1. As per the CFO committee recommendations the EE, Task Force, Vijayawada
inspected M/s.The Andhra Sugars Ltd.,(Aspirin Division), Venkatarayapuram(V),
Tanuku(M), West Godavari District on 12.11.2010.

2. The industry is producing Aspirin (or) Salicylic Acid (or) Sodium Salicylate 90
T/month and acetic acid as by product of capacity 36 T/month. The CFO
validity period was expired on 31st March 2010.

* Out of 51 KL/day the industry generates about 25 KL/day of phenolic
effluent which is being utilized for making bio-compost along with distillery
effluent. Remaining 26 KL/day of non-phenolic effluent is being treated in
combined ETP of its sister concerned unit i.e., Sugar, Acetic Acid, HTPB,
UDMH, UH-25, which is having valid consent for a period upto 31.03.2011.

** The industry generating 12 KLD of Domestic effluents, where in domestic


effluents generation mentioned in earlier CFO Order is 3 KL/day.
4. Treatment plant facilities and Mode of Disposal of waste water:-
ETP details:-
(i)The industry has constructed Effluent Treatment Plant consists Collection cum
Equilisation tank, Neutralisation tank, extended aeration tank and lamella
clarifier for the treatment of 25 KLD of Phenolic effluents out of total
effluent generation of 51 KLD. The out let of the lamella clarifier is being
stored in a separate lagoon along with the Distillery RO, Rejects for the use of
bio compost.
(ii) Remaining 26 KL/day of non-phenolic effluent is being treated in combined ETP
of its sister concerned unit i.e., Sugar, Acetic Acid, HTPB, UDMH, UH-25, which
is having valid consent for a period up to 31.03.2011.
Mode of disposal of treated effluents:-
(i) The treated effluents of Phenolic effluents are being stored along with the
Distillery RO, rejects and the combined effluents are being used for Bio
compost.
(ii) The treated effluents in the CETP are being discharging in to Sathyavada
Drain.
5. The following are the analysis reports of the samples collected from the
out let of the Common Effluent Treatment Plant.

7. Observations;-
• The industry is a Asprin producing unit of capacity Aspirin (or) Salicylic Acid
(or) Sodium Salicylate 90 T/month and acetic acid as by product of capacity
36 T/month.
• The industry is generating about 51 KL/day of effluent, about 25 KL/day of
treated phenolic effluent is being utilized for making bio-compost along with
distillery effluent( RO rejects) and the remaining 26 KL/day of non-phenolic
effluent is being treated in combined ETP of its sister concerned unit i.e.,
Sugar, Acetic Acid, HTPB, UDMH, UH-25.
• The TDS and COD of the phenolic effluents are 30000 to 32000 mg/lit and
6000 to 8000 mg/lit respectively.
• The industry is removing the phenols from the phenolic effluents and mixing
HTDS and HCOD effluents with the distillery rejects and is making bio
compost.
• The sister concerned units i.e., Sugar, Acetic Acid, HTPB, UDMH, UH-25
generates about 1200 KLD Maximum in sugar season . The industry has
constructed CETP consisting of UASB reactor, aeration tank and clarifier.
• The industry is storing the treated effluents in an unlined lagoon.
• The industry is storing the effluents in 3 lined ponds near to the residences and
smell nuisance was felt around the storage ponds.

8. REMARKS:-

• The industry is discharging the treated effluents in to Satyawada Drain and


thus not complying with the Task Force Direction issued in the TF Committee
meeting 07.01.2004.
• The analysis reports of the samples collected from the out let of the outlet of
CETP on 10.02.2010, 12.05.2010 & 24.06.2010 are not confirming to the board
standards.
• The industry that are using the Asprin effluents for making bio compost are
having Phenols, which may not be degradable easily.
• The industry should not use the phenolic containing effluents for making bio
compost, as the phenols presence are not easily bio degradable.
• The industry should install MEE for the treatment of HTDS and HCOD
effluents generating from the Asprin plant.
• The industry should provide separate treatment for the removal of phenols.
• The industry should improve the performance of the CETP to ensure that the
effluents to meet to the inland surface standards.
• The analysis reports of the samples collected on 11.12.2010 are here with
submitted.
• The industry should store the treated effluents in lined lagoon only.
• The industry should develop the thick green belt in between the effluent
storage ponds and the residences.

9. In view of the above, the Task Force Committee is requested to discuss


the issue in detail and recommend further course of action to be taken against
the industry.
