Chapter I

INTRODUCTION

Rationale

Wastes dominance are the most crucial problems that the society cur-

rently facing right now. The advancement and evolution of the ways of living of

every individuals and the changes of societies brought positive and negative

impact in the world. Imagine you are living in agricultural society wherein

technologies are not yet existed, do you think there are wastes dominance in

the environment? Yet the existing of technologies and the evolution of machin-

ery leads to the creation of various products that brought various disastrous

wastes and these wastes are definitely the threats in the society right now.

Waste can be seen in water and land. According to Dorger (2019), Philip-

pines is 26 in rank in terms of plastic wastes generation, wherein approximate-

ly 46,000 tons of plastic litter were released and most of them are polluting the

rivers and oceans. Because of that problem, the government formulated law

that aims to address the problem. By the virtue of R.A 9003 or the Ecological

Solid Waste Management Act of 2000, wherein this act was crafted in response

to the looming garbage problem. (Aquino, A., Deriquito, J.A., and Festejo, M.,

2013).
The said problem is not the only problem of the government, but it is also

the problem of the every school institution in the Philippines. We, the research-

er, observed that in our school itself, suffers a lot in solving the problem in

wastes. Several programs and policies were crafted, but most of those are not

totally effective in solving the problem. Yet, the Buso National High School

(BNHS) recently crafted the “Basura Ko, Hipuson Ko” program to address the

problem in wastes.

Actually, the Basura Ko, Hipuson Ko program is not been yet replaced,

but it doesn’t mean that it is totally effective in solving the problem in wastes.

Additionally, the target objectives of this study is to determine the per-

ceptions of Buso National High School teachers towards Basura Ko, Hipuson

Ko program. This study will be conducted in Buso National High School and

the Buso National High School teacher are the respondents of the study. It is

conducted because it may be convinced the administrators to replace, review,

or removed the program if it is not effective in solving the problem in wastes.

Objectives of the Study

This study aims to determine the common perceptions of Buso Na-

tional High School teachers towards Basura Ko, Hipuson Ko program.


Review of Related Literature

This part composed of related literature of the study, wherein it will dis-

cuss the concept of program and solid waste management or proper waste dis-

posal. It will discuss also the bad impact of waste and the importance of proper

waste disposal.

Defining Program

Promulgating program is the most essential thing to be done in school in

order to obtain peace and harmony. Wilson (2015), defined program as a short

term interventions that create temporary improvements in the wake of chal-

lenges. In addition to that, Sinha (2017) stated the differences between pro-

gram and policies, wherein programs are temporary improvements in the wake

of challenges while policies are covenant we collectively choose to live.

Furthermore, there are differences between a plan, project, and program.

Hardison (2019), states that a program s comprised of multiple projects that

aim at outcomes and benefits. Additionally, programs are defined in fluid and

long terms with significant risks. According to Weitzel (2011), programs are

tight to legal regulations and state the goal then point the policy to address the

goal.

Understanding Solid Waste Management

Solid waste management defined by Business Dictionary (2019) as a col-

lection, transportation, and disposal of garbage, sewage, and other waste prod-
uct. Leblanc (2019), defined also the solid waste as a range of garbage materi-

als, arising from animal and human activities that are discarded as unwanted

and useless. It is due to industrial, residential, and commercial activities in an

area.

Waste management is imposed to minimize waste quantity, reduce the

amount of raw material consumed and disposing non-hazardous and hazard-

ous waste. Community imposed several tactics to manage wastes, such as

land-filling, incineration, and composting. ((Environmental Literacy Council,

2015). Rinkesh (n.d.), stated that waste management is the process of treating

solid wastes and offers of solutions for recycling items that do not belong to

trash. Waste management, otherwise is something that each household and

business in the world needs.

Additionally, Science Direct (2019), described waste management as a

commonly used and defined as the application of techniques of the execution of

various functions of collection, transport, processing, treatment, and disposal

of waste.

Determining Bad Impacts of Improper Wastes Disposal

Overflowing wastes bins are and ideal breeding ground of bacteria, in-

sects and vermin. Just like the flies that visit the garbage is the same to the

flies that roam around your lunch. The increase the risk of contracting with

salmonella, wherein it can cause typhoid fever, food poisoning, enteric fever,

gastroenteritis, among other illnesses. (E-Cube Labs, 2016).


In addition, soil contamination is caused by improper waste disposal.

Wastes that end up in landfills excrete hazardous chemicals that leak into the

soil. Imagine the plastic bottles, when they eventually break down, they release

DEHA, and a carcinogen that affects our reproduction systems. It can cause

liver dysfunction also and weight loss. Soil contamination does not only affect

plant growth, it is also unhealthy to humans and animal feeding on those

plants. (SkipTheTip, 2018). On the other hand, human damage is caused also

by improper waste management. (Metropolitan Transfer Station, 2017).

Ejaz, N., Akthar, N., Nisar H., and Ali U., (2010), states that improper

waste management system can contribute to worsen environmental degrada-

tion of the community. Illegal dumping of communal solid wastes are responsi-

ble for a number of diseases also. On the other side, improper waste manage-

ment can caused air pollution when waste releases soot and smog into the at-

mosphere. It results to decreasing of air quality, reduced oxygen levels for

plants and vegetation and increased rates of respiratory diseases in people.

Thus, the decomposition of solid waste released methane and carbon dioxide

and greenhouse gases that absorb reflected solar energy.

Importance of Proper Waste Disposal/Management

Improper wastes played an important role in global cleanliness and sus-

tainability drive, with people’s health and the conservation of resources being

the responsibility of every government. (Mohammed, 2016). In addition, pre-

treatment of organic waste and combustible waste fraction does not only man-
age the waste but also generates products such as compost and renewable en-

ergy. (Singh, 2018). Chatterjee (2017), states that waste collection can protect

environment and the health population, and it helps to prevent air pollution.

When wastes are properly disposed has a lesser of having illnesses. (Environ-

mental Cleanup, 2014)

The figure 1 represents the conceptual framework of the study, wherein

it shows the overall flow of the study. It was showed there that the researcher

will determine the perceptions of Buso National High School teacher towards

Basura Ko, Hipuson Ko program. In order to gather data, face-to-face interview

will be utilize, and the common perceptions of Buso National High School

teachers towards the Basura Ko, Hipuson Ko program are the possible outcome

of this study.
Significance of the Study

This study will give benefits to the following:

To Buso National High School, this study is beneficial to them because

they will know the perceptions of teacher towards Basura Ko, Hipuson Ko pro-

gram, either good or bad.

To SSG Adviser, this study is beneficial because she will know the vari-

ous perceptions of her co-teacher towards the program, wherein the program

maybe effective or not in solving the problem is wastes in school, or maybe re-

placed or review.

To teachers, this study is beneficial to them because they will know the

perceptions of their co-teachers towards the program. So that within their terri-

tories, they can impose program to address the problem of wastes.

To future researchers, this study is beneficial to them because they will

know the perception of teachers towards the program, and it may convince

them to conduct another program that relates to this study.

Definition and Terms

Complete Enumeration- Census Method is also called as a Complete

Enumeration Survey Method wherein each and every item in the uni-

verse is selected for the data collection. The universe might constitute a

particular place, a group of people or any specific locality which is the


complete set of items and which are of interest in any particular situa-

tion.

Face-to-face interview- a data collection method when the interviewer

directly communicates with the respondent in accordance with the pre-

pared questionnaire. This method enables to acquire factual infor-

mation, consumer evaluations, attitudes, preferences and other infor-

mation coming out during the conversation with the respondent. Thus,

face-to-face interview method ensures the quality of the obtained data

and increases the response rate.

Perception- the process of getting, interpreting, selecting, and organiz-

ing sensory information. It includes the collection of data from sense

organs through to the interpretation made by the brain. Consider this.

Light rays enter our eyes, and the brain works on this information to

build up our mental picture of what is going on "out there". Perception

is a lot more than just "information coming in". It is an active process.

Phenomenological Study-is an approach to qualitative research that

focuses on the commonality of a lived experience within a particular

group.

Chapter II

METHODS

This chapter will elaborate the research design of the study, where it will

be conduct. Additionally, this chapter will show the number of respondents

and the methods of data collection and how data will be analyzed.

Research Design

This study will utilize qualitative type of research, specifically phenome-

nological study. Statistics Solution (2019), states that phenomenological study

is to describe, in depth, the common characteristics of the phenomena that has

occurred.

Locale of the Study

This study will be conducted in Buso National High School, wherein this
school is located at Brgy. Buso Mati City, Davao Oriental. Buso is
a barangay in the city of Mati, in the province of Davao Oriental. Its population
as determined by the 2015 Census was 2,078. This represented 1.47% of the
total population of Mati. (Philatlas, 2019).

Population and Sample

The teachers of Buso National High School will be respondents of study,

wherein the teachers are approximately more than 15. Due to scarcity of re-

spondents, the research will decide to complete enumerate all the respondents.

Business Jargons (n.d.) defined complete enumeration as the census method is


also called as a complete enumeration survey method wherein each and every

item in the universe is selected for the data collection. The universe might con-

stitute a particular place, a group of people or any specific locality which is the

complete set of items and which are of interest in any particular situation.

Research Instrument

Face-to-face interview will be utilize in this study, wherein it define

method when the interviewer directly communicates with the respondent in ac-
