 INTRODUCTION

Himachal Pradesh Voluntary Health Association (HPVHA)is a state chapter of voluntary Health
Association of India (VHAI) and is a network of leading NGO of Himachal Pradesh come into
the existence in 1987.To meet the health needs of the people and to enhance their role in
development HPVHA that strives to engage in health , inclusive growth and sustainable
development activities to fulfill its vision of “Making health a reality for people of Himachal
Pradesh ’’by insuring active participation and involvement of service seekers and services
providers to the state, In its 28 years of long journey , HPVHA took ups all challenges to
strengthen the voluntary health movement and to promote community health in the state of
Himachal Pradesh .

 LEGAL STATUS & FINANCIAL MANAGEMENT

HPVHA is registered under the societies Registration Act XXI of 1860 & Foreign contribution
Regulation Act (FCRA)1976.The organization has also registered under 12 A &80 G of the
Income Tax Act ; EFF,TDS . TDS is deducted as per the Income Tax Rules.

HPVHA is registered non-profit making society having a secular constitution which aims at
improving the health of the people irrespective of caste, creed, sex and religion. It is a state level
federation of 26 voluntary organizations and 8000 self help groups engaged in health and
developmental activities.

 PRENCENCE IN THE STATE

HPVHA has its presence in all the 12 district of the Himachal Pradesh directly or indirectly
through its 26 member organizations working in the field of Health &development and through
various projects in different and through various projects in different geographical areas of
Himachal Pradesh.

 MANAGEMENT

HPVHA is governed by a 9 member’s team elected by the Governing Board(Management Board


)of the Association . All the affairs relates to the policy decision are vested to the Governing
Board or MB of HPVHA , meets 4 times in a years .The governing Board is assisted by three
committees i.e. Finance Committee, Assets Management Committee ,and Recruitment
committee.

The Executive Directive of HPVHA is the Chief Functionary and responsible for execution of all
the affairs and activities including day-to-day administration . He is also an Ex-officio member
of the Governing Board.

TOBAOCCO CONTROL IN H.P.

The “Campaign for Tobacco Free Himachal” was started in May 2013 with the main aim of
making Himachal a “ Tobacco – Free” State , it had already achieved the status of a “Smoke-
free” State.

Primary Objective :

 Effective implementation and enforcement of COTOA ,2003 (especially section


5,6 and 7).
 sustenance of the status of “Smoke-Free” State as per Section 4 of COTPA, 2003
.
 Develop and strengthen policy framework for ‘Tobacco –Free’ implementation .
 Build supportive political and administrative environment for effective
implementation of tobacco free policies .
 Capacity building to empower stakeholder to implement and enforce the anti-
tobacco law .
 Effective implementation to protect people from second hand smoking .
 Create public awareness through campaigns, IEC and media sensitization and
coverage.

Secondary Objective:

 Liaising and networking with Government officials , Panchayat members ,


Anganwadi workers , Government and private school , other educational
institutes , media and programming officials in order to create awareness and
impart education about the harmful effects of Tobacco consumption and COTOA
, 2013.

Area Covered :

The entire state of Himachal Pradesh with a specialization team for each of 12 districts.

CHILD HEALTH & RIGHT:

Himachal Pradesh Voluntary Health Association in collaboration with CHILDLINE India
Foundation , Mumbai started CHILDLINE Shimla in 2006 with the installation of toll free no.
1098 and CHILDLINE Solan in 2012. The primary objective is to ensure protection of rights of
the child and Juvenile Justice (Care &Protection of Children) Act, 2000.

Main Objectives:

 To respond to children in emergency situations


 To provide the telephonic counseling
 To provide to children undergoing any sort of exploitation like child labor, street
children, child victims of the flesh trade, children institution etc.
 To intervene the cases and match the available resources according to case
requirement
 To provide needful facilities like shelter home, education, medical
To create awareness among masses about Child Right & about the activities of
the child line

OPEN SHELTER CHAKKER

The open Shelter, Chakker has been started as per the recommendations of JJA, 2000 on 10th
January 2014.

Objectives :

 Temporary residential facilities to children till their restoration.


 Provide safe environment to children in vulnerable situations with basic formal and
informal education amenities and ti guide the away from high risk socially dominant
behavior behaviors.
 Reintegrate the children into families, alternative care and community.
 Regularly follow up to ensure that children do not return to vulnerable conditions.

Activities:

 Counseling and medical checkup.


 Basic education including vocational training, yoga, games, picnic, and culture activities.
 Restoration.
 Create family –like and safe atmosphere with a friendly approach.
 Encourage involvement of social workers and community volunteers.

HIV/AIDS Awareness, Prevention, Care, and support

Target intervention Program, Chakker

TIP is a programmer in the field of AIDS awareness for the core group (FSW) as per the
NACO- IV. Its work is supported by the Himachal Pradesh State AIDS Society and NACO.

Area Covered :

TIP works in a stretch of 45 kms on the NH 21 from Lakhnur (in Bilaspur) to Dhanotu (in
Sundernagar) recognisinig about 41 spots with a target of 800 high risk populations.

Objective:

Prevent new incidences of HIV infection among cire group (FSW) and their client.

COMMUNITY HEALTH

Urban RCH Programme:

Urban Reproductive and Child Health Programme has been initiated by the HPVHA along with
the support of department of Health and Family Welfare under NRHM on 1st June 2011.

Objectives:

 Establish urban RCH unit to provide health facilities to migrant labourers of Shimla
town.
 Increase complete and effective Antenatal and postnatal care and primary health care.
 Increase institutional deliveries and decrease deliveries by unskilled
 Prevention of diseases and promotion of immunization, early detection, diagnosis and
treatment of mirror element.
 Develop 108 referral services to tackle emergency situations.
 Decrease RTI/STI and promote complete immunization.

SAFE DRINKING WATER AND SANITATION

Nirmal Bharat Abhiyan:

TSC has been renamed as “Nirmal Bharat Abhiyan” by Ministry of drinking Water and
Sanitation Mission. HPVHA is implementing TSC in 3 district of Himachal Pradesh in
association with the District Administration.

 Improvement of general quality of life of the Rural people.
 Accelerate sanitation coverage to achieve Nirmal stutus by 2019.
 Motivate the community and the Panchayati Raj institution for sustainable sanitation and
health Education.
 Promote ecology friendly and cost effective technologies foe sustainable sanitation.
 Community managed Solid and Liquid Waste Management for overall cleanliness of the
rural area
 Provision of IHHL for BPL and selected APL households.

 INFRASTRUCTURE
The main office of HPVHA is located at Shimla. The project aoofice is there at Chakker in
district Shimla, at Solan & baddi district Solan, at Thalli block Sunni in Mandi at Barmana in
Mandi district.
Head office as well as Project offices are well equipped with basic amenities, which are required
to run an office in a professional manner.

 MAJOR ACTIVITIES DONE BY WORKERS/TRANEE.


(From 21st May 2018 to 28th May 2018)

MAIN OBJECTIVES OF ONE WEEK FIELD WORK FOR THE TRANEE.

 To know about the working style of NGOs.


 TO know about the documentation process of NGOs.
 To understand the practical knowledge of field work.
 To learn professional skill of social work.
 To learn about the different ranges of social work.
 To learn about the professional documentation of the NGOs.

21st May 2018(Monday):

Purpose: The purpose to visit the Head office of the Agency was to meet the Program Officer
Mr. Rajender Kumar and discus the whole week program of the one week field work.

INTERACTION:

The workers of the department of sociology and social work, HPU reached the office of HPVHA
around 10:30 A.M. After that workers met Mr. Rajender kumar (Program Officer) and discussed
about the whole plan of one week field work. Mr. Rajender Kumar divided all the workers into
three sub-groups for their one week field work. Which are as

 Group -1 : (works at the office of HPVHA)


Nidhi Sharma, Ritika Singh, Babita Sharma, Tilak Raj, and Ajay kumar.

 Group-2 :(works in Target Intervention program)
Rohit Negi , Rakesh, and Ajay Thakur.
 Group-3 :(works at Open Shelter Home, Chakker )
Alodh Kumar and Akshay.
After the group division Mr. Rajender kumar told us about the different program of HPVHA
briefly.

After the meeting he told us about “Night Out Reach” Plan and he invited us to join this program
in that day.

Night out reach : It was mainly a people awareness program which started from Sanjauli about
6:30 P.M. and end at The Mall about 8:30 P.M.

Objective of the Night out Reach:

 To check the child labor in the area.


 To spread awareness among people regarding child labor and child right.
 Awareness through the distribution of leaflets of childline Shima.

Learning from the “ Night out reach”:

 Got to know about the child right


 Got to know about different act related to child rights and for the protection of child right.
 Improvement of communication skill.
 Team work.

22nd May 2018(Tuesday):

On the 22nd May all worker goes to their work according to their group . Group – 1 was in the
head office of HPVHA . Workers spend the whole day in the office and major activity of the
workers was to know the all program run by the HPVHA in detail and to learn about the
documentation process of the Agency.

Objectives:

 To know about the account management and audit of accounts


 To know about the fund utilization
 Importance of documentation and reporting
 Agency record

Observations:-

It was observed by the workers of the department of Social Work, HPU that

 Documentation is the most important of the Agency


 Report writing is also essential for any work which is done by the any worker.
 Documents are the legal record of an Agency.
 Without documents all the working of agency is merely a story.

Learning:

 The main learning from the day was to know about the importance of documentation and
report.
 Got to know a brief idea if fund utilization

23rd May 2018(Wednesday):

The wokers reached the office of HPVHA around 10:30A.M. After reaching the office the
workers learns about the rescue and rehabilitation process of children who is in the need of help.

Objectives:

 To know about the process of rescue and rehabilitation.


 To know about the type of cases.
 To know about the documentation of the cases.

 Temporary settlement of rescued children.

Learning:

 Working of Child helpline 1098

 Got to know about the different type of cases like child lost and found, parents asking for
help , children need permanent shelter, medical help etc.
 Got to know about the whole process of documentation of cases.

 Rehabilitation process of children.

 Got to know that that cases like child labor, bonded labor are presented before the CWC

(Child welfare committee) and the criminal cases presented before JJA (Jivenile justice

act).

After that Mr. Rajender told the worker to attend a conference at HPU on the behalf of HPVHA .
The conference was in the regard of “Making tobacco free campus of Himachal Pradesh
University”.
The workers reached the Himachal Pradesh University around 1:30 P.M. and conference started

around 2:30P.M.

A CONFERENCE ON TOBACCO FREE CAMPUS OF HPU

On 23rd May workers attended a conference at HPU on the behalf of HPVHA which was
organized by the Department of Health and the main Objective of the conference was “Making
Tobacco free campus”. Where the workers were interacted with Dr. Gopal OSD(Officer on
special duty ) and Mr. Tomar Director of DHRS (Director Health Safety and Regulation).

Objectives:

 Interaction with the Administrators of the Himachal Pradesh University


 To make plans for Tobacco Free Campus of HPU

Learning:

 Got to know about the COTPA Act,2003


 Harmful effects of tobacco
 Implementation process of COTPA

24TH May 2018 (Thursday):

After reaching the office around 10:30 A.M. worker discussed about the conference which was
held on 23rd May on HPU with Mr. Rajender Kumar. He briefed us about the Anti Tobacco
Program and also explain about NCD(non communicable diseases) and DHSR(director health
safety and regulation).

After that the workers attended a campaign with the staff of HPVHA at ANGANWADI
KENDRA BHAGWATINAGER.

A Visit to Anganwadi Kendra bhagwatinagar

Workers had a visit along with the staff of HPVHA Childline Shimla to an Anganwadi Kendra at
Bhagwatinagar.

Objectives:

The main objectives to visit the anganwadi was

 To spread awareness about the child sexual abuse among the parents.
 To interact with parents of the children.
 To know about the working style of Anganwadi Kendra.

Learning:

The main learning from the visit was

 Got to know about the main issues related to child abuse.


 Role of parents for the protecting and aware their children about good touch and bad
touch.
 Got to know about the working style of Anganwadi.

25th May 2018(Friday):

Joint session or lecture on NGO management

On 25th May as per the discussion on the first day there was a joint session or a lecture on NGO
management of all groups which are divided on first day of the field work.

Objectives:

To know about

 NGO management.
 Funding process.
 Program implementation.
 NGO documentation and new recruitment.
 Networking.

Learning:

Got to know about

 Types of NGOs : Operational and advocacy.

 Range of NGOs activities like community health promotion and education,
environmental, community social problems, economical development , and women issues.
 Setting up a NGOs.
 Constituting an NGO board.

26th May 2018(Saturday):

VISIT OF TARGET INTERVENSION PROGRAM AND OPEN SHELTER AT


CHAKKER.

As constantly working the head office of HPVHA at New Shimla. Thus workers get a chance to
visit the project office of TIP and Open Shelter in Chakker.

Objectives:

 To know and the working style of TIP and open Shelter program.
 To know about the environment of Open shelter.
 And to meet the children who were rescue from different areas.

Learning:

Got to know about that

 The environment and working style of Open shelter home.


 Target intervention program mainly working for people who comes under the high risk
group of getting affected by HIV.
 TIP works for the make the safe health environment for FSW (female sex workers) and
MSM (male having sex with male) by provide basic health facility for them.

OVERALL LEARNING FROM THE ONE WEEK FIELD WORK

 Got to know about the working style of NGO.


 Got to know about the importance of documentation.
 Learn about the how to make a record through documentation.
 How to deal with challenges during field work.
 Improvement in communication and observation skills.

SUGGESTIONS FOR NEW TRAINEE:

 Worker should improve their writing, communication and observations skills.


 Learn about the proper management for every program.
 Workers should take their responsibility seriously about their work.
 Worker should develop their leadership quality so that they can work in good and
effective manner in the society.
 And also understand the importance of documentation.

SUGGESTIONS FOR THE AGENCY:


 Membership of all workers who are enrolled in the Agency.
 Distribution of work according to the individual’s interest.
 Proper supervision of the activities of workers
.
 CONCLUSION:

As a conclusion we can say that it was a great experience to work with Himachal Pradesh
Voluntary Health Association (HPVHA). The experience we get from here is defiantly beneficial
for all workers in the future.

I am glad that I got an opportunity to work with HPVHA and its dynamic staff. The main
purpose of the agency is to create a supportive and enabling environment for all. Organization
also working in different field like child welfare, anti tobacco campaign , HIV AIDS program
etc.

Workers joined the team of HPVHA in two field program one was the “Night out reach” and
another was in Anganwadi Kendra Bhagwatinager that was the best experience of one week
fieldwork. Worker learns a lot from these two field visit. Workers learned different things from
those two field visit like how to communicate with people and how to aware people about their
rights. It was really a good experience for all of us. This one week field work as a whole was a
learning process and we have learned that how to strengthen our professional skills.

At the end I like to thank all the team of HPVHA for their support with us and specially Mr.
Rajenrer kumar sir for his supervision.
