTICLES II and III. The same holds true for the identical
patterns of corrupt conduct evidenced by the MA State Judiciary.

SECOND, with regard to ECONOMIC ESPIONAGE, you are already aware that in the
referenced litigation – HARIHAR v US BANK et al, I seek damages related to my Intellectual
Property (The HARIHAR FCS MODEL, attached below), which is also considered a Trade
Secret – protected under the Economic Espionage Act. The referenced IP is designed to assist
The United States with economic growth and repair from damages resulting from the 2008 US
Foreclosure Crisis – while also delivering substantial relief to illegally foreclosed homeowners
Nationwide. You are aware that as a matter of record, I successfully presented this Economic
Model to your Congressional Office, under former Congresswoman Niki Tsongas (D-MA).
The IP was also favorably presented to:

1. Senator Elizabeth Warren – specifically, Senior Economic Advisor – Bruno Freitas;

2. House Financial Services Committee – specifically, Deputy Chief Counsel (Former)
– Gail Laster;
3. Chairman/CEO Larry Rasky - Rasky Partners is one of the largest and most
respected independent public relations and public affairs firms in the US, with offices in
Boston and DC. Rasky Partners, Inc. - Rasky Partners, Inc. is a Boston and Washington
DC-based public relations, lobbying and public affairs firm; and
4. The Executive Office of the President (EOP) – per the specific request of former
Vice President – Joe Biden (Obama Administration).

Historically, I’ve made clear from the beginning, that my legal intention (at least in part) has
been to ultimately reach an agreement with the Federal Government that would allow for the
implementation of the referenced Economic Model (should the government choose to do so).
Successful implementation stands to deliver relief to (no less than) 4.2M illegally foreclosed
homeowners nationwide – 60,000+ of which are in the Commonwealth of Massachusetts
alone. Along with this much needed relief – substantial economic growth. Theoretically, the

Commonwealth could potentially serve as a template for this Economic plan. No new legislation
would be required – nor a single tax dollar to implement.3

Congresswoman Trahan, from your email you issued the following statement:

“Please know that I will continue to work on your behalf on similar issues at the federal level
in the U.S. House of Representatives”

Please clarify specifically: (1) which similar issues are being addressed at the Federal level; (2)
which offices/agencies/committees are they being addressed with; and (3) where do these issues
stand?

THIRD, with regard to MALFEASANCE/NONFEASANCE – you are aware that the

referenced litigation raises evidenced failures in all three (3) branches of government, including
evidences failures by Federal (and State) Prosecutors to bring criminal indictments for my
evidenced criminal complaints of record. You were recently copied on my email delivered to the
direct attention of US Attorney General William Barr on September 7, 2019 (See attached
below). Stated in the letter – and as a sign of my continued Good Faith, I respectfully extended
an opportunity to have a mutual agreement discussion - with Attorney General Barr and the EOP
(Executive Office of the President) regarding the civil portions associated with HARIHAR v
THE UNITED STATES (Docket No. 17-cv-11109). This would potentially include a discussion
over rights to the Plaintiff's Intellectual Property/Trade Secret known as the HARIHAR FCS
Model. Ultimately, I believe there is an opportunity to reach a mutual agreement that is
both constructive and which contributes to the overall benefit of this Commonwealth and
our great Nation.

Congresswoman Trahan, I wish to thank you for your attention to these important issues and
look forward to your timely response and clarification for resolving them moving forward.

Dear Director Watson,

I respectfully request that you forward this email to the direct attention of US Attorney General
William Barr, as numerous efforts to communicate with the US Attorney's Office in the District of
Massachusetts are apparently being ignored. Since you have historically been copied on multiple email
communications related to the referenced litigation (Attached Below), you are aware of the systemic
judicial failures evidenced by the First Circuit, including the Office of the First Circuit Executive. A
portion of these evidenced failures include (but are not limited to): (1) Judicial Treason; (2) Economic
Espionage; (3) RICO violations; (4) Color of Law/Due Process violations - and a host of others.
The most recent examples have been evidenced by RECUSED US District Court Judge - Hon.
Allison Dale Burroughs, who issued two (2) orders without jurisdiction on 7/29/19 and 8/2/19
(Referencing HARIHAR v US BANK et al, Docket No. 15-cv-11880, See Below) and included the threat
of sanctions against the Plaintiff.

After updating my judicial misconduct complaint filed with the Circuit Executive, I received a letter
(dated 8/21/19, attached below) which stated that I was no longer allowed to report judicial
misconduct - including evidenced acts of Treason against The United States of America. Due to
the severity of these evidenced claims, I respectfully request that you now bring these recent
developments to the direct attention of US Attorney General William Barr - as they include evidenced
criminal violations by judicial officers and are perceived to impact matters of National Security.

Separately - as a sign of my continued Good Faith, I am respectfully extending an opportunity to have

a mutual agreement discussion - with Attorney General Barr and the EOP (Executive Office of the
President) regarding the civil portions associated with HARIHAR v THE UNITED STATES (Docket No.
17-cv-11109). This would include a discussion over rights to the Plaintiff's Intellectual Property/Trade
Secret known as the HARIHAR FCS Model. Ultimately, I believe there is an opportunity to reach a
mutual agreement that is both constructive and which contributes to the overall benefit of our great
