1.0 Introduction 
The following test procedure has been prepared for the testing and commissioning of the Vaccum Circuit
Breaker at …………………………………………… project India.
All Testing and Commissioning documentation must be produced in accordance with all relevant codes of
practice of India and international standard.

2.0 Test Equipment

The following test instrumentation & tools will be required to undertake the tests detailed within this
procedure:

A Megger (5KV)
B CRM Kit
C Timing Test Kit
D Gas Leakage Detector Test Kit
E Vaccum Bottle

3.0 Testing and Commissioning


 The installation of equipment is substantially complete, and is live. Equipment and System Testing
and Commissioning documentation must be provided to verify the following tests and inspections
have been carried out.
 All testing and commissioning documentation, including manufacturers recommended
procedures, shall be supplied to the commissioning management team to confirmed
 Wear insulating gloves. Perform the discharge and grounding of the circuit at the conclusion of
each test.
 The following steps shall have been carried out:

 Visual checks for physical installation against approved drawings.


 Check the Breaker ratings are in accordance with the approved working drawings
 Check general construction and standard of finishing are acceptable.
 Check leveling and alignment are correct and acceptable.
 Check equipment properly mounted as per manufacturers recommendations,
 Check warning labels and signage are fitted
 Check maintenance access provided for equipment.
 Check operating handles and keys c/w mounting cabinet have been provided.
 Check rubber insulating mats have been provided to front and rear of panels.
 Check ‘As Built’ record schematic diagrams have been installed in the room. The schematics to be
framed and wall mounted.
 Check operation sequence instructions have been provided for interlock facilities.

5.0 Commissioning Test

5.1 I R Value Test

5.1.1 Circuit Diagram:

IR test of breaker is done using 5KV Megger. Meggering is generally done under specified conditions
namely, when CB is closed and when CB is opened. During these conditions, Megger value is noted
down for all the phases. The values thus measured are preferably in giga ohms.
The breaker closed condition R pole to Earth and Y pole to Earth and B pole to Earth.
The breaker open condition R pole to Earth and Y pole to Earth and B pole to Earth
The breaker open condition R-R pole and Y-Y pole and B-B pole. The above values are noted and
recorded on site register / test report. The value should be in Meg Ohms.

5.2 Contact Resistance Test

5.2.2 Procedure:

Contact resistance of the breaker R ph, Y ph and B ph pole is seen by injecting 100A dc current with
the help of CRM Kit and thus the corresponding resistance is displayed. The value thus shown should
ideally be less than 100 micro ohms.
Stationary & Moving Contacts are built from materials that provide good resistance from arcing.
However if contacts are not maintained on a regular basis, resistance due to repeated arcing builds
up resulting in the contacts disability to carry currents

5.3.2 Procedure:

It is necessary to time each breaker, in order to have its functional signature. Incorrect operation can
have disastrous consequences on the equipment or the substation personnel. Not to mention the out of
service losses of revenue and the repair costs. Timing tests are done first in the factory during the routine
tests and after installation, during the commissioning tests. They have to be done periodically in order to
validate the good working order and reliability of the breaker. Timing tests are also a powerful tool for
troubleshooting faulty breakers.

Four steps constitute the main activities to accomplish a timing test:

 Cable installation and connection


 Data Acquisition

 Data interpretation

 Data analysis

5.4 Gas Leakage Detection Test

5.4.1 Procedure:
The gas is filled in the gas leakage detector test kit and it is kept for 24hrs under observation. Then
after 24 hours the pipe joints are checked for any detection of leakage of gas
If the pressure drop is more than 1KV then the gas leakage detector detects it

5.5 High Voltage Test of Vaccum Bottle

5.5.1 Procedure:
High Voltage Test up to 18 KV is applied to the apparatus. If the apparatus trips then it is concluded
that the Vaccum Bottle is faulty & must be replaced
