Sub: Extension of Time for awarding of Metering works under IPDS Scheme in
BESCOM, Karnataka. -Reg.

Adverting to the above subject, under IPDS in the jurisdiction of BESCOM in
respect of system strengthening works & Solar Roof top works have been awarded and
the works are under progress. But, in respect of Metering works the tenders were
floated in 5 Packages namely,
1. Feeder Metering.
2. Boundary Metering.
3. Replacement of existing LT CT operated ETV Meters by AMR Meter.
4. Providing 3 Ph 4 W CT/PT operated with AMR meter to Distribution transformer.
5. Supply & Commissioning of Modems for HT installation & 40HP above LT3 & LT5
installation for pushing datas to the existing MDAS & MDM servers.
Out of the above for Sl.No.(2), (3) & (4) works have been awarded and are under
progress but for Sl.No (1) & (4) due to no response from the bidder the tenders were
called for 2-3 times & are under evaluation process. For finalization of evaluation
process of these two packages as per the BESCOM norms & procedures that, “the
tenders in respect of metering as per the GoK directions the technically successful
bidder shall arrange demonstration of the local and remote data transfer for further
evaluation. The sample meters of such firms shall be tested in CPRI labs for all type
and other test under the specification. In case samples are found not confirming to the
requirements of specified test conducted at CPRI, the price bids of such firm will not be
opened” & requires 45 days for carrying out test & procedure of meter. Then placing
and getting approval from the ‘Board of Directors’ have to be followed for issuing DWA.
Hence for carrying out above process for issuing awards it requires 2 months
period.
Therefore, with the above scenario and on the technical reason, it is requested for
extension of time for completion of awarding of Metering works under IPDS till
31.07.2018.

Reconciliation of awarded quantities/amount against sanctioned
quantities/amount of projects under IPDS & request letter for
consideration of time extension for award of balance works under IPDS -
reg.
Ref: 1. E-mail received from UVA BESCOM Dated: 5.5.18.
2. E-mail received from M/s. PFC New Delhi Dated: 8.5.18.
An e-mail have been received from UVA BESCOM cited under ref(1) to
submit fresh copy of Awarded/sanctioned quantities of BESCOM duly signed
by MD BESCOM.
An e-mail have been received from M/s. PFC New Delhi cited under ref(2) to
submit request letter along with reasons for consideration of time extension for
award of balance works under IPDS.
Hence a draft letter addressed to the Executive Director, PFC, New Delhi
requesting for extension of time for awarding Metering works and also
awarded/sanctioned quantities under IPDS in the jurisdiction of BESCOM is
placed in the file for kind perusal and further needful directions.

BESCOM is in process of implementing IPDS scheme in the jurisdiction of
BESCOM for system strengthening works, Metering works & Solar Roof Top
works.
The details of allocation of amount for three works is as follows:

 In respect of System Strengthening works for the sanctioned amount of
Rs. 420.10 Crs, DWAs has been issued to the responsive agency of 5
circles & BMAZ Zone and the works are under Progress.
  In respect of Solar Roof Top works for an amount of Rs. 8.82 Crs, DWA
has been issued to the responsive agency and works are under
Progress.
 In respect of Metering works for an amount of Rs. 28.23 Crs, the
Tenders has been invited for 4 nature of works and the details

given by GM(Meters & Commercial ) section is enclosed as Annexure-I,

Since, for the Metering works, due to tendering under process and as per the
request by GM(M&C) vide U.O Note Dated: 18.9.2017 this office requested by letter
addressed to M/s. PFC New Delhi seeking extension of time for Metering works until
30.11.2017 vide letter cited under ref(2). But, till date same works have not been
awarded completely as per the annexure.
In the meanwhile, an e-mail has been received from M/s. PFC New Delhi, cited under
ref(1) is placed in the file, stating that considerable time (nearly 2 years) has passed
since the sanction of IPDS scheme and few of BoQ items such as consumer metering,
prepaid metering and feeder metering which were sanctioned under IPDS, are not yet
awarded in BESCOM and requested this office to expedite the implementation as per
guidelines on urgent basis.
In view of the above necessary action is requested to award all the above activities
for maximum utilization of sanctioned cost and to avoid short closer of sanctioned cost
by M/s. PFC which will causes to reduction of grant for un-utilization of sanctioned
cost.

Adverting to the above subject, under IPDS the system strengthening works have
been awarded and the works are under progress. In respect of Solar Roof Top, LoI has
been issued, DWA has to be issued to the responsive bidder. But, in respect of
Metering works the tenders were floated in 4 Packages namely, Feeder Metering,
Boundary Metering, Replacement of high load consumer meter and Modems. In the
above 4 Packages, for Feeder metering due to no response from the bidders, tenders
invited for the third time. But, for the remaining packages evaluation of the tenders
floated are under process.
For finalization of the tenders as per the GoK directions the technically successful
bidder shall arrange demonstration of the local and remote data transfer process at
their own cost. Only such of bidders successfully demonstrating data transfer shall be
consider for further evaluation. The sample meters of such firms shall be tested in
CPRI labs for all type and other test under the specification. In case samples are found
not confirming to the requirements of specified test conducted at CPRI, the price bids
of such firm will not be opened. The duration required for testing of Meters from CPRI
is approximately 45 days.
With the above details, for finalize the awarding of Metering works under IPDS
after completion of the above process it requires minimum 2 months period.
 Hence, with the above scenario and on the technical reason, it is requested for
extension of time for completion of awarding of Metering works under IPDS till
30.11.2017.
