1. Introduction
This specification defines the technical requirements of Austenitic Stainless Steel plates and
Sheets conforming to ASTM-A-240 Gr. 304L & other applicable standards as mentioned in
various clauses.
2. Scope of work
The scope of work include manufacturing, Inspection & Testing at Supplier’s Works,
Packing and Safe Door Delivery of Austenitic Stainless Steel plates and sheets conforming to
ASTM-A-240, grade 304L & meeting technical specification laid down under.
a. The bidder should have experience in supplying the tendered items of the similar quality
and should have supplied such items in last seven years.
(Similar quality means SS304L plates with IGC Pr A and Pr C tested material with IGC
Pr C results matching with requirements of the technical specification of the tender)
b. Completion and performance certificates from the client’s w.r.t. above credentials are
required to be submitted.
c. The bidder shall have complete In-house Testing Facilities to carry out chemical,
Mechanical tests mentioned in the Tender technical specification. The test set up should
be functional, established and all test equipment should be in calibrated condition valid to
the date and meet requirements of international/national standards.
d. The bidder should have fully functional in-house multichannel ultrasonic testing machine
to carry out the Ultrasonic Testing of the SS304L plates which should be able to inspect
the plates as per requirements mentioned in the technical specification of the tender.
e. The bidder should have an organized set up for Planning, Procurement, Marketing,
Production, and Quality Assurance. These departments should have at least one engineer
on payroll of the bidder with other supporting technical staff.

f. Quality assurance department of the bidder should have at least ASNT/ISNT level-II
certified person on payroll of the bidder with valid certificate to carry out the ultrasonic
testing of the plates.
g. The bidder should have dedicated engineers/staff for chemical, mechanical and
metallurgical analysis of SS304L plates on the payroll of the bidder.
Note:
In case the bidder is not found to meet the above evaluation criteria, the offer will not be
considered technically suitable for the tendered job and offer will be rejected.
a. List of major orders executed by the firm for similar supplies in past seven years for
DAE/ PSU or other reputed firms. The list of order should indicate name of customer,
tonnage of SS plates/sheets supplied, cost of order, date of completion and Name &
Designation of contact person for reference.
b. List of manufacturing facilities available with the firm.
c. List of in-house testing facilities.
d. QA Plan followed for Manufacturing & Testing.
e. Brief Processing Methodology.
f. Technical Data sheet (Annexure-III) duly filled & certified by Manufacturer.
g. Vendor Evaluation Performa (Annexure-IV) duly filled by bidder.
h. List of deviations from this specification, if any stating the clause of Specification &
Deviation. In case, there is no deviation, a statement to that effect shall be submitted with
the offer.
i. Test certificates of similar materials supplied in the past along with their quantities.
Offer not accompanied with any of the above documents will be treated as incomplete and
liable for rejection without any correspondence.
a. No free issue material will be provided by the department for the tendered work.
b. Material shall be offered strictly conforming to this technical specification. Deviations,
if any, should be clearly indicated by the supplier in their quotation.

c. Any technical and commercial questions, information, clarifications, etc. that may be
required pertaining to this Tender/enquiry may be obtained from the Purchaser before
submitting the tender.
d. Evaluation of bidders will be carried out as per the technical requirements mentioned in
this technical specification.
e. No deviations from the specified technical requirements will be acceptable.
f. The unsuccessful bidders shall return all the tender documents/enclosures within 20 days
time.
It may be noted that the product material not meeting the specified technical requirement
mentioned in this technical specification (Annexure-I) and relevant codes and standards
mentioned therein shall be rejected.
The tendered quantity of the plates may be split by the purchaser. The bidders shall be prepared
to accept Part order.
11. Shipment

12. Post Delivery Checks:
The vendor shall ensure that the material reaches to the stores of the department in safe
condition. The material will be inspected visually upon its receipt at departmental stores and
checked visually for any damage. In case of the consignment is found damaged, the same
will be not be accepted by the department. The transit insurance of requisite value is
required to be arranged by the bidder.
13. Warrantee:
The material shall be under warrantee for quality and workmanship for a period of 12
Months from the date of receipt at supplier’s end.
All the material shall be delivered within 12 (Twelve) months after placement of purchase
order.

Annexure I : Technical Specification for SS 304L Plates & Sheets
1. General Requirements:
a) The material being offered shall be new, unused and not recycled material.
b) The plate shall be hot /cold rolled, solution annealed, Pickled and Passivated with trimmed
edge condition.
c) Each plate shall be inspected before shipment, by purchaser, at supplier’s premises.
d) Material inspections / testing and tolerance requirements shall be as per ASTM-A-240,
ASTM-A-480 and other applicable standards.
e) Efforts shall be made to restrict the number of heats in a particular size to a minimum.
f) The supplier shall prepare Quality Assurance Plan (QAP) and all Manufacturing &
Testing Procedures, and will get it approved by the purchaser before starting actual work.
Purchase Order with Material Specification, Schedule of Quantity, approved QAP;
approved Manufacturing & Testing Procedures shall be governing documents for
execution of this work.
g) Purchaser reserves the right to carry out audit of test results by drawing additional test
samples from the plates being offered for independent checking.
h) Shipping clearance shall be given subject to satisfactory results of audit test samples.
i) The plates shall be free from surface defects like pits, cracks, edge laminations and
inclusions.
j) In case of conflict between this technical specification and the Code/Standard, this
technical specification will prevail.
k) Each plate shall be numbered and checked for dimensions.

ASTM-A-380: Specification for cleaning, descaling and passivation of Stainless Steel
parts, equipments and systems.
ASTM-A-370: Test methods and definitions for mechanical testing of steel Products.

4.4 Delta Ferrite Requirement: The Delta Ferrite content of the finished plates shall be less
than 0.30%.
4.5 Grain Size: Grain size shall be within 5 to 8. The samples shall be drawn from each heat and
batch/lot for each thickness shall be tested as per applicable code.
4.6 Inclusion rating: Inclusion rating when tested as per the provisions of ASTM E45 shall be
within the following permissible limits:

Total of four types of inclusions (A, B, C & D) shall be less than 4.5
4.8 Flatness:
Roller straightened plates shall have a flatness within permissible limits as per provisions of
ASTM A-480.
4.9 Pickling & Passivation: All the plates shall be pickled and Passivated as per provision of
ASTM-A-380.
5. Size & Quantity:
Refer “Annexure – II” for schedule of quantities.
6. Inspection & Testing:
Inspection and testing of the materials shall be carried out as per approved Quality Assurance
Plan (QAP), approved procedures and relevant codes & standards by the supplier/manufacturer
prior to dispatch. Product sample from each heat/batch/lot of each plate category randomly
selected by the purchaser’s representative shall be tested by the supplier for various tests

(including chemical, mechanical, IGC, grain size, delta ferrite, inclusion rating etc.) as
specified in this specification and specified manufacturing standards. Testing shall be carried
out at the cost of the manufacturer. The purchaser reserves the right to witnessing these tests at
vender’s works/laboratory. However, the final acceptance of the material shall be based on
satisfactory test results of audit test samples tested by the Purchaser at NABL approved
laboratory of their choice. The cost of these audit tests shall be borne by the Purchaser.
Supplier shall send one product sample from each heat/batch/lot of each plate size to
purchaser at their cost for audit testing.
(a) Practice ‘A’: Micro structure shall be ‘Acceptable Etch’ structure free from end grain
pitting.
(b) Practice ‘C’: The average corrosion rate of IGC Pr ‘C’, after 5 cycles of boiling (48
Hours each), should not be more than 10 mills per year (mpy). It may be noted that
corrosion rate of any leg of corrosion cycle shall not be more than 16 mpy. The result of
last leg should not be emerged as highest values of five cycles. If, this happens, test will
be extended to sixth cycle. The material will be accepted only if, the result of this sixth
cycle is within the average specified value of respective items. The IGC rate of cycles
shall not be in ascending order.

& A-578. The equipment shall be capable of resolving 3 mm diameter Flat Bottom Hole
(FBH) for normal beam test and 12.5 mm long x 3 mm wide and 5% deep notch up to 10 mm
thick & 3% deep notch for higher thickness plates for angle beam test. Sensitivity shall not
be less than 50% amplitude, but not more than 75% of screen height. For angle beam, the
defect signal shall be from one full skip position. The examination and acceptance standard
for angle beam and straight beam tests shall conform to the above calibrated defect standard.
All recordable indications as per the above standard shall be mapped and these reports shall
form part of documentation given by the supplier. Plates in thickness less than 8 mm may be
examined from both the sides or twin probe may be used for normal beam in lieu of both
sides scanning.
a. Each plate shall bear clear continuous identifiable marking for identification for PO No.,
Heat No., Lot/batch No. material grade, size, IGC ‘Ok’, UT ‘OK’, Manufacturer’s name
or brand name etc on the both side of the plates. The marking paint or ink shall not contain
any harmful metal and metal salts which cause corrosive attack on heating. Each Shipping
lot shall be labeled with shipment tag mentioning purchaser’s name and destination, grade
of material, nominal dimensions, quantity and weight.
b. Each plate category shall be packed in good manner with suitable packing to avoid
damage to the plate surface and its edges during handling and transportation. The whole
responsibility will rest with the supplier till the material is received by the purchaser at his
stores. Details of packing shall be specified in the technical offer.

Annexure II: Schedule of Quantity
Note:
1. In case of mismatches in the quantities, the quantities given in the e-tender portal will
be governing.
2. The tolerance on quantity to be supplied to the Purchaser is ±10% on individual items.

Note: This is a broad QAP for the indented items (Plates). The manufacturer will prepare their own QAP based on this document and technical
specification for review and approval of the same from the Purchaser before start of the manufacturing.
