Table 1.11, displays the level of compliance for Community- Trees for the Re-Greening Villaverde

Project as perceived by the applicants. Overall, the level of compliance of the respondents in

Community-Trees is Moderately Complied (mean= 3.43, sd= 0.483).

Specifically, there was a high level of compliance in terms of the enrichment of trees

(M=3.50), attendance to the information education campaign (M=3.50), planting on designated area
(M=3.57), responsiveness to the implementer (M=3.57), and compliance to the Re-greening

Villaverde (M=3.57). Meanwhile, there was a moderate compliance on the planting of 1 fruit

bearing tree by the household heads annually (M=3.43), establishment of Barangay Tree Park

(M=3.13), Urban Greening along roadsides (M=3.40), tree planting activities of Associations and

Cooperatives (M=3.30), Tree planting activities of Indigenous People in their respective area of

responsibility (M=3.17), planting the tree given by the LGU (M=3.63), planting on scheduled date

(M=3.37), filling up of or submission of the requirements which are necessary for the processing

of documents (M=3.33), and following of the mandated requirement/s by the ordinance before

getting any services (M=3.43).

This, however, it can be inferred from the following statements coming from the

respondents of community-trees (Client CT No. 27) said, “makatulong ti panagbaliw ti klima” (It

helps in climate change) while (Client CT No. 16) said, “saan nga amin ket makipartisipar” (Not

everyone participates in planting of trees). Regulation compliance has gained attention in recent

years with the growing evidence that compliance can have a major impact on the overall

effectiveness of programs. Unfortunately, there are few documented studies but anecdotal

evidenced illustrates how crucial effect compliance is if the specifications of regulations and

standards are to be achieved. The "average" compliance is not well assessed to this point.

According to many experts, poor implementation due in large part to non-compliance can reduce

a program’s impact by 20-50 %. (DEFRA 2009).

As shown in Table 1.12, almost all of the items feel under the Highly Complied (mean= 3.55, sd= 0.420).

In detail, the respondents of the Tree of Excellence highly complied in the planting of one fruit bearing

tree after enrolling to school (M=3.60), planting the tree given by the LGU (M=3.67), planting of

one fruit bearing tree after graduation/school year (M=3.50), filling up of or submission of the

to the Implementer (M=3.63), enrichment of Trees (M=3.60), and compliance to the Regreening
Villaverde Project in general (M=3.53). On the other hand, there is a Moderate Compliance in

terms of the planting on scheduled date (M=3.43).

According to Butler (2012) rainforests around the world is still and will still continue to fall. In addition,

students of local schools in the municipality are required to plant one fruit bearing tree before enrollment

as the respondents (Client E No. 20) said, “The Regreening of our municipality reduces some causes of

disaster, like floods due to reforestations”

According to St. Barbe Baker, R. (The Man of the Trees), “Planting a tree is a symbol of a

looking-forward kind of action; looking forward, yet not too distantly”. And, according to national

Forest Foundation “planting trees is an absolute necessity to curbing global warming. By restoring

forest cover, not only will we store carbon, we will benefit from all of the other life sustaining

services that forests provide. In addition, Client F no. 30 stated that, “nakakatulong sa pagiwas ng

According to McDonald, R., “planting more urban trees, if done right, could save tens of

thousands of lives around the world each year — by soaking up pollution and cooling down deadly

heat waves”. Our trees give us oxygen to breath in, in simple way, trees keep us alive. A client

(Client L no. 28) of Regreening Villaverde stated that “ mangmangted iti fresh air nga
