But even a locked-out machine may not be safe if there are parts of the machine that are
not BLOCKED to prevent inadvertent movement. Potential energy that may need to be
blocked can come from suspended parts, subject to gravity, or may be energy stored in
springs. In a U.S. Bureau of Labor Statistics study on injuries related to servicing
equipment, 80 percent of the workers surveyed failed to even turn off the equipment
before performing the service work.
* Point of operation: Point at which work is performed on the material, such as cutting,
shaping, boring or forming of stock
* Power transmission apparatus: all components of the mechanical system which transmit
energy to the part of the machine performing the work. These components include
flywheels, pulleys, belts, connecting rods, couplings, cams, spindles, chains, cranks and
gears
* Other moving parts: all parts of the machine which move while the machine is working.
These can include reciprocating, rotating and transverse moving parts, as well as feed
mechanisms and auxiliary parts of the machine

Federal and state OSHA regulations require that an employer establish a respiratory
protection program when effective engineering controls are not feasible.
The guidelines in this program are designed to help reduce employee exposure to
occupational dusts, fumes, mists, radionuclides, gases and vapors. The primary objective
is to prevent excessive exposure to these contaminants. Where feasible, exposure to
contaminants will be eliminated by engineering controls. When effective engineering
controls are not feasible, use of respiratory protective equipment may be required to
achieve this goal.

Safety is something many of us take for granted. But safety is no accident. Proper
training and a thorough knowledge of materials and equipment lead to a safe working
environment, and when an accident does occur, knowing the right procedures and how to
implement them can mean the difference between a mishap and disaster.
Fragile and irreplaceable, the environment is important to all of us. We are constantly
struggling to find the perfect balance between the economy and the environment. As
environmental regulations and procedures continue to change and become more complex,
it is sometimes difficult but always important for companies to know what their
obligations are with respect to the environment.
