Scenario The Quality Building Award (QBA) is a biennial award giving public recognition to

buildings of outstanding quality that demonstrate outstanding teamwork. The provision of


quality buildings is an essential ingredient of a prosperous and modern society and QBA aims
to promote a collective commitment by the building industry to maintain the highest standards
of professionalism and competitiveness.

QBA is jointly organized by nine professional organizations in Hong Kong (in alphabetical
order):

The Hong Kong Institution of Engineers - Building Division (HKIE – BD)


The Hong Kong Construction Association (HKCA)
The Hong Kong Institute of Architects (HKIA)
The Hong Kong Institute of Construction Managers (HKICM)
The Hong Kong Institution of Engineers (HKIE)
The Hong Kong Institute of Housing (HKIH)
The Hong Kong Institute of Surveyors (HKIS)
The Hong Kong Quality Assurance Agency (HKQAA)
The Hong Kong Chapter of International Facility Management Association (IFMA - HK Chapter)
The Real Estate Developers Association of Hong Kong (REDA)

QBA is open for nominations under the Nominated new building must be a single independent
following six categories: 1) Hong Kong structure not part of a complex containing other

6) Building Outside Hong Kong Nomination must be outside the territorial limits of the
(Regions outside Mainland China, Hong Kong Special Administrative Region and the
Taiwan & Macau) Cross-strait Region, including Mainland China, Taiwan
and Macau.

As the Project Manager of a building contractor specialized in Design & Build contracts, your
Directors' Board is eager to gain the award for improving the public image of the company.

The following projects are shortlisted by the Board. You are instructed to lead a team for
preparing the nomination package for either ONE of the shortlisted projects.

(A) Commercial Building

Location: Site 4 in new Central harbour front, Hong Kong

Feature: Commercial site with site area of 0.93 hectares and maximum GFA of 7,500
square meters

(B) Residential Estate

Location: Kowloon Island Lot No. 6532, Lung Cheung Road, Hong Kong

Feature: Low density residential estate with maximum GFA of 10,812 square meters and
with height limit

(C) Waterfront promenade

Location: Site 4 in new Central harbour front, Hong Kong

Feature: Waterfront promenade with plazas, viewing platforms; open space zoning with site
area of 9.87 hectares and maximum GFA of 480 square meters

(D) The New Taipa Ferry Terminal

Location: Taipa, Macao

Feature: A turbojet ferry terminal serving 100 flights per day, with commercial facilities
including shops, banks, restaurants, casino receptionists and travel agencies.
Outcome 1 - Understanding the application of processes involved in the design of
complex construction projects

1.1 Prepare a "Project Brief & Introduction" to show QBA Jury your evaluation of the
effectiveness of design processes from conception to handover of your project being
nominated.

Answer Criteria
Evaluate the effectiveness of design processes from conception to handover for a specified
project brief. (1200 – 1500 words)

1.2 Critically evaluate the effectiveness of adopting the main contractual procurement
arrangement in your project.

Critically evaluate procurement arrangements for a specified project brief. (1200 – 1500 words)

1.3 Present to the Jury a stakeholder plan including roles, responsibilities and relationship
management of your project.

Produce a stakeholder plan for a specified project brief. (1200 – 1500 words)

1.4 Present to the Jury your BRIEF Health & Safety plan for the construction works.

Produce a Health & Safety plan a specified project brief. (1200 – 1500 words)
Outcome 2 - Be able to produce sustainable concept solutions
2.1 Show the Jury your analysis of the design issues including the (a) Client Needs and (b)
Design Constraints in your project. You may consider the following factors:

i) legal
ii) budgetary
iii) spatial context
iv) operational analysis
v) user analysis

Answer Criteria
Analyse specific design issues presented by the project brief. (1200 – 1500 words)

2.2 Show the Jury your justification of proposing the structural form and finishes. You shall
consider at least FOUR of the following factors:

i) functional requirements
ii) shape and form
iii) scale
iv) proportion and aesthetics
v) technologies vi) systems
vi) construction methods viii) environment impacts

Justify proposed structural form and finishes. (1200 – 1500 words)

2.3 Show the Jury your assessment on the sustainability of the conception solution. You shall
consider at least FOUR of the following factors:

i) passive approaches
ii) renewable
iii) low carbon
iv) intelligent technology
v) sustainable materials
vi) facilities management
vii) in-use and end-of-use strategies

Answer Criteria
Assess the potential sustainability of the conception solution. (1200 – 1500 words)
2.4 Present to the Jury your sustainable concept solution to meet the requirements of the
project. You shall produce examples for at least THREE of the followings:

i) a brief 2-D, 3-D drawings and illustrations


ii) application of industry standard software
iii) value engineering iv) Building Information Modelling (BIM)

Produce a sustainable concept solution to meet the requirements of the brief. (1200 – 1500 words)
Outcome 3 - Be able to produce sustainable design solutions
3.1 Show the Jury your development of a safe and sustainable design solution. You may
produce at least FOUR of the following items:

i) design programme (interdependence of design activities, information flows, reducing


design iterations, timelines and milestones
ii) detailed structural, architectural and service 2-D and 3-D drawings and illustrations,
by using industry standard software;
iii) specifications;
iv) procurement strategies;
v) project administration;
vi) health, safety and welfare issues including legislation, e.g. Chapter 59 FIU
Ordinance & Regulations;
vii) design stage risk assessment;
viii) strategies to avoid, reduce or mitigate risk

Answer Criteria
Develop a safe and sustainable design solution for a specified project brief. (1200 – 1500 words)

3.2 Show the Jury your evaluation on the buildability of the final design solution. You shall
consider at least FOUR of the following factors:

i) for client needs;


ii) benchmarking for sustainability potential;
iii) embodied energy;
iv) adaptability;
v) flexibility;
vi) value for money;
vii) Building Information Modelling (BIM)

Answer Criteria
Evaluate the buildability of the final design solution. (1200 – 1500 words)
