SUBJECT GENERAL GUIDELINES FOR THE PILOT IMPLEMENTATION OF


MOTORCYCLE TAXIS

SECTION 2. BASIC GUIDELINES : In order tc ensure the efficiency of the pi lo t


implementation, the TWG formulated the following basic guidelines:

A. Areas of Implementation. The pilot implemen tation will ru n within Metro Manila and
Metro Cebu.

B. Safety Requirements. Both the rider and passenger must comply with safety gea r laws.
In addition, the following measures shall also be strictly implemented and followed :
a. Rid er shou ld be equipped with helme t and reflectorized vest with relevan t
Motorcycle Taxi branding and identification card which includes the rid er num ber;
b. Passenger should be equipped with reflectorized helmet;
c. Only helmets with Philippine Standards (PS) or Import Commodity Clearance
(ICC) helmets shall be allowed;
d. Ride r must wear a body or vest-based strap or belt that can be held by the
passenger to remain stable in case tl1e passenger is uncomfortable holding the
rider's waist;
e. Riders shall drive no faster than 601<ph along any road wh ile on duty, even if the
speed limit permits higher speeds
f . Riders shall observe speed limit in all roads such as schools , churches, markets;
g. Riders shall abide by all availa ble traffic rules and reg ulations;
h. Rider needs to observe maxim um payload of the motorcycle;
1. Riders shall ensure that motorcycles are routinely maintained and all safety gear
are in good co ndition;
j. Riders mu st wear proper uniform e.g. pants and shoes; and
k. Rid ers shall only be allowed to serve ten (10) hours a day, or as prescribed by the
LTFRB.

C. Data Sharing
a. The Pilot Implementation should run on a Motorcycle Ride Hailing app-based
platform;
b. The participating ride-hailing platform for the pilot implementation must, on a
monthly basis, submit raw data on the foll owing:
i. Road crashes and compla ints from passengers;
ii. Collation of service feedback from passengers;
iii. Any data on trips, kilometers travelled, fares collected, as determined by
the DOTr; and
iv. Metro Cebu pilot implementation will gather data for mountainous and rural
areas to determine best course of action for motorcycles-for-hire specific to
those locations.
c. Have access to a feed back mechanism for both rider and passenger to raise

b. Motorcycle Specifications:
i. 100-200 cubic centimeter (cc) conventional engine displacement
ii. Allowable build types include: underbone , scoote r, business motorcycle
models only. No aggressive sport, off-road or enduro bikes .
iii. Pillion seat and foot pegs must be in good condi tion, and exhaust pipe shall
be insulated . Any modifications made shall adhere to the LTO standa rd;
and
iv. No modifications lo engine, air intake , exhaust, or wiring.

c. Bookings. All bookings shall only ~e made within and via the app platform.

d. Passengers, among other things, must:


i. Comply with proper safety gear requirements ;
ii. Passenge rs to seat front-faci ng only;
iii. Riders may refu se passengers that are in the influence of alcoho l, PWDs'
who cannot hold on safely as passenger, children seven (7) year old and
below; and
iv. Safely secure the hand-carry bag .

SECTION 4. TERMINATION. The TWG may recomme nd for the termination of the pilot
implementation upon assessment of the operations.

SECTION 5. EFFECTIVITY. The Pilot Implementation for the Motorcycle Taxi shall take effect
one (1) month after the approval of the Secreta ry, provided th at the Information Education
Campaign (IEC) has been properly executed.
