Ballinger|Leafblad is pleased to partner with
Volunteers of America - Minnesota and Wisconsin
in the search for its next President and Chief
Executive Officer.
ORGANIZATIONAL OVERVIEW
Minnesota and Wisconsin
A committed staff of over 770 professionals along with 1500 volunteers is the heart and
soul of Volunteers of America - Minnesota and Wisconsin. The organization has 110
locations in Minnesota and Wisconsin. The organization is led by the President and Chief
Executive Officer, who reports to an independent board of directors made up of volunteer
community and business leaders. The operating budget for fiscal year ending June 30, 2020
is approximately $46 million, with $31 million provided through government funding and
$14.5 million generated by program service fees and the balance coming from other sources.
National
Volunteers of America (VOA) is one of the nation’s largest and most-respected social
service organizations, serving 1.5 million people in over 400 communities in 46 states as well
as the District of Columbia and Puerto Rico each year. In addition, at a national level, VOA
is a unique ministry of service based on compassion and a desire to share and provide
services to people of all backgrounds.
VOA operates through 30 local affiliates; each is individually incorporated and governed by
local boards of directors, and chartered to carry out the organization's mission in a
particular geographic area.

HISTORY
National Volunteers of America was founded in 1896 by
Ballington and Maud Booth. Ballington Booth described the
special role of VOA as “an organization which brings together
the work of the church and the work of the social service
organization.”
CEO TRANSITION
This exciting opportunity is available due to the retirement
of Paula Hart, President and CEO since 2011. The organization
recently completed a 5-year Strategic Plan for the years
2020-2024, focused on becoming a national model of
excellence in human services while continuing to be a strong
and innovative nonprofit organization.

The President and CEO provides the strategic leadership and overall direction of Volunteers
of America-Minnesota and Wisconsin.
The President and CEO reports to the Board of Directors. Primary relationships include Chair
of the Board, Board of Directors of Volunteers of America, reporting Senior Staff, Funders,
Government Agencies, and Volunteers of America Local Affiliate Presidents.
The Minnesota main office location is in suburban Minneapolis; the Wisconsin main office is
located in suburban Milwaukee.
Management Responsibilities
The President and Chief Executive Officer oversees the development and administration of
programs and operational activities of the agency while ensuring the agency’s resources are
used in such a way as to assure maximum benefits to the client and the community.
Responsibilities include the management of all technical, financial and personnel measures
along with operational and administrative management, fund-raising/resource development
and strategic planning.
The President and CEO is required to become a Volunteers of America minister within three
years of employment.
A total of 767 professional staff work in the organization along with over 1,500 volunteers.

Organizational Leadership
• Provide strategic leadership, internally and externally, as the lead ambassador for the
mission, vision, goals and objectives of the organization.
• Oversee operations and achieve results; ensure program efficiency, quality, service, and
cost-effective management of resources.
• Develop and lead a positive, engaged culture that supports the mission of the agency,
serves its clients and staff and encourages inclusion, collaboration and excellence.
• Communicate a vision that is well-understood, widely supported, and effectively
implemented. Communicate actively with a broad array of stakeholders.
• Lead and motivate the organization to make the changes necessary to achieve results.
External Relations
• Build effective relationships with key stakeholders including board members, funders,
financial institutions, clients, suppliers and employees.
• Collaborate with affiliate agencies and member associations to develop partnerships and
initiatives.
• Represent the agency at legislative sessions, media, community meetings and formal
functions; establish and maintain key government relationships.
• Advance thought leadership; participate actively in conferences and meetings of
collaborative organizations; serve on select boards.
Talent Development
• Attract, develop, and retain a high-achieving, cohesive management team.
• Provide coaching, leadership and professional development for staff.
• Direct the work of the leadership team; conduct succession planning for key positions.
• Boldly uphold principles and practices of diversity, equity and inclusion.
Board Development
• Partner with Board of Directors to set strategy and deliver desired results for the
organization.
• Actively participate in all aspects of the Board development process.
• Support and guide the Board’s governance, composition and committee structure.
• Maintain strong communication with the Board regarding operational results, changes,
recommendations and trends, as well as timely updates regarding critical business
developments and issues.

QUALIFICATIONS
Experience and Education
• Significant leadership experience in a complex, multi-location, multi-programmatic
organization, ideally over $20 million, along with related educational credentials.
• Experience leading a non-profit organization providing integrative human services.
• Record of success in growing an organization by finding new and improved ways to
serve clients.
LOCATION
This position is based at the Minneapolis office, and actively supports all locations of
Volunteers of America - Minnesota and Wisconsin.
