Fizer Jr. Sheriff NEWS MEDIA RELEASE NOVEMBER 25, 2019 Clinton County Sheriff Ralph O. Fizer Jr. released today that in the early morning of November 25, 2019, a Clinton County Sheriff's deputy pulled over a vehicle with four subjects in the vehicle. Upon the vehicle coming to 2 stop at a residence, a subject got out and ran towards the residence. The subject, Marvin Napier, age 60 of Wilmington, who was known by the deputy took off running towards the house. The deputy was also aware that Mr. Napier had a Grand Jury indictment for drugs, which had resulted in a warrant for his arrest. Mr, Napier attempted to get into the residence but the door was locked. He then tried to get into his truck at which time, the deputy caught up to him. Mr. Napier resisted arrest at that time. Other deputies arrived on scene and Mr. Napier was taken into custody. Shortly after being placed into custody, Mr. Napier stopped breathing and was immediately removed from restraints and CPR was started, which continued until Wilmington Life Squad arrived on scene at which time, lifesaving efforts continued with no response from Mr. Napier.
