SUBJECT: Election of Division Federated SPG and SSG Officers for SY 2017-2018

DATE : July 24, 2017

1. Pursuant to Deped Order No.47. Series of 2014 entitled “Constitution and by Laws of the Supreme
Student Government and Supreme Pupils Government in elementary and Secondary Schools”, and the
Unnumbered DepEd Memorandum dated February 14, 2017 entitled Synchronized Election for
Supreme Pupil Government (SPG) and Supreme Student Government (SSG) S.Y. 2017-2018. A Division
Federated SPG and SSG shall be conducted to select the Division’s representative to the Regional
Federated SPG and SSG Election.

2. Prior to the conduct of the division election, all Elementary and Secondary Cluster Heads are directed
to facilitate the election of SPG President – Representatives by district and SSG President –
Representatives by cluster on August 2, 2017.

3. The Elected SPG President –Representatives by district and SSG President –Representatives by cluster
are the participants to the Division Federated Election of SPG and SSG Officers on August 9, 2017 at
9:00 in the morning at Old Capitol Auditorium, Burgos Avenue, Cabanatuan City. SPG and SSG
Advisers are required to accompany their pupil/student.

4. All participants to the activity must prepare and bring with them the following.
 Self –Introduction with General Plan of Action or Platform
 Waiver / Parental Consent Form

5. Travelling expenses to be incurred relative to the conduct of the activities shall be charged to the
School MOOE or SSG funds subject to usual accounting and auditing rules and regulations.

6. Immediate and wide dissemination of this Memorandum is earnestly desired.

ELECTION OF DIVISION FEDERATED SPG AND SSG OFFICERS FOR SY 2017-2018

ELECTION RULES AND PROCEDURES

In the intension of ensuring a systematic, honest and fair elections for the Division Federated Supreme
Pupil Government (SPG) and Division Federated Supreme Student Government (SSG), the following rules and
procedures are hereby promulgated:

I. The conduct of the election of Division Federated SPG and SSG Officers for SY 2017-2018 shall
be facilitated by the Youth Formation Coordinator (YFC) pursuant to their duties and functions
stated in DepEd Order No. 19, s. 2016.

II. For efficient facilitation of and prior to the said election, an SPG President-Representative shall
be elected by district and an SSG President-Representative shall be elected by cluster. Election
will be facilitated by the Cluster Heads and to be supervised by the Public Schools District
Supervisors. Elected SPG and SSG President-Representatives shall automatically be qualified to
run for the division election.

III. Officers of the Division Federated SPG and SSG

The officers of the Division Federated Supreme Pupil Government (DFSPG) and Division
Federated Supreme Student Government (DFSSG) are the following:

 President  Auditor
 Vice-President  Public Information Officer
 Secretary  Peace Officer
 Treasurer  Congressional District Representatives

IV. Qualifications of the Division Federated SPG and SSG

The officers of the DFSPG and DFSSG shall have the following qualifications:
1. A bona fide student,
2. Must be an SPG and SSG President for School Year 2017-2018,
3. Has the proven capacity to work with multiple stakeholders, and is
4. Of good moral character and has not been subjected to any disciplinary action.

V. Conduct of the Division Election

1. Each nominated candidate for a given position shall be given a maximum of three minutes
to introduce oneself and present his/her platforms. No candidate shall give, offer or
promise any benefit and/or pose a threat to his fellow candidate/pupil/student in order to
influence his/her votes.
2. Each participants is entitled to cast his/her vote provided, however, that his/her name
appears on the Registry of Participants (Attendance Sheet) duly verified by the YFC.
3. As soon as the casting of the votes for a particular position is finished, the YFC shall
immediately start counting the votes.
4. In case of a tie, the participants will again vote for the competing candidates until a winner
is elected. In case that only one candidate is nominated for or runs for a particular
position, he/she only needs one vote to assume the position.
5. The YFC shall have the sole responsibility for validation of elections. Any decisions to
invalidate should be based on fraud or gross unfairness/dishonesty as supported by the
findings of fact from the same body.
6. The YFC shall present the results of the elections in a report certified by all its member
members containing the following:
 Names of the Candidates, and
 Number of votes received by each candidate
7. The YFC may then officially proclaim the winners of the election.
8. The YFC shall have the sole autonomy to deal with issues and concerns relative to the
conduct of the elections.

WAIVER/PARENTAL CONSENT FORM

I hereby willingly and voluntarily and voluntary consent to the participation of

benefits that he/she will derive from his/her participation in this activity with the
understanding that I will not hold any party responsible for any untoward accident
and/or incident which may happen to my son/daughter during the above mentioned
activity as long as due care and precautions are observed to ensure the safety of the
participants.
