48IV. READING AND APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING
49 Copy of the minutes of the previous Weekly Staff Conference dated June 17,
502019 was sent in advance to Command Group and Staff and corrections were already
51incorporated prior its presentation of the meeting.

53 Members/attendees browsed the minutes of the previous meeting for final review.

62 A. Direct all station to submit their Best Practices and Lessons Learned to be
63 submitted prior to the target date set by the Higher Office.

65 PCPT BALLA presented the submitted Best practices by all stations together
66 with the SOP No. 2017-001, entitled: “Revised Guidelines and Procedures in
67 the Determination and Recognition of PNP Best Practices”. PD directed PCPT
68 BALLA to furnish all Chief of Office and Chief of Police a copy of SOP No.
69 2017-001 and discuss it briefly during Oversight Committee Meeting.

72 To provide covert security during the launching of Kabataan Kontra Droga at

186 Presented the Blotter Validated Data by PPO CY 2017. PD directed all Crime
187 Registrar of all stations to report this afternoon (June 24, 2019). She further
188 gave instruction that starting June 25, 2019, they will be reporting to this office at
189 Bale Katimawan to update the UCPER and CIRAS until 2019. She also advise
190 them to bring their own Laptop and extension for the said updating.

192 Further, she instructed PCPT GOPEZ to advise all COPs to provide for the food
193 expenses of their respective personnel. Likewise, PD advise all Staff that during
194 their tour of duty, they should find time to check the blotter entry for the noted
195 defects during the DIDM Validation so that they can call the attention of the
196 investigator on case/desk officer immediately.

198 b. List of Crime Registrars and Present Designations (PIDMB);
199 PMAJ JAVIER presented to the body the No. of Crime Registrar not performing
200 as Crime Registrar. PD directed all Crime Registrar to report to this office today
201 (June 24, 2019). “If they are not train, we will retrain them” she added.

203 c. List of PNP Personnel rendering VIP Security (PPRMB);
204 PCPT BALLA presented the list of PNP Personnel rendering VIP Security. PD
205 reminded all Staff that before submitting anything, take into consideration what
206 will be the repercussion. Avail of security should be done in proper endorsement
207 and pre-assessment, from Governor down to Mayor. She also gave emphasis to
208 give limits on allowing our personnel rendering security. Further, PD instructed
209 both Force Commander not to attempt to give detail as security without her
210 knowledge.

212 Find ways to talk to Mr. Erwin Dizon to seek his indulgence concerning the
213 personnel rendering security to his daughter. Recommend other Protective
214 Agents that we could train to replaced our personnel.

217 PMAJ DAVID presented the Fact Sheet for Nabuclod Adopt A School Program as one
218 of the Pampanga PPO Best Practices. He also showed a video clip during the
219 rehabilitation project of the Nabuclod Elementary School.

222 PCPT GOPEZ announce the upcoming PROJECT “BISITA PROBINSYA 2019” and
223 Field Visit CY 2019 (Bisita Probinsya) of PCOL MARLOU ROY V ALZATE, Chief
224 Regional Finance Service Office 3 will coincide with Monday Flag Raising Ceremony
225 on July 8, 2019 at Bale Katimawan, Pamp PPO.

230 All personnel who perform actual duties should only allow availing in the grant of
231 scholarships and other benefits granted to all personnel of Pampanga.

235  PCPT BALLA informed the attendees of the turn-over of PSFTP/OJT
236 PSBRC CL 2018-04 “MATALIBTAK” to undergo FTX from June 19 to
237 December 19, 2019 in different stations of PRO3;

239  PCPT SANTELICES presented the Pampanga PPO Pass Card with
240 various color depending on the concerned Office. He further presented
241 their proposed Best Practices which is the “Sagip 2long sa Kalikasan”;

243  PLTCOL GAMIDO presented the proposed Restructuring of Areas of
244 Jurisdiction/ AOR of Pampanga PMFCS;

246  PCPT GOPEZ announce the upcoming PROJECT “BISITA PROBINSYA
247 2019” and Field Visit CY 2019 (Bisita Probinsya) of PCOL MARLOU ROY V
248 ALZATE, Chief Regional Finance Service Office 3 will coincide with Monday Flag

251  PLTCOL GAMIDO also announced that there will be Provincial Advisory Council
252 (PAC) Meeting on June 27, 2019 (Thursday) 9:00AM at Bale Katimawan,
253 Pampanga PPO to be attended by TWG Meeting and PAC Members. Uniform will
254 be GOA Type “A” for PCOs and GOA Type “B” for PNCOs.

273 Center during the Oath Taking of the Incoming Newly Elected Officials;

275 Advise those Elected Officials to start coordinating with their Local Chief
276 Executive to formally request for availment of security and to the concern
277 station to submit threat assessment to Intelligence Branch for proper
278 endorsement; and

280 Coordinate with COP San Fernando regarding the deployment on the 1 st Local
281 Council for the Protection of Children to provide covert, traffic and area
282 security at Bren Z Guiao Convention Center.

289 Study the feasibility of issuing Hytera Radio and cellphone to the Duty Gate so

291 any visitor to enter the PPO Compound.

296 Provide a mini-table as holder for bottled water and other valuables to be
297 placed in between chairs for the guests during special occasions and to
298 include the new design of podium.

300X. PDs GUIDANCE

302 The PD gave emphasis on the following:

304  All Staff during Staff Conference and Weekly Oversight Meeting to send
305 their representative to the operator whenever they have their
306 announcement/presentation to verify if the equipment/USB to be used is
307 compatible;
308  All Staff, whenever there is a new Memorandum Circular, make a habit to
309 furnish a copy to all Chief of Offices and to discuss the rationale behind
310 the issuance of the said policy during PICE;
311  PPSMU should be part of the Best Practices Board;
312  All Staff to document everything that have discussed and presented during
313 conference for future data;
314  Every personnel should know the meaning of the logo of the Pampanga
315 PPO; (S4 to disseminate)
316  To create a committee to study the Pampanga PPO Logo and the possible
317 renaming of the PPO;
318  Tropical Boots should be used by the NAPCOs during their Reveille;
319  Chief PPRMB to ensure that all trained personnel should not be relieved
320 for at least 2 years;
321  Secure that the Duty Gate at PPO Camp must have issued long firearms;

322  Chief PIB and Chief POPB to advise personnel from Legal, PIAS and
323 CIDG to limit their visitors without business and to maintain curfew within
324 this compound; and
325  All personnel should be cautious and familiar on the color coding of gate
326 pass given to the visitors.
