Clients’ Level of Compliance, and Strengths and Weaknesses of the Municipal Ordinance
no. 02 of Villaverde: Towards a Formulation of Proposed Strategies and
Sustainable Regreening Project
Abstract. The Municipality of Villaverde is a town in Nueva Vizcaya aiming to plant more than
half-a-million trees in two years. They planned to achieve this through their program ‘Make
Villaverde Green,’ which targets to plant 555,555 fruit-bearing trees for the Reforestation of
Villaverde. However, apparent proofs and statistics show that Villaverde is still one of the most
deforested towns in Nueva Vizcaya. This study was then conducted to determine the project’s level
of compliance, strengths and weaknesses, another focus of the study is to propose strategies that
would help in the crafting of a sustainable program and long-term solution. To determine the level
of compliance, we made use of the seven components of the program, namely: Tree for Life, Tree-
Mits, Tree of Love, Tree for the Future, Tree of Peace and Understanding, Communi-Trees and
Tree for Excellence. Weighted means under each aspect were computed to analyze the answers of
the respondents. On the other hand, qualitative method was used to identify the strengths and
weaknesses of the ordinance. To gather the needed data, a survey questionnaire was used,
documentary analysis was done and interviews were conducted. The results showed that overall,
the level of compliance was moderate. With regards to the proposed strategies we based the
strategies on the findings on the strength and weaknesses. The researchers therefore concluded that
though there was a moderate level of compliance there are still number of developments that must
be done.

1. INTRODUCTION
Two of the largest environmental problems of modern age are illegal logging and deforestation
which causes huge carbon emissions, a loss of biodiversity and destruction of sensitive ecosystems
to a point beyond repair. Third world countries such as the Philippines have huge issues with illegal
logging, as these countries lack infrastructure, law enforcement, and motivation to prevent it.
The once majestic forests of the Philippines are now just a memory of bygone era. According
to Forest Management Bureau (2012), the large scale deforestation and forest degradation of the
Philippine forests from 17 million hectares which covers the 57% of the country’s land area in
1934 declined to 6.8 million hectares or 26% of Philippine Forest areas in 2010.
The forest of the Municipality of Villaverde is one of the most deforested towns in the Province
of Nueva Vizcaya. According to NAMRIA (2015) statistics, there was a decline on Villaverde’s
Forest Cover from 2,473.91 hectares in 2010 to 1,920.87 hectares in 2015.
Despite the laws regulated by the Congress, the continuous disappearance of Philippine wild
lands is of a great concern by environmentalists. An estimated 9.8 million hectares of forest was
destroyed due to illegal logging and deforestation. Over 25 percent of the country is covered by
forest and over 90 percent of the forest is owned by the government, however at the beginning of
the 20th century, this forest cover was at around 70 percent. Unfortunately, only five of these forests
are protected under environmental law (Greentumble, 2016).
Section XVI, Article II of the 1987 Constitution provides that the state shall protect and
advance the right of the people to a balance and healthful ecology in accord with the rhythm and
harmony of nature. Then President Benigno S. Aquino III issued Executive Order No. 26 or the
“National Greening Program.” It was implemented as a government priority program to reduce
poverty, promote food security, environmental stability and biodiversity conservation, and
enhance climate change mitigation and adaptation. With the problems still unsolved, Executive
Order No. 193 was that expands the coverage of the National Greening Program from 2016-2028
to cover all remaining unproductive, denuded and degraded forest lands in the country.
In response to this, administrative bodies and local government units have initiated to enforce
forestry laws and engage in reforestation projects in partnership with the Department of
Environment and Natural Resources and communities (Local Government Code of 1991). In light
of this, the Municipality of Villaverde, Nueva Vizcaya, which was listed to be the 2nd most

degraded forest in the province created Municipal Ordinance No. 2 series of 2015 also known as
“Regreening Villaverde Project” as the promotion of sustainable management of the environment.
This ordinance requires different sectors or individuals who wish to acquire the different
services of the Local Government Unit to plant trees according to corresponding terms and
conditions. It includes the classification of the trees which is distinguished according to the types
of services to be attained by the clients. The trees are classified into several types, Communi-trees
requires all household heads in the Municipality to plant one fruit bearing tree annually and every
barangay is mandated to establish a barangay tree park. The Tree for Life requires all who wish to
acquire different services of the Municipality to plant one fruit bearing tree. The Tree-mits requires
all clients for different permits issued by the Municipal Local Government Unit to plant one fruit
bearing tree. The Tree of Love requires clients for marriage license to plant two fruit bearing trees
before the Municipal Civil Registrar could issue their marriage license. The Tree for the Future
requires parents to plant one fruit bearing tree before the Municipal Civil Registrar record or upon
registering the birth of a child. The Tree for Excellence requires all schools to plant fruit bearing
trees for each beneficiary within the designated area given by the school administrator. Lastly, the
Tree of Peace and Understanding requires all violators of Municipal or Provincial Ordinances and
all settled cases in barangay under Lupong Tagapamayapa to plant one fruit bearing tree. All trees
that are planted within the jurisdiction of the Re-Greening Project shall be registered and certified
by the Municipal Environment and Natural Resources Office.
In relation to this, the researchers assessed the level of compliance, strengths, and
weaknesses of the Re-Greening Villaverde Project. In addition, it also sought to propose strategies
that would improve the compliance of the clients towards the Municipal Ordinance.
2. METHODOLOGY
Design. This quantitative and qualitative study used survey and interview questionnaires to gather
needed data. The quantitative part of the study used the descriptive method to describe the level of
compliance of the clients; data were obtained through a survey questionnaire. The qualitative part
of the study was the use of an open-ended questionnaire to determine the strengths and weaknesses
of the municipal ordinance on Regreening as well as the comments and suggestions towards a
sustained implementation of the said ordinance; document scanning was also utilized.

Locale. The research was conducted at the Municipality of Villaverde, Nueva Vizcaya, which is a
fifth-class municipality. According to Philippine Statistics Authority, the municipality has 18,507
residents as of 2015. The municipality is approximately 280 kilometers from Manila, the countries
capital, and 14 kilometers from the capital town of Nueva Vizcaya, Bayombong. It lies on the
northern district of the province bounded by Lamut, Ifugao on the North; Solano on the South;
Bagabag on the east, and Ambaguio on the West. It is composed of 9 barangays namely: Bintawan
Sur, Bintawan Norte, Poblacion, Ibung, Nagbitin, Sawmill, Pieza, Ocapon, and Cabuluan.
Basically the Municipality of Villaverde was the smallest town with 81.50 square kilometers or
1,850 hectares. It occupies 1.86% of the total land area of Nueva Vizcaya.
Respondents. The respondents of this research were the clients and implementers of the Re-
Greening Villaverde Project. The client-respondents of each category were selected through
snowball sampling. They answered the survey questionnaire. The implementer-respondents were
purposively selected. They were tasked to oversee the implementation of the ordinance and thus
were interviewed. There were 225 client-respondents: 30 clients per category. There were fifteen
Environment and Natural Resources Officer, three Punong Barangay, the Municipal Civil
Registrar officer, Municipal Agriculturist, Business and Licensing Officer, Municipal Planning
and Development Council Officer, PNP Officer, BSES Committee on Environment, a Student
Instruments. The survey questionnaire was made by the researchers. It was patterned from
the Municipal Ordinance No. 02 Series of 2015 of Villaverde, which is known as the Re-Greening
Villaverde Project. The instrument was structured in the modified Likert scale, on a 4 – point scale,

ranging from “fully complied” (FC), through “almost complied” (AC), “somehow complied” (SC)
Subjects were then instructed to respond to their degree of agreement with the statements
contained in the instrument. The researchers conducted pilot testing in Barangay Bintawan Sur.
The questionnaires were administered directly to the chosen samples. One hundred and five copies
given out were completed and returned. All categories were tested for its trust ability. The item
communi-trees has a 0.906 Cronbach’s alpha value; tree for life, 0.665; tree-mits, 0.751; tree of
Love, 0.82; tree for the future, 0.811; tree for excellence, 0.726; and, tree of peace and
understanding, 0.926.
The interview guide was used to obtain the data needed to determine the strengths and
weaknesses as well as the comments and suggestions on the Re-Greening Project. The researchers
decided to go with semi-structured interview for it brings both formality and flexibility. The
researchers interviewed selected implementers and clients of the Re-greening Project. The
interview questions were set to bring out in-depth information relating to the Re-greening
Villaverde Project.

Table 4 displays the level of compliance for Communi- Trees for the Re-Greening
Villaverde Project as perceived by the clients. Overall, the level of compliance of the respondents
in Community-Trees is Moderately Complied (mean= 3.43, sd= 0.483). It can also be seen that the

forest instead. Meanwhile, the compliance to the Regreening Villaverde in general gained the

category such as the punong barangays, household heads and IPs still comply with most of the
other provisions.

As shown in Table 6, the overall level of compliance for the Tree-Mits is Moderately
Complied (mean= 2.82, SD= 0.766). Specifically, planting the tree given by the LGU had the
highest mean (mean=3.70) while in terms on planting on scheduled date it had the lowest mean
(mean=3.30).
As shown in the table, the planting of Tree that was given by the LGU displayed a high
level of compliance for the reason that clients really need business and establishment permits for
the continuous operation of their business. Meanwhile, the planting on scheduled date exhibited a
moderate level of compliance because the ones getting permits tend to move the scheduled date

Project. Overall, the level of compliance of the respondents in Tree for Love is High (mean= 3.66,

for the processing of documents had gained the highest mean (mean=3.90), meanwhile, the

The table shows a high level of compliance for the filling up of requirements that are
necessary for the processing of documents because the couples undergo seminars and orientation
which follows a very smooth and orderly process of filling the documents needed. The attendance

Villaverde Project. Overall, the level of compliance of the respondents in Tree for the Future is
Moderate (mean= 3.48, sd= 0.257). It can be seen on the table above that the Planting of fruit

As shown in Table 9, almost all of the items fell under the Highly Complied (mean= 3.55,
sd= 0.420). In the table above, it can be seen that planting the tree given by the LGU had the
highest mean (mean=3.67), while, in terms of the planting on scheduled date gained the lowest
mean (mean=3.43)
Planting the tree given by the LGU showed a high level of compliance because the schools
are under the jurisdiction of the LGU in which they need to comply to the ordinance and the heads
of the school integrates the planting in their yearly activities. Meanwhile, the planting on scheduled

date gained a moderate level of compliance because of some school activities and academic
requirements.

As shown in Table 10, the overall level of compliance for the Tree of Peace and
Understanding is Moderately Complied (mean= 2.82, SD= 0.766). In the above table, it can be
seen that the Responsiveness to the Implementer had gained the highest mean (mean=3.17) while,
the Planting the tree given by the LGU had the lowest mean (mean=2.37)

Understanding. Meanwhile, the planting of one fruit bearing tree for each concerned settled cases
displayed a least level of compliance because there is no proper enforcement or sanctions that is

be aware and to encourage full participation among them. Second, the monitoring and supervision
of the Implementers which have also roles on the awareness of the people and the full participation
of the people but aside from that they also have essential roles to play specially in the sustainability
of the ordinance and the strict caring and nurturing of the planted trees.
These strategies would address the weaknesses of the project because there would be
double two supervisory bodies which are the purok and barangays as well as the implementers
themselves. The dissemination would also be more effective because there would be coordination
between the implementers and the smallest political units. In terms of planning, gathering of
information of where to plant would be easier because the barangay would be the one to identify
Conclusions. Based on the findings derived from the study, the following conclusions were drawn.
The moderate compliance of the clients in accomplishment of the requirements is due to some of
their perceived weaknesses on the implementation of the ordinance.The perceived strengths and
weaknesses come in varied forms thereby affecting the compliance of the clients as well as the
barriers in the full implementation of the ordinance.The said ordinance may encourage full
participation of community during assemblies, watchful implementers and task force, better caring
measures for planted trees, consistent information education campaign, continued improvement
Recommendations. Based from the information’s and data gathered thru the research procedure,
the policy implementers shall make a platform that will improve the implementation of the
ordinance. Thus, the following tasks must be enhanced: the sustainability and strict
monitoring of the seedlings planted, the method of securing the requirements, appropriate
and unique information dissemination that will catch the attention of the people, the
guarantee that the clienteles planted the seedlings and monitor and consolidate the list of
names of the clients of the RVP. Considering such measures, the ordinance will be
for future endeavor. The researchers also suggest that implementers can consider the

4. Future Researchers. They may use the findings and results of the study as their tool and
reference to come up with a better and more comprehensive study. In addition, it could also
be a guide for researchers who would introduce new study related or alike to the current
study. Furthermore, they may also increase the number of the respondents to have a more
credible data.
