CONSTITUTION OF THE BARANGAY ANTI-DRUG ABUSE COUNCIL (BADAC) OF

BARANGAY SAN RAFAEL, ZARAGOZA, NUEVA ECIJA
Pursuant to DILG Memorandum Circulars Nos. 98-227, 99-226, 2001-90, 2003-131,

2004-07, 2012-094, 2015-63, DILG-DDB Joint Memorandum Circular No. 2018-01, and
DDB Board Regulation No. 3, series of 2017 all pertaining to the creation, reorganization,
strengthening and revitalization of local anti-drug abuse councils in all levels of the
government, the Barangay Anti-Drug Abuse Council (BADAC) of Barangay SAN RAFAEL,
Zaragoza, Nueva Ecija, is hereby constituted as follows:
Section 1. Composition of the BADAC – The Barangay Anti-Drug Abuse Council

(BADAC) shall be composed of the following:

Section 2. Powers and Functions of the BADAC – The BADAC shall have the
authority and responsibility to perform the following:
1. Plan, strategize, implement and evaluate programs on drug abuse prevention in

the barangay;
2. Organize the BADAC Auxiliary Team and orient them of their roles and functions
in formulating a plan of action to address the drug problem;
3. Equip Barangay Tanods and BADAC Auxiliary Team on their roles and functions
in the campaign against street level illegal drug trade thru seminars or trainings;
4. Coordinate and collaborate with other institutions implementing programs and
projects on drug abuse prevention at the barangay level;
5. Conduct information, education and communication campaign activities on illegal
drug demand reduction;
6. Conduct regular and consultative meetings at least once a month and call for
special meetings with organizations in the barangay;
7. Strengthen the family in the barangay by promoting family affairs and conduct
values formation on parental care and guidance in coordination with other
peoples’ organization and concerned agencies;
8. Determine and maintain a record of the names and other personal information of
actual residents of the barangay, likewise, gather and update all drug related
incidents and its effects on the peace and order situation in the barangay
including listings of suspected drug users/dependents and pushers;
9. Identify drug affected house clusters, work places, streets, puroks and sitios
where there are violations of RA 9165 and immediately report the same to PNP
or PDEA;
10. Conduct an inventory of drug personalities who were identified to be involved in
illegal drug activities and identify who were brought to both government and/or
private facility/center and community-based rehabilitation centers;
11. Refer suspected drug users and dependents who voluntarily surrendered to the
barangay duty officer to CADAC/MADAC for proper assessment
12. Conduct periodic monitoring of those undertaking facility/center and community-
based rehabilitation program;
13. Empower and encourage the community in reporting drug-related cases through
an award/commendation system;
14. Extend assistance to law enforcement agencies during the conduct of drug
clearing operations at the barangay level;
15. Enact local ordinances, policies and other legislative measures to support the
barangay drug clearing program;
16. Set quarterly targets to reduce level of drug affectation and ultimately, to achieve
and maintain drug-cleared status;
17. Submit monthly report to the CADAC/MADAC copy furnished DILG city/municipal
field office on the progress of the barangay drug clearing program;
18. Monitor the progress and disposition of drug-related cases filed with courts;
19. Ensure the safety of the community and extend such other necessary assistance
to the operating units during the conduct of anti-drug operations; and

Section 3. Composition of the BADAC Auxiliary Team – The following shall be

designated as members of the BADAC Auxiliary Team:
Section 4. Functions of BADAC Auxiliary Team – members of the BADAC Auxiliary

Team shall perform the following duties and responsibilities:
1. Identify and report to the BADAC suspected drug dependents, pushers, illegal
drug laboratories, and other illegal drug-related activities in their areas;
2. Assist in the conduct of information, education and communication campaign
activities;
3. Help facilitate in the preparation and distribution information, education and
communication materials in collaboration with schools, neighborhood
associations, etc.; and
4. Initiate the conduct of neighborhood activities to prevent drug abuse in their area
of operation especially among children and youth.
Section 5. Organization of Barangay House Clusters – The organization of Barangay
House Cluster shall be based on the number of streets in the Barangay and the following
shall be designated as cluster leaders:

B) Roles and Responsibilities
Pre-Operations Phase
 Conduct basic drug prevention and control seminars, giving emphasis to
collection and analysis of drug-related information and prevention
education;
 Organize house clusters with designated cluster leader who shall submit a
compliance report to DILG, through the concerned City Director or
MLGOO;
Operations Phase
 Assist and coordinate with oversight agencies for the drug clearing
operations;
 Submit requirements or reports as means of verification, as required by
oversight committee.
Post-Operations Phase
 Implement support policies for PWUD who surrendered, their families, and
the community as a whole and prepare the barangay for reintegration of
drug personalities;
 Mobilize Auxiliary Teams to ensure the sustainability of the status of the
barangay as drug-cleared;
 Conduct seminar and implement measures towards drug abuse
prevention.
C) BADAC Auxiliary Team Roles and Responsibilities (as amended by

DILG-DDB JMC No. 2018-01 “Implementing Guidelines on the Functionality
and Effectiveness of Local Anti-Drug Abuse Councils”):
a. Identify and report to BADAC, drug dependents, suspected drug

personalities, illegal drug laboratories within their respective areas;
b. Assist in the conduct of IEC;
c. Help facilitate in the preparation and distribution of information
materials in collaboration with the school, neighborhood association,
etc.;
d. Report existing community-based rehabilitation programs;
e. Conduct neighborhood activities to prevent drug addiction (Sec 5., DDB
Board Regulation No. 3 s. 2017).

“RESOLUTION APPROVING THE MUNICIPAL

PEACE AND ORDER ACTION PLAN OF
ZARAGOZA, NUEVA ECIJA FOR CALENDAR YEAR
2018”
WHEREAS, submitted to this Sanggunian for appropriate action is the proposed 2018
Municipal peace and Order Action Plan of the municipality of Zaragoza, Nueva Ecija
adopted by the Municipal Peace and Order Council during their joint meeting of Municipal
Anti-Drug Abuse Council (MADAC) held on July 17, 2017;
WHEREAS, the Action Plan includes various programs/activities and financial requirements
to improve crime prevention, crime solution and public safety of this municipality;
WHEREAS, the Local Anti-Criminality Action Plan (LACAP) prescribes the guidelines and
procedures relative to the conduct of holistic and comprehensive anti-crime approach to be
undertaken jointly by the different sectors of the society.
WHEREAS, the same action plan intends to address all forms of criminality particularly on
illegal drugs, robbery, theft, murder, homicide, car napping and other crime against property
that may occur in the locality.
WHEREAS, the Chief Of Zaragoza, Police Station, PMAJ Damaso G. Feliciano Jr. during
the joint MPOC-MADAC meeting held on September 27, 2018, had comprehensively
presented and discussed effective approaches to crime solution program and anti-
criminality strategy as contained in LACAP.
WHEREAS, after thorough deliberation and discussion on the different issues and concerns
and the identification of comprehensive strategy to deter occurrence of crimes in the
municipality, there is a need to adopt the Local Anti-Criminality Action Plan (LACAP) and
the Action Plan against illegal Drugs that will serve as a blueprint to guide law enforcers
and other stakeholders in the society in carrying out their peace and order functions and
mandates.
WHEREFORE, be it resolved by the members of the Municipal Peace and Order Council in
a meeting conducted to endorse to the Sangguniang Bayan of Zaragoza, Nueva Ecija
the 2018 Local Anti-Criminality Action Plan on Peace and Order and the Action Plan
Against Illegal Drugs for Adoption.

“RESOLUTION APPROVING THE MUNICIPAL PEACE AND

ORDER ACTION PLAN OF ZARAGOZA, NUEVA ECIJA FOR
CALENDAR YEAR 2018”
WHEREAS, the promotion of peace and harmony is a shared responsibility between the
National and Local government. Admittedly, while there are national government
instrumentalities tasked to address criminality and other forms of lawlessness, local
authorities are equally responsible for maintaining peace and order in their communities as
provided for under the general welfare clause RA 7160;
WHEREAS, an allocation for peace and order concerns may be provided in the annual
budget of a local government unit. Provided, that peace and order is a priority investment
area;
WHEREAS, proposed plan and activities in the LACAP for CY 2017 cannot be
implemented without funding;
WHEREAS, the amount needed for the implementation of various PPA’s is amounting to
Four Hundred Thousand Pesos (400,000.00), to be appropriated for the said action plan.
WHEREAS, the use of funds to improve crime prevention, crime solution, and public safety
shall be limited to the following: (a) gasoline/diesel; (b) communication; (c) maintenance of
vehicle/ operational equipment; (d) production of IEC and communication materials; (e)
provision of allowance during coordinating meetings; (f) purchase of SAR equipment; (g)
financial assistance for training and education of personnel and other
incidental/miscellaneous expenses during the conduct of PNP Operations in Zaragoza;
WHEREAS, the action plan was discussed during the joint meeting of the Municipal Peace
and order Council and Municipal Anti-Drug Abuse Council held on July 17, 2017;

NOW THEREFORE, on motion of SB Member Member Cresenciano O. Dela Cruz, duly

seconded by SB Members Edwin A. Buendia, Benigno M. Almayda and Angelito DC.

RESOLVE, as it is hereby resolved, to approve the 2018 Local Anti-Criminality Action Plan
of the PNP-Zaragoza, Nueva Ecija against illegal drugs.
RESOLVE FURTHER, to furnish copies of this resolution to all agencies/offices concerned

for their information and guidance.

AN EXECUTIVE ORDER RE-ORGANIZING THE MUNICIPAL ANTI-DRUG ABUSE

COUNCIL OF MUNICIPALITY OF ZARAGOZA, NUEVA ECIJA.
WHEREAS, pursuant to Section 16 Chapter 2,Book 1 if The Local Government Code of
1991 0therwise known as RA 7610 provides that the local government units shall pursue
undertaking to improve publics morals and maintain peace and order, among other equally
significant concerns.
WHEREAS, reports of increasing use of illegal drugs have significantly contributed to the
rise in criminality which necessitate a more aggressive and unified stance against illegal
drugs to help ensure peace and harmony in the community.
WHEREAS, the menace can be addressed efficiently if all efforts and concerned agencies
are coordinated in all stages from the pre-operation and post—operation of the drive to
eliminate, if not totally, eradicate the problem.
WHEREAS, the Local Government unit of Zaragoza, Nueva Ecija recognized the
inevitability that in order to achieve an integrated approach in the elimination of proliferation
and use of illegal drugs and in order to promote peace and order as well as meaningful
social and economic development in the country organization of Municipal Anti-Drug Abuse
Council must be organized.
NOW THEREFORE, by virtue of the power vested in me by law as Local Chief Executive of
Zaragoza ,Nueva Ecija provide under Section 444 RA 7610 pursuant to Memorandum
Circulars 98-227 and 99-236 hereby 0rder the organization and composition of the
Municipal Anti-Drug abuse Council.

 Witness the inventory of seized drugs/ paraphernalia (Municipal and

 Conduct of Advocacy and prevention education ( Municipal and
Barangay)
 Processing of applicants for rehabilitation of drug dependent
 Upon information from PDEA, conduct administrative searches of
suspected drug dens/laboratories.
Note: Barangay involvement:
Operations conducted/initiated by the PDEA/PNP, Barangay involve ment should be after
the raid:
For barangay initiated, barangay may be involved during the operation.
Section 3. Post-Operation:
 Identification/implementation of sustainable projects (Municipal and Barangay)

 Submission of monthly reports on anti-illegal drug activities (Municipal and
Barangay)
This executive order shall take effect immediately upon its approval.
