This Commission

SUBJECT Announcement of additional vacancies resulting from separation processed


from May to June 2019, cancelled appointments, and scalar vacancies due to
promotion as validated by the Civil Service Commission (CSC)

We are providing a list of additional vacancies resulting from separation processed from
May and June 2019, cancelled appointments and scalar vacancies due to promotion as validated
by the CSe.

The Sector/Office/Region where the vacancies exist should inform their respective
personnel of these vacancies in their bulletin boards and other conspicuous places at least ten
(10) calendar days from receipt of this announcement.

For these additional vacancies, the applicants should have rendered at least one year in
his/her present position before applying for promotion. A new ranking should be prepared
using the last semester's performance rating prior to the date of assessment or screening
which should be at least very satisfactory, in conformity with the Omnibus Rules on
Appointments and Other Human Resource Actions (ORAOHRA)Revised 2018. Pursuant to the
guidelines on the Strategic Performance Management Systems (SPMS) the rating in the
Individual Performance and Commitment Review (IPCR) form should not be higher than the
rating in the Office Performance and Commitment Review (OPCR) form.

For the guidance of all concerned, we reiterate the following guidelines:

1.' The Sector/Office/Region shall prepare the long and short ranking lists of applicants
for promotion and post it in the bulletin boards, and in conspicuous places within
the Sector /Office for at least ten (10) calendar days.

2. An employee shall be included only in the ranking in the Sector/Office where he/she
applied for promotion. In no case shall an employee be included in the ranking of
more than one Sector/Office.

3. The Sectors/Offices shall submit the posted/published long and short ranking lists
in both hard and soft copies to the HRMO.

In case of Central Offlce/Nt.R, soft copies shall be sent to Ms. Buenaventurada S.


Olediana, Supervising Administrative Officer, HRMO, this Sector, at
buenaolediana@yahoo.com .

In case of COARegional Offices, soft copies shall be sent to Ms. Vivian S. Estampador,
Supervising Administrative Officer, HRMO,this Sector, at cataqua2000@gmail.com.

The ranking lists shall bear the notation, "Posted on the bulletin board and other
conspicuous places starting _date_ with the notation signed by the designated

Administrative Officer of the Sector/Office in case of the Central Office/Nf.R, or by


the Service Chief, Administration, Training and Finance Services, in the case of COA
Regional Offices.

4. In the case of the NGS. CGSand LGS.rankina: shall be sector-wide within Metro
Manila/Nf'R pursuant to the instruction of the Commission Proper in its Executive
Meeting on March 7, 2013, and office-wide in the case of all other sectors and
regional offices.

Interested applicants shall submit their application documents directly to the


Sector/Office/Region where the vacancies are. The existing procedures/guidelines on
evaluation, ranking, and posting shall continue to be followed and should be duly complied with
before submission to the HRMO.
