Introduction:
This project intends to introduce a new evaluation metric that a Doctorate of Philosophy has to
pass in order to instruct undergraduate courses in universities of Pakistan.
A teacher is an individual whose influence goes beyond the bounds of a classroom. He or she is
the one to grant developmental perspective to the students. Being a role model for students a
teacher has the dire responsibility to mutually work with students to pave way for a successful
life.
Undergraduates are one of the most important assets of a country especially a developing
country like Pakistan. At this point students are in the phase of their life where the brain works
most effective. The stronger are the concepts, the greater is the zeal to develop new concepts,
invent new things, hence a major role in development and stability of the country.
Undergraduate course is the base of any career, hence it must be passed without any doubts
and misconceptions in order to apply the knowledge in practical life.
Though a Doctorate of Philosophy has gained a lot of knowledge throughout his life, it’s not
necessary that he/she has the ability to convey the knowledge to his students. Although he can
be a very good researcher, it’s not necessary that a good researcher is a good teacher.
Due to large number of complaints by undergraduate students about their teachers, the
investigating team tends to introduce an evaluation metric which a Doctorate will have pass in
order to attain his/her teacher license.

Statement of Problems:
Universities of Pakistan have always provided a platform where students are allowed to grow
and come out of their shells. The goal of these Institutes is to ensure the best standard of
education and diminish the gap between students and teachers so that they can interact and go
beyond the typical lectures representing a deeper level of thinking. Most of the students who
come to these universities depend entirely on the teacher trusting their knowledge and
expertise.
However, most of the instructors at these institutes are doctorate of philosophy who after
going so deep in a higher level of education are estranged to the basic level of education
comprehensible for a Bachelor’s student. A survey was taken from students of GIK Institute to
investigate the problems they face due to this dillemma. Students were asked to keep in mind

their favorite teacher and answer the questionaire accordingly. 68% of students thought that
interaction with a teacher was the foundation of a student teacher relationship.The survey
revealed that the increasing number of researches was increasing the communication gap
between students. It was concluded that inspite of having such qualified instructors 73% of the
students resort to online videos.
Coming into the profession of teaching without a foundation results in problematic conveying
of knowledge consequently decreasing the standard of education of these institutes. This in
turn hinders students’ academic prowess demoralizing the students to such extent that even
the diligent students aquiring a casual attitude just like that of any other typical student. This
has ultimately lead to students seeking other options for learning which effects the credibility
of these universities.

Objectives:
The objectives of the plan are as following:
! Introducing a new evaluation test for the doctors of philosophy adopting teaching
profession and establishing a better education system in the universities.
! Ensuring the diploma to be awarded on merit basis consequently making certain that no
teacher receives the diploma through unfair means.
! Guaranteeing the uniformity in professional attitude and behaviour of the teacher hence
student’s learning capabilities are not adversely affected by provided learning
environment.
! Making the diploma a compulsion thus surety of passion and aptitude of teacher is
guaranteed.
! Making sure that the diploma helps in the reduction of communication gap between
teacher and students.
! Making sure that the diploma ensures the alleviation of education standards on university
level.

Plan of Action:
The proposed project aims to target and achieve the objectives discussed in the previous
section by proposing a 2-year plan of creating an evaluation system for PHDs in Pakistan before
getting a license of teaching.
Proposed organization Name: PAKISTAN TEACHERS EVALUATION (P-TE).

The project will go through the following steps to ensure professional and well managed
protocol:

Registration:
• Affiliation of the proposed organization with HEC, under the banner of their faculty
development program.
• Obtaining the legal rights to run the organization under the name “PTE”
• Authorization license from the “ORGANIZATION REGISTRATION ACT 1860”.
• Approval from “VSWA” under the “Trusts act 1882”

Area Acquisition:
• Selection of area for the head office building of the organization, in the vicinity of HEC
building in Islamabad.




• Acquire license for the commercialization of the building while ensuring no hindrance
or trouble to the civilians.
• The building will accommodate the main management of the program in the cabins
built to provide easy access to the applicants.
• The building will consist of the examination halls to prevent from havoc in finding
centers at the time of the test.



Recruitment:
• Advertise the recruitment campaign through social media and distribute flyers
throughout the country.
• Recruit a panel of officials including:
-HEC recognized university teachers to judge the teaching skills.
-Research analysts to analyze the command of the applicants on their subject.
-Phycologist to judge the nature of the applicant and interpret the level of impact they
will leave on their students.
• Conduct seminars in view of training the newly appointed staff.

Letters to institutions:
• Letters will be sent to All Pakistan private and government institutions to inform them
about the compulsion of the Pakistan Teaching Evaluation Test for their PhD Professors.
• The formal letter will contain HEC accreditation with P’TEC (Pakistan Teaching
Evaluation Commission).
• All PhD s will be required to take and pass P’TEC TEST in order to further
continue their profession of teaching.
• All the details of the organization action plan will be attached to the letter.
• PTEC will always welcome suggestions and queries from its audience.

Monthly check:
• HEC surprise visits will make sure that P’TEC (Pakistan Teaching Evaluation Test) is on
track and working according to the plan.

Transport system:
• The transportation of the institute professors will be facilitated by the P’TEC (Pakistan
Teaching Evaluation Commission) organization.
• The official transport form will be submitted online by the Applicants.

Test for new PhD and existing PhD


• Existing PhD’s not under the affiliation of any institution and with no teaching
experience will be able to apply online and get the test dates accordingly.

Bi annual tests
• Tests will be conducted twice a year in the organization branches all over Pakistan.

Department for license


• Official Diploma of PTEC (Pakistan Teaching Evaluation Commission) will be issued to
the candidates who qualify for license by department of P’TEC and HEC.

Institution working:
The principles of working for the institution are as follows:

1. Admission:
• Every teacher of Pakistan will be able to get admission.
• Upon admission, complete data of the individual will be collected including the attested
degrees from HEC.
• Every PHD willing to work as an instructor in Pakistani university will first need to get to
pass the diploma for teachers (DFT) level 1, by P-TEC. Level 1 will be of 1 month,
compulsory for new PHD teachers to start their teaching.
• Teachers other than PHD’s will be able to join for their self-development and love for
teaching. Induction in any Pakistani university as a professor is only applicable through
HEC.
• Preliminary test for new comers.
• There will be no grading policy, either a teacher will pass or fail.
• In order to pass the test candidates must obtain at least 3 points in each rubric.
• Repeaters will receive fee waiver 20 % for 2nd attempt, 10% for 3rd attempt and 0% for
further attempts.
2. Training sequence:
• 4 weeks training for (DFT) level 1. Core Objective of this part will be to build strong
foundation in teaching skills and awareness of upcoming challenges in the desired field.
• 4 weeks of (DFT) level 2 simultaneously with teaching.

• Completion of level 1 and 2 will lead to highest honored teacher award of P’TEC.
• Surprise visits in the universities by HEC will assure quality of teaching.
• Questionnaires and surveys will be conducted through “faculty development” program.
• Weekly quizzes and online activities.

Candidates with the diploma may or may not attend this session of training. Objective of this
session will be to help teachers overcome their weaknesses and further train them for
achieving highest honored teacher award of P’TEC.

Management Plan:
The management plan has been concocted in a specifically strategic manner to ensure that the
project serves its purpose while ensures an efficacious and optimal resource investment. The
project will be overlooked by Mr. Jihan Sikander currently serving as the Director in HEC Faculty
Development program. Mr. Faheem Khan, currently serving as the Project Head is the
candidate for the Organization Head.
The project has been divided into four distinct phases based on sequent time frames and
nature of their respective actions.

Phase I:
Budget breakdown for registration:
1) Registration of Name and obtaining its legal rights to run under the name of PTE
“Pakistan Teachers Evaluation”.
2) Expenditure of approval from the government organizations, and the legal procedures.

The time limit of Phase 1 is projected to be approximately 2 months whereas the overall
cost for this phase rounds up to 45 hundred thousand PKR.

Phase II:

The time limit for Phase 2 is projected to be approximately 8 months where the area allocation
and construction are planned to work simultaneously with the recruitment process. The overall
cost for this phase sums up to 24,200,000 PKR.

Phase III:
Budget breakdown for administration and intendance of the institute:
1) Publicizing the new law for Doctor of philosophies to attain a special teaching license in
order to pursue a teaching career.
2) Sending letters to all institutions from HEC to assure that all existing PhD’s should
undergo the devised examination criteria before continuing their careers.
3) Maintaining a continuous check on the institutions in view of the implementation of the
said laws.
4) Expenditure for running the institution
5) Create a transport section in the organization, to be used for the selection team to reach
the desired institution so that they may review the PhD teachers associated with the
institute.
6) Conduct an evaluation test every 6 months for new PhD’s or those not working under a
specific institution.
7) Operate and manage a proper licensing system, while financing the costs for the
machinery and qualified workers required.

Phase 3 is projected to complete in 3 months, after which the organization will be in operation.
The total cost adds to approximately 19,550,000 PKR.

Phase IV:
Budget breakdown for the special teaching course intended for the rejected candidates:
1) Devising a curriculum for the course which aligns with the objectives of the organization.
2) Recruit teachers accredited by the Varkey Foundation under the Global Teachers list.
3) Managing the online courses, and the specialized equipment required to coordinate
them.

The total estimated expenditure of the project is 57,850,000 PKR, while the yearly comprising
of the management, maintenance of equipment, and salaries of the staff is 25,350,000 PKR. The
combined initial cost for the project is 57,850,000 PKR to be funded by the government along
with the International Varkey Foundation in view of increasing the standard of teaching in
Pakistan.

The license fee for the convened examination matrix is 11000 PKR, while that of the biannual
tests scheduled at the PTE office will be 6500 PKR. Similarly, the course fee would lie between
4000-6000 PKR, but the fee package is flexible to any changes in the long term. Though, the
organization is non profitable, but it will generate a revenue of 15 hundred thousand PKR
according to an assumption based on an article by Daily Times that the number of PhD’s in
Pakistan annually is 6700, while that who opt for teaching profession are more than 63%.

Thus, the annual budget required from HEC to the organization is 23,850,000, which can be
achieved if the government increments the annual HEC budget by 0.195%, and make it from
102.5 billion to 102.7 billion.

Conclusion:
In conclusion, the primary of goal of this project is to ensure that there should be no
communication gaps between the students and the teachers, so that the undergraduates don’t
resort to others ways of learning and that the quality of teaching is maintained in the
institute/university. Furthermore, the project ensures to outlay the fact that teaching is not the
name of knowledge that a teacher has, but rather is a very rare art.
With steps such as going through an evaluation test of the teaching methods of the Doctorate
of Philosophy can assure the minimization of the communication gap, whilst a quality
evaluation makes sure that no biased license has been granted.
The initiation of this project is to begin on the 15th of April, 2019 and surely it will redeem the
future of the undergraduates lying in the hands of their teachers.
