I. Rationale

With the ongoing program of the government to attain and sustain the "Zero
Unmet Need for Modern Family Planning" under Executive Order No. 12 signed
by President Rodrigo Roa Duterte on January 9, 2017, the DOH as lead agency in
the implementation of "The Responsible Parenthood and Reproductive Health Act
of 2012 (RPRH Law) shall hire and deploy Family Health Associates (FHA) in all
municipalities and cities. This is to strengthen the RPRH Law especially in family
planning as deployed FHAs will provide assistance and support in the
implementation of the said law specifically in the delivery and access to
responsible parenthood and reproductive health services as well as protecting
women's reproductive health and rights.

However, since deployed FHAs will focus more on Modern Family Planning,
Knowledge and skills of this field is a must in carrying out their task. Hence, the
"Family Planning Competency-Based Level 1" training will serve as a foundation
and a tool to effectively and efficiently perform their duties. In this context, they
will undergo a refresher course and updates of Modern Family Planning, and
enhance their counseling skills.

II. Objectives of the Course


At the end of the activity, the participants will gain knowledge about Modern
Family Planning and will be able to develop skills in counseling.

III. Learning Outcomes (Specific Objectives)

At the end of the activity, the participants will be able to:

1. Explain the Human anatomy and physiology of reproductive system.

2. Develop skills and confidence on counseling family planning clients.

3. Can create, develop, and contribute ideas to improve the quality of family
planning services.

2. The use of various checklists ( Counseling Skills Practice Checklist, SDM


Checklist, Skills Checklist on POI administration) to evaluate the ability of the
participant in performing task in family planning services.

3. The use of Cue card/Form (WHO MEC Wheel, GATHER APPROACH CUE
Card, FP form 1) to guide the participants during their demonstrations.

4. Submission of Action Plan Forms.
