1. What is ICP Beian License?

Internet Content Provider (ICP) Beian License is a type of license issued by the Ministry of
Industry and Information Technology (MIIT) in the People's Republic of China to websites that
are hosted in data centers of Mainland China. It is essentially a license-to-operate for your
website. The purpose of the Beian licensing is to prevent web activities that infringe Chinese
laws. For companies that want to better serve their Chinese customers and thereby hosting
their content in Chinese data centers, the license is a must-have. Failure to comply will result
in the inability for you to host your website content either on a Content Delivery Network (CDN)
or server in Mainland China.

1.1 Who is qualify to apply?

ICP Beian License are applicable to companies that are legally registered within the Mainland
China. It is available to Wholly-owned Foreign Enterprises (WOFE), Joint-Ventures (JV) and
also wholly-owned Chinese Enterprises but not Representative Offices. If you have either type
of Chinese entities aforementioned, Twinova could help you to apply for an ICP Beian License
via the Direct Process.

If you do not have a registered entity in Mainland China, Twinova could act as a Proxy (middle-
man) to help you secure a valid ICP Beian License for your website domain (e.g.
exampledomain.com). Alternatively, you could nominate a domestic Chinese partner and
Twinova would apply the ICP for your website domain using the the said partner’s company
information via the Direct Process

2. Proxy Process

2.1 Who is this for?

The Proxy Process is for companies that do not have a registered entity in Mainland China.

2.2 How does it work?

Twinova act as the middleman and we apply the ICP on your behalf for your website domain.
We will submit the application with the documents of our company to the MIIT and once the
ICP Beian License is granted to your website domain, we will issue you an ICP Beian number so
you could use it on Chinese CDN or servers.

2.3 The Procedure

2.3.1 Standard Procedure

The Standard Procedure for the Proxy Process is as follows:

1. You provide Us the Domain Name

2. You make the payment to Us
3. You change the domain registrant name to our company name
4. You shutdown web traffic from China to your domain name.
5. We submit the application to the MIIT
6. MIIT approves and issue an ICP Beian License number

Please NOTE that you will be able to change the domain registrant name back to your original
name once the ICP Beian number is issued. Item 3 and 4 abovementioned needs to be
complied while the ICP Beian application is in progress.

2.3.3 Special Procedure

The Special Procedure is for customers who could not either perform 1) Shutting down web
traffic from China to their domain name (namely because there’s already significant traffic to
the domain) and/or 2) Changing the domain registrant name to our company name.

In cases like this, we will trigger the Special Procedure, whereby we will secure the ICP for
your domain name without shutting down the website and/or changing the domain registrant
name to our company name.

2.4 Duration

The duration for the Proxy Process is approximately 2 to 4 business days at Twinova and 8 to
20 business days with the MIIT. In total, you would be looking at 10 to 24 business days.

2.4.1 Fast-Track Option

For the Standard Procedure, we have the ability to expedite the ICP Beian Application duration
at the MIIT to the same day (within 8 hours). This option is advantageous for customers who
could not afford to have the website shut down for a long period of time or are under time
pressure to launch the Chinese site before a deadline. The Fast-Track Option is subjected to
availability and additional fees.

2.5.3 Annual Fee

The Annual Fee (paid starting from second year) is an additional fee to keep your ICP license
valid throughout the year. The annual fee pricing is 350 USD per year for the Proxy Process.
3. Direct Process

3.1 Who is this for?

The Direct Process is for companies that either has a Wholly-owned Foreign Enterprise (WOFE),
Joint-Venture (JV) or wholly-owned Chinese Enterprise registered in China. It is also
applicable to companies that would like Twinova to work with one of their appointed
companies with an eligible registered entity in China.

3.2 The Procedure

3.3 Important Steps Explanation

Some of the Steps above warrant for some more explanation, please read on to understand

3.3.1 Provide Preliminary Information

For the Preliminary information, we would need you to provide the following:

1. Company Chinese Name

2. Company Registered Province
3. Domain Name
4. Domain used for China Hosting or CDN?
5. Company Business Certificate

3.3.2 Preliminary Assessment

Based on the Preliminary Information you provided we will assess the nature of your registered
entity and website (along with the domain). We will conduct a telephone call with you to
determine your situation. You will either fall under the following either type of procedures:

• Normal Procedure
• Special Procedure EZ
• Special Procedure DF

3.3.2.1 Normal Procedure

Normal Procedure applies to domain that are either new (thus no content) or you are willing or
able to turn off website access to prevent Chinese visiting IPs from visiting your website during
the ICP Beian Application period.

3.3.2.2 Special Procedure EZ/DF

If you could not turn off your website while the ICP Beian Application in progress, we will need
to assess your current provided information and determine if you could qualify for the Special
Procedure EZ or Special Procedure DF. The former would be easier whereas the latter is much
more complicated.

3.4 Duration

The duration for MIIT to approve your ICP Beian Application is around 8-20 business days.
Before submission to the MIIT, Twinova and your China contact will prepare the necessary
documents and materials. The duration of this preparation stage correlates to how long it
