Sub: Representation from IT Section for retaining posts of System Analyst & Programmer at Zone

Ref: Office Order No. 300 Dtd. 14-12-2018

Respected Sirs,

In reference to above subject, posts of System analyst & Programmer under IT Section at each zone
have been diverted to Corporate Office Mumbai vide office order no. 300 Dtd. 14-12-2108 . It has
been cited that these posts have been diverted for better utilization of IT Wing of company. In this
regard, it is requested to consider below mentioned points.

1) IT cadre was formed in MSETCL vide Administrative Circular No. 189 dtd. 16-11-2009
considering IT infrastructure requirements of MSETCL.

2) Subsequently IT Cadre of MSETCL was rationalized at par with IT cadre of MSEDCL & MSPGCL
vide Administrative Circular No. 490 Dtd. 30-08-2016 for enhancement of IT infrastructure at
Corporate Office as well as Zonal level.

3) Since its inception IT section of MSETCL have worked towards support and maintenance
activities of various IT systems like ERP-SAP, Microsoft Exchange Email System, SRM E-
Tendering, MSETCL web portal, MSETCL Employee Portal, GIS system, eZyLog system, IT
Assets ticketing system, Video Conferencing system, MSETCL Web server and other related
systems.

4) Apart from above mentioned software systems, IT section is involved in LAN & WAN
maintenance, Hardware & Software assets maintenance, new IT related procurement and all
other miscellaneous tasks related with these activities and all type of IT support Is being given
by C.O. & Zonal IT team to all MSETCL users.
5) It is evident from above list of works currently carried out by IT section both at C.O. & Zonal
level that they are capable to implement and maintain any new software system still working
at their respective current working locations. Considering nature of IT systems and current
trends in technology, it is precisely possible that IT team can carry out all their tasks with same
efficiency and attention without need to be present at centralised location at Corporate
Office.

6) In addition, IT personnel are residing at their respective Zone office locations for past few
years and settled with their homes in these cities. Also they are settled with educational
needs of their children and all other needs of their families in their locations. Shifting all these
engineers with their posts relocated to C.O. will disturb their family lives permanently. It is to
add that they can give their 100% performance while residing at their respective locations, as
they would not be burdened with shifting their families to C.O. location permanently.

7) Besides IT team is happily ready to be at C.O. on deputation for any specific period as and
when required for implementation of any newly launched projects. Also later on they can
move to their original Zone office locations once C.O. level projects implementation work is
completed and when it requires to implement these products in their respective zones.

8) As such it is requested to retain posts of System Analyst & Programmer working at zonal IT
sections to their respective zone offices only. It is assured that they can work upon any
projects being assigned to them from their respective zone office locations & also can be
deputed at C.O. for any specific period that may require their personal presence at C.O.
centralized location.
