1. INTRODUCTION
Proposed Construction of Integrated Justice Centres is one of project under Judiciary of
Tanzania which is intended to be built in six different regions having a purpose of ensuring
the justice system is accessible, modern and fit-for-purpose. The project will be financed
by the World Bank. Similar units will be built in Morogoro, Dar es Salaam, Dodoma,
Arusha and Mwanza.
The following method statement will briefly elaborate all the scope of work intended to be
done in Morogoro site located at Kihonda, Plot no. 430, Block G.

2. SCOPE OF WORKS
The scope of work for the Construction of Integrated Justice Centre in Morogoro includes
Construction of Justice Centre Building, two Guard House, Power House and Food Point.
Apart from that substantial amount of external works and services have been included as
part of the facilities to be provided for the centre.
Hereunder are the scope of works;
2.1. Justice Centre Building
It is a four storied building covering 1795m2 floor area. The building is designed in
such a way that the loads of the building are carried by its frame that is to say loads are
being transmitted from the roof to the roof beams to columns to intermediate beams
and ground beams up the foundations. The wall are non-bearing walls having a steel
truss roof structure covered with resin coated Aluminium roofing sheets. It has
hardwood doors and Aluminium windows with polished and unpolished porcelain floor
tiles, internal and external plastered and painted walls and mineral fibre suspended
ceiling.
2.2. Guard House Building
It is a single storied building covering 32m2 floor area. The main frame of the building
is based on load bearing block walls with treated timber roof structure covered by Zinc
coated aluminium roofing sheets. It has hardwood doors and Aluminium windows with
polished and unpolished porcelain floor tiles, internal and external plastered and painted
walls and gypsum ceiling board finish.
2.3. Power House Building
It is a single storied building covering 47m2 floor area. The main frame of the building
is based on load bearing block walls with treated timber roof structure covered by Zinc
coated aluminium roofing sheets. It has metal welded grilles doors and the floor are
cement sand screed finish with the three coat of wash and wear silk emulsion paint wall
finish.
2.4. Guard House and Food Point Building
It is a single storied building covering 167m2 floor area. The building is designed in
such a way that the loads of the building are carried by its frame that is to say loads are
being transmitted from the roof to the roof beams to columns to ground beams up the
foundations. The wall are non-bearing walls having a suspended horizontal suspended
roof slab. It has hardwood doors and Aluminium windows with polished and unpolished
porcelain floor tiles, internal and external plastered and painted walls and mineral fibre
suspended ceiling.
2.5. External Works
External works includes;
i. Roadworks, Parking and Landscaping
Roadworks and parking are of interlocking blocks covered in 2861m2 with about
568m kerbstones. Apart from that landscaping covers 2549m2
ii. External Surface Drainage System
Surface drainage comprise of the open channel made in trapezoidal shape covered
in 217m2 with the stone pitching of 372m2
iii. Fencing and Gates
Fence is made of 1140m2 block wall 230mm thick with the 259Nos. intermediate
columns covered with the weathered 520m coping. Having 3Nos. of 5000m x
2400m sliding gates.
iv. Partition wall
Partition wall is made of the block covered in 127m2
v. Flower box
This is made of 230mm wall covered in 104m2 with approved grass plant species
of 22m2 established at 150mm centres both ways.
vi. Ramps
Ramps are made of 150mm thick concrete with a slope not exceeding 15 degrees
from horizontal having 230mm wall to its sides with a rough stones tiles finish and
95m mild steel hand rail.
2.6. Service installation
Under services there are;
i. Electrical Installation
All buildings have been provided with separate distribution boards, socket outlets,
lights and light fittings complete with cabling.
The main power supply is connected with 120mm2 cable and one LV panel. It also
has 200kVA Transformer and 160kVA generators to be provided.

ii. Plumbing and Fire Fighting Installations


Complete water reticulation systems with firefighting and water pumps to be
provided.

iii. Air Conditioning Installations


29 number split units have to be installed ranging from 12,000 BTU/hr and 30,000
BTU/hr.

iv. ICT and Security installations


This comprises of cctv surveillance system, 2nos. of heavy duty manual operated
vehicle barrier complete with cabinet, sensors and boom arm. Also having public
addressing systems such as 62nos. ceiling mounted speakers with wireless
networks, internet and phones.

v. Lift installations
Lift is designed in such a way that it can carry 8 passengers with 640kg having a
nominal speed of 1.6m/s with a vertical travel distance of 20m.

5. CONSTRUCTION METHOD
5.1. Site Clearance and Excavations
Site will be cleared manually, however if needed we will hire a Bulldozer or wheel
loader to clear the site. All debris will be stockpiled and cleared by the wheel loader
and disposed. All trees for demolition will be cut down, grubbed and removed.
Excavation for foundation will be carried out manually only as the depth is not deep for
machine excavation.
5.2. Setting Out and Substructure
After site clearing and grubbing, the surveyor will establish levels and set out the
building. Site levels will be determined to establish the bench mark and floor levels.
Excavation for the foundation and footings will be carried in accordance with the
drawings. All excavated sides will be protected from collapses and if necessary, all
trenches and pit will be kept dry by removing any excess water by pumping. Temporary
control points will be provided for checking levels and dimensions of the structure.
Excavation works can only start after the approval by the Engineers.
5.3. Concrete for Foundations
Prior to any concrete works, Concrete mix design will be prepared and submitted for
approval. All concrete works will be done in accordance with specifications and
drawings. Concrete will be mixed in a concrete mixer in accordance with its grade and
mix design. Before concrete is supplied to site, reinforcement and formwork will be put
in place, checked and approved. Spacer blocks will be provided and checked. All
spacing of reinforcement will be checked and approved. An inspection report will be
prepared and submitted for approval.
Concrete will be transported by wheel barrows to the site. Adequate precaution will be
taken to avoid any separation.
Concrete will be poured in the pit or column as recommended and specified in the
technical specification. All concrete will be vibrated using concrete vibrator pokers of
the different sizes. Concrete cube samples will be taken for testing.
All formwork will be properly fastened and approved before any concrete is poured.
5.4. Reinforced Concrete frames, Beams, Columns and Walls
Similar procedures for reinforced concrete used in the substructure. However, there will
be quality control on the reinforced concrete works to meet the specification and
standards required on the project. Adequate precaution and control will be provided
during the construction of the formwork to meet the quality assurance on the project.
All vertical forms will have proper braces to align the forms to give its shape. All insert
for the pipes and for the electrical connections will be in position before any concrete
is provided.
Before any concrete is provide, an inspection report will be prepared for all concrete
works to confirm the routine checks and inspection of reinforcement, formwork,
spacers, spacing and the accuracy of formwork. No concrete will be provided before
any prior approval and acceptance.
All poured concrete will be in accordance with the drawings and details, concrete cubes
and slump test to be taken to check concrete quality.
5.5. Block walling:
All blocks will be fabricated and tested before they are used on site for quality assurance
on the project. Blocks provided will be in accordance with the drawings and technical
specifications provided. Most of the blocks required are to be used for the infill between
the frame structures.
5.6. Roofing:
All buildings are roofed with treated timber and 26g pre-painted aluminium IT5
profiled roof sheets, installation of PVC gutters and Ø100mmare PVC downpipe fixed
to the fascia after the roof construction is completed. Construction of the roof will be
carried out by experts and will in accordance with details and specification of the
project.
5.7. Doors and Window:
All hardwood doors hardwood frames, architraves and beadings will be fabricated in
our joinery workshop and sent to site. Sample doors will be made for approvals before
they are sent to site. They will be inspected for its quality assurance for sapwood, knots
and any defects. The doors will be made from the seasoned and dried timber. All
samples of ironmongery will be submitted for approval before they are fitted on doors.
All windows are aluminium windows and they will be prefabricated before it is fixed
on site. Sample windows will be provided for approval.
All metal grills for doors and windows will be made off site by a fabricator. They will
be checked and approved for quality assurance before it is fixed on site.
5.8. Finishes:
All internal plaster will be provided with 15mm cement sand plaster on cured walls as
per the specification while external plaster will be 15mm cement sand render. All
suspended ceiling will be provided with 12mm gypsum board ceiling fixed to treated
timber brandering spaced at 600mm will be provided.
All rooms will be provided with 40mm porcelain floor tiles except in the wet areas
where ceramic floor and wall tiles be will provided in accordance with drawings and
specifications.
All internal and external walls, suspended concrete and gypsum board ceiling will be
applied with 3 coats of either wash or wear or anti fungus weather guard paint as per
the specifications. Painting will be applied in three parts- first part as 1st coat to prime
and undercoat followed by wall treatment and final 2 coats of paint.
All timber works will be varnish and stained to specifications.
5.9. Plumbing and Drainage Installation
Plumbing and drainage Installation works will be carried out by our inhouse team of
Plumbers who have the expertise and skill in the plumbing and drainage installation
works.
During the entire period of the builder’s work, plumbing and drainage works will be
coordinated and adequate provisions will be made for the 1st fixed items.
Pre- inspection and site meeting will be organized to coordinate all construction work
activity with the plumbing and drainage pipe installations.
The following procedures will be in place for the plumbing and drainage pipe
installation works.
- Prior to starting any plumbing, drainage and mechanical installation, technical
information, brochures and samples will be provided for approval including any
test certificates.
- All works will be installed in accordance with the drawing, details and
specifications.
- At every stage of installation, inspection report will be prepared and submitted.
- On completion of the final fix, site testing of the entire installation will be
performed
Final testing and commissioning report will be provided. Supply, installation, testing
and commissioning of the plumbing, drainage and gas work installation will be checked
and conformed before the final handover.

5.10. Main Electrical Installation:


Electrical Installation works will be performed and carried out by our inhouse team of
electrical engineers who have the expertise and skill in the electro mechanical
installation works.
During the entire period of the builder’s work, electrical installation works will be
coordinated and adequate provisions will be made for the 1st fixed
Pre- inspection and site meeting will be organized to coordinate all construction work
activity with the electrical installation works.
The following procedures will be in place for the electrical installation works.
- Prior to starting any electrical installation works, technical information,
brochures and samples will be provided for approval including any test
certificates.
- All works will be installed in accordance with the drawing, details and
specifications.
- At every stage of installation, inspection report will be prepared and submitted.
- On completion of the final fix, site testing of the entire installation will be
performed
Final testing and commissioning report will be provided with all grounding readings.
Installation of main power supply to the distribution boards will be coordinated with
the local utility company TANESCO to provide permanent power supply to the site.
Supply, installation, testing and commissioning of the electrical will be checked and
conformed before the final handover.
5.11. External Works
As part of the scope of works, external works includes roads and parking area, soft
landscaping, incinerator, power house, drainage installation and plumbing works and
fencing will be constructed. This works will commence only after the main frame of
the building is completed and it is in the finishing stages in order to avoid overlapping
activities.
5.12. Site clearing and demobilization
On practical completion of the project the site will be cleared free of Contractor’s
debris, all temporary works removed and all rubbish accumulated on site will be
disposed.
The site will be levelled and cleaned prior to the practical handover of the project.
During the practical handover, all tests inspection reports, as built drawings, manuals,
brochures and keys to the doors will be handed over to the Client.

6. SUBCONTRACTORS
The only subcontractors to be used during the execution of the project will be for the electrical
installation who is domestic subcontractors and all the cost for the subcontractor’s
responsibility will be covered by the Main Contractor as it is part of the Salem Construction
Ltd branch of operations.

7. PLANT AND EQUIPMENT


The following plant and transport will be provided during the execution of the project. The
below list of equipment is part of the contractual requirement on the project.
7.1 10m3 Tippers – 3No:
Provision of three tipper trucks will be providing to haul sand, aggregates and remove
all surplus and debris from site.
7.2 Small Site Pickups - 3No:
three pick-up trucks will be will be provided for the project to facilitate the all
communication with site.
7.3 Concrete mixer (350litres) – 1 Nos:
One number concrete mixers of 350litres will be provided during the construction
works for the concrete works and located at the batching areas.
7.4 25mm and 40mm Vibrator Poker 2No:
25mm and 40mm Poker Vibrator will be provided for the project.
7.5 Plate compactor - 6No:
Plate compactor will be used for compacting all foundation and pipe trenches during
the backfill and rising of the ground level.
7.6 60KvA Generator - 1no:
One standby 60KvA Generator will be provided to compliment power cuts and
shortages on site.
7.7. Concrete Dumper - 5 No.
Five dumpers will be allocated on site to allow for the works and transport materials on
and within the site.
7.8. 10,000liters Water Bowser - 1 No.
Water bowser will be provided for the construction works on site.

8. HEALTH AND SAFETY ON SITE


All works shall be carried out strictly in accordance with H&S rules and regulations provided
by OSHA and CRB. (A detailed health and safety plan is enclosed). As part of the H& S plans,
the following management systems will be implemented.
8.1 Project Manager
Project Manager will be responsible for overseeing and execution of health, safety and
environmental planning procedures on site.
He will review H&S performances, line of communication and provide guidance and
training on weekly basis.
8.2 Project H&S Manager
He will be responsible for developing and monitoring the project H&S plan on regular
basis. He will also be responsible to asses all risks during the construction period and
take adequate measures needed on site to reduce all risk factors including create the
culture of health and safety.
He will also ensure only competent workers are employed on site, provide safety signs
and develop training programs.
8.3 Site Manager
He will be responsible in enforcement of H&S planning, participate in H&S meeting,
communicate with all supervisors and workers and develop a workable inspection
schedule on site.
He will also be responsible for effective housekeeping program, record keeping of any
accidents and training by example to demonstrate sincere attitude towards H&S
planning.
8.4 Supervisors
They are responsible on all element of H&S program and all instructions issued by the
Management for implementations.
They are responsible to educate workers or gangs on importance of proper tools and to
perform regular inspection and take actions in the event of faults.
They are responsible for on spot checks of tools to their workers and conducting daily
toolbox talk to ensure workers understand its importance. To ensure all operations are
carried by competent staff and train newly recruited persons on the H&S activities.
They are responsible for the investigation of any accidents, losses and report to the
management.
8.5 Skilled and Unskilled workers
The responsibility of all skilled and unskilled workers includes
- Following all instructions in the H&S program
- Understanding of job safety awareness (JSA) and its associated hazards and
risks
- Wearing appropriate personnel protective equipment (PPE) at all times
- Conducting safety self-assessment procedures
- Participate in the daily tool box talk and review JSA on site
- Report all accidents and losses to his supervisor.
8.6 H&S Competence Requirement
8.6.1 Fitness and Trade competency
All workers are required to be medically fit and certified.
All personnel required to operate the equipment or transport must be competent,
tested and have approved license to operate.
8.6.2 Employees induction program
All employees shall attend mandatory H&S induction program carried out to
educate workers on risks and potential hazards while working on site. Induction
shall also stress on the importance of H&S as the 1st priority in their works
operation.
Contents of H&S induction will include but not limited to the following:
- Description of the project
- Management organization and structure
- Line of communication
- Project safety, goals and its philosophy
- Site safety rules
- Safety procedures and requirements
- Areas of specialized clothing and gears
- Accidents and loss reporting procedures
- Permit procedures
- Disciplinary procedures for safety violation
- Reporting of unsafe acts or conditions
- Toolbox meeting
- Hazard communication
- Chemical Screening
- Waste management procedures
- Health and Safety Awareness
- HIV/AIDS prevention, transmission, acquiring and proper use of
condoms
- Malaria prevention and control
- Sexually transmitted disease (STD) prevention, transmission and
acquiring.

9. SURVEYING
Before any work commences, all setting out will be carried out, bench marks established and
profiles for the center grids set out for approval by the Main Contractor. Reference to the bench
marks will be fixed according to the data base provided on the drawings and specification. All
levels will be coordinated with the main rising pipeline on the project.
Provisional ground levels will be taken and compared with the floor finish levels to establish
the proposed final finished levels. All permits from the local authorities will be requested and
confirmed.
All excavations, site clearance, setting out levels and final finish levels will be agreed and
approved with the Main Contractor.

10. STORAGE OF MATERIALS


10.1 Cement
Cement will be stored in water tight weather proof secured stores on pallets of 50kg
bags not exceeding 10 bags on a stack. Cement store will not allow water to ingress
through and prevent any moisture to damage the cement bags.
Each consignment of cement will be stored apart from the old stock. All cement to be
used in accordance to its delivery.
10.2 Reinforcement
Reinforcement will be stored in a covered shed in different sizes.
10.3 Aggregates and Sand
Aggregates and sand will be stock piled and moved to the batching plant in the bins
with proper floor which is self-draining. Different aggregate sizes will be stored in a
different bin
10.4 Structural steel
Structural steel to be stored in a covered shed
10.5 Roofing sheets
Roofing sheets will be stored in a secured shed in pallets. Adequate precaution will be
made to avoid damages to the roofing sheets from possible dents.
10.6 Formwork and Shuttering materials
Formwork for the project will be stored properly as it will be used repetitively on the
project. Care and maintenance of the forms on regular basis will be provided to keep
the form in good condition and avoid any potential damage.
10.7 Electrical Materials
All electrical materials including cables, conduits lights, fittings, fixtures and
switchgear will be stored in secured store in a weatherproof storage area.

11. TERMS OF PAYMENT:


Our terms of payment will be based on the measured works procedures. Every end of the
month, an application of payments will be prepared and submitted for approval to the main
contractors.
We expect the main contractor to check and verify and submit with an approved certificate
within 7 days of our submission of the application.
On the approve certificate, we will raise our tax Invoice and submit for the final payment. We
expect the payments to be made within 28 days of our application.
Delays on receiving payments will be charged at the commercial rates for claims against any
compensation which shall be on the back to back basis as provided on the main contract.
We also anticipate an Advance Payment between 15% and 20% to allow us mobilize and
prepare for the project. Request and the amount can be agreed at the post contract negotiation
period. Our request for the advance payment will be based on our submission of the Banker’s
bond as a collateral guarantee against the request.

12. QUALITY ASSURANCE AND MANAGEMANT CONTROL PROGRAM


13.1 Quality Assurances
As a responsible Contractor, we are contractually obliged to provide all the quality
assurances on our materials, goods and workmanship on the project. We have
procedures in place to ensure that the project is executed in accordance with the terms
and condition of the contract, specification, drawing and details.
The project manager is fully responsible for the quality assurances on the project is
achieved and followed.
13.2 Quality Control
In order to achieve the quality control and performances, qualified and competent
engineers, technicians and skilled and semi-skilled workers who are qualified and have
the necessary skills and expertise to carry out these works will be employed on the
project.
The Project Manager is technically responsible for the compliances with the quality
systems, contact specification and drawings.
13.3 Quality Control Systems:
13.3.1 Preliminary Submission
Preliminary submission will include test certificates of intended materials to be
used on the project. These tests certificates include for the following materials:
- Cement
- Aggregates
- Sand
- Reinforcement
- Structural steel structures
- Electrical cables
- Drainage pipes and fittings.
The following guidelines will be followed for controls on the quality assurance
procedures.
ISO 9000 – Standards for Quality Control and Assurance – Guideline for
selection and utilizations.
ISO 9001 – Quality system – model for quality Assurances
ISO 9002 – Quality system – model for quality Assurances
ISO 9003 – Quality system – model for quality assurances
ISO 9004 – Quality control and element of quality system
ISO 8402 – Quality Assurance and Quality Management – vocabulary.
During the preliminary submission
Concrete mix designs will be provided for different grade of concrete
Approval for imported backfill materials to be used on site will be submitted
and approved.
13.3.2 Quality Control Tests
Besides the submission of any approval of the materials and test certificates,
quality control tests will also be conducted on site for all concrete works,
backfill materials, pressure tests on pipes and electrical conformity tests or
insulation tests on electrical installations.
13.3.2.1 Concrete works
Concrete test cubes will be taken for every pour of over 10m3 and cubes
will be tested after 3days, 7days and 28days.
Concrete slump tests will also be taken
13.3.2.2 Backfill materials
OMC tests will also be taken for compacted backfilled area. Tests will
also include for moisture density, relative density and field density tests.
13.3.2.3 Pressure tests on pipes
Also refer on section 02630 of the documents.
Before any backfill on the pipes or any concealed pipes, pressure test on
the pipes will be conducted to check on any potential leaks or damages.
The tests will be taken in accordance to the technical specifications.
13.3.2.4 Electrical Continuity tests.
All electrical installation will be tested for insulation resistance tests
(IRT) in accordance with technical specification. Grounding tests will
also be conducted for earthing – ground resistance tests (GRI).
Similarly, operating tests (OT) will also be performed to confirm the
equipment operations are in accordance with the specifications.
13.3.3 Submission of Test Reports
Written test reports and data will be provided to the Consultants (Engineers) for
approval and confirmation before any works is concealed. The reports will
include Manufacturer’s data and its materials specification, site field tests, and
laboratory tests results.
13.3.4 Quality Assurance Engineer
Responsibility of the Quality Assurance Engineer who will be reporting to the
Project Manager is to establish quality control proposals and program for
monitoring quality control on the project.
13.3.5 Quality Control Process
During the construction period the quality control process will consist of the
following steps:
- Document procedures
- Suitable equipment and working environments
- Compliance with the technical specification standards and code of
practice
- Approval processes
- Working criteria and standards
- Suitable maintenance program for equipment
- Maintenance of records of all tests
All tests will be carried out with approved calibrated testing equipment as per
the technical specification and procedures.
