MINUTES OF INSPECTION
A joint site inspection visit was organized at the request of Sh. A.K. Singh, Additional
Commissioner of Police, Delhi Traffic Police (Southern Range) to explore the possibility of
implementing U-TURNS SCHEME aimed at decongesting all the four armed intersections as
well as T-point intersection on the erstwhile / dismantled Bus Rapid Transit (BRT)
Corridor. The following aspects were inspected during the above reconnaissance visit in
each of the major intersections to check for feasibility of implementation:
 Inspection of the major intersections as well as selection of locations for providing
the U-Turn Provision on the study corridor.
 To discuss about basic geometry to be provided at the suggested U-Turns.
 To decide on the Road Safety Measures and road signs to be installed / erected
leading to the U-Turning locations.
 To discuss about the segregation plan of traffic categories (LMVs/HMVs) at selected
intersections while providing the U-Turns for easing the turning traffic.
The following decisions were taken:
01. Total 12 U-Turns to be opened at 05 junctions/T-Points including 02 U-Turns for
turning of HMVs at Chirag Delhi Intersections i.e. Krishi Vihar Triveni RWA, Sheikh
Sarai Intersection.
02. Offset of around 50m along the direction of vehicular movement to be provided at
U-Turns for ensuring adequate turning radius & avoid collisions of straight moving
and turning traffic.
03. Road Safety Measures to be installed/erected including Cautionary Signages (as per
IRC standards), Pasting of direction indicating retro reflective tapes on each of
the New Jersey Barriers kept for redirecting / reorienting the traffic coupled
with Solar Studs / Cats Eye on the road, Speed Calming Measures in the form of 3
sets of Transverse Bar Marking (TBM) erected conforming to IRC:35 (2015),
and Speed Limit Sign of 25 Kmph erected at 250 interval till the U-Turning
location coupled with U-Turn Cautionary Sign at least 100 m before the
provision as well as U-Turn provision facility information sign posted at 10 m
before the U-Turn Provision.
04. Provide separate U-Turns for Light Motor Vehicles (LMVs) and Heavy Motor
Vehicles (HMVs) & HMVs Chirag Delhi intersection and Sheikh Sarai T - Junction.
This sort of segregated U-turn provision is specifically suggested considering the
turning volume at the above two intersections is more than 30 % with the share of
bus traffic itself is quite substantial. In the case of LMVs, it shall be at a minimum
distance of 100 m away from the intersection which need to be fortified with 4 m
height barrier. In the case of HMVs, U-Turn provision can be provided at suitable
location (location identified on the ground by the team and noted by Junior Engineer,
PWD) which is located about 300 to 400 m away from Chirag Delhi intersection and
Sheikh Sarai T - Junction. Such segregation is expected to help in achieving safe
negotiating space for U-Turning traffic.
05. The needful may be done by the Public Works Department for the implementation
of the above said measures at the earliest.
