NOTE:
The Ethnographic Commissioner for CAR and Region 1 shall oversee the activities
to be facilitated and documented by the Composite Team as stated in Letter C hereof.
Based on existing records or data, the following must be pointed out and
validated:
a. Those who settled within the 15 groups of affected sitios before the start of
the mining operations of Philex Mining Corporation,
b. Those who settled when the company is already operating but no longer stay
in the area at present as they may have been displaced due to the mining
operations or they voluntarily left the place in search for greener pasture,
c. Actual residents at present,
d. Those who did not settle in the area but grazed only their animals thereat,
e. Lot owners/ land claimants with or without tax declarations,
f. Holders of mineral claims, and
g. Individuals paid or compensated by the company for damages
RATIONALE:
Community profiling and validation are necessary to have a clear view and
understanding on the involvement of various groups or personalities on the IPO APSSOL
matter.
2) Reorganization of the IPO APSSOL. Here, the name of the organization may be
changed to encompass the ICCs/IPs within the 15 groups of affected sitios
validated by the community during the FPIC process for APSA 102, now MPSA 276
of the Philex Mining Corporation. This would entail:
a. The formulation and ratification of a new Constitution and By-laws with the
Constitution and By-laws of the IPO APSSOL as working paper; and
b. Selection/election of officers.
