Mechanics for the 16th BSP-DepEd Oratorical Contest

22nd NATIONAL STATISTICS MONTH (NSM)

Objectives: 1. Promote and enhance nationwide awareness and appreciation of the importance and
value of statistics to the different sectors of society; and

2. Elicit cooperation and support of the general public in upgrading the quality and
standards of statistics in the country.

NSM Theme for 2011:

English : “Quality Social Protection Statistics for Focused Targeting: Improving Outcomes,
Changing Lives"

Filipino : “Kalidad na Estadistika sa Pangangalagang Panlipunan: Pagpapahusay ng Gawa,

Pagpapaunlad ng Buhay”

MECHANICS OF THE CONTEST

A. Qualified Contestants

Any 4th year high school student from any Philippine high school, whether private or public, in the
National Capital Region (NCR) duly recognized by the Department of Education (DepEd).

B. Topic
The topic shall be in line with the objectives and broad theme of NSM. The oratorical piece shall be
delivered in Filipino for a time limit of 6 to 8 minutes.

C. Division of Responsibility

The DepEd, through the DepEd-NCR, shall disseminate the invitation and contest information and
guidelines to all public and private secondary schools in the NCR, at least two (2) weeks prior to the
deadline of the submission of applications. It shall likewise supervise and coordinate all the related
activities in various schools including the selection and distribution of prizes. To ensure a uniform system
for choosing the finalists, a DepEd representative from the NCR will attend and monitor the selection
process at the division level. The DepEd will provide the BSP with soft and hard copies of the division
winning pieces.

The BSP shall coordinate, supervise and manage the NCR finals. In case a finalist cannot make it to
the finals due to meritorious reason after the names of the finalists have already been submitted to BSP,
the division second placer will replace the said finalist provided that the BSP is informed at least three
days before the finals.

D. Schedule

The parties shall adhere to the following schedule of activities:

E. Prizes

1. Winners shall receive the following prizes:

First Prize P 25,000 + trophy; trophy for school

Second Prize P 20,000 + trophy; trophy for school
Third Prize P 15,000 + trophy; trophy for school
Consolation Prizes (14) P 7,500 + plaque

2. Other Incentives:

Trainers of the 1st, 2nd and 3rd placers will receive cash prizes equivalent to 30 percent of the
prizes of the winners. Trainers of finalists with consolation prizes in the finals will receive
P3,000 each. All contestants and trainers for the finals will be given certificates of
participation.

3. Subsidy:

Each of the 16 divisions and 1 regional science high school in the NCR will be given subsidy.

F. Judges

Judges with varied but relevant expertise and backgrounds (e.g., speech and drama, statistics,
education, mass communication, banking and finance) shall select the winners in the division level.
For the finals, the BSP and DepEd shall invite three (3) prominent and reputable persons with known
expertise in the fields of speech, drama, statistics, education, mass communication and /or related
disciplines to act as judges. Aside from the three, the BSP and the DepEd shall assign two (2) other
judges – one senior official each from the BSP and the DepEd – to represent the respective agencies in
the Board of Judges.

 The Board of Judges reserves the right not to award prizes if they deem the contestants do not
meet the competition standards. The decision of the Board of Judges in all aspects of the competition
shall be final.

G. Criteria for judging

The criteria for judging the contest will be based on substance or content of the piece, delivery,
and stage presence. Contestants must strictly observe the time limit of 6 to 8 minutes to avoid penalty
deductions from their overall scores.

1. Substance - 50%

This includes:
♦ Relevance of Topic To or Focus on the Theme
♦ Originality/Creativity
♦ Rhetorical Organization
♦ Grammar

2. Delivery - 40%

This includes:
♦ Quality of Voice
♦ Diction
♦ Fluency/Mastery of the Speech
♦ Pronunciation

3. Stage Presence - 10%

This includes:
♦ Stage Poise
♦ Gestures
♦ Appropriate Use of the Stage

4. Time Limit: 6-8 minutes

Each contestant will be given 6-8 minutes to speak. Time starts from the moment the
contestant speaks and ends at the time that he/she takes a bow. A contestant whose speech is
shorter than the minimum requirement of 6 minutes as well as those who exceeded the maximum of
8 minutes will get a deduction of one (1) point from his/her total score for every minute or a fraction
thereof in excess/deficit of the allotted time.

H. Dissemination

The announcement of the oratorical contest will be posted both at the BSP and DepEd websites.

The BSP reserves the right to use the name of the contestants and their entries for free in any
broadcast, telecast or print medium. The contestants also grant the organizers the right to circulate
the contest pieces as deemed fit.
