1.0 INTRODUCTION
The Fire Water Report details the background information on the design and sizing
criteria applied to the engineering design of the Eko Petrochem and Refining
Company Limited (COMPANY).

Crystaquantum Solutions (CONTRACTOR) has been awarded the contract to carry


out the Detailed Engineering Design (DED) of the Eko Petrochem and Refining
Company Limited Bulk Storage Facility Project to meet industry and regulatory
requirement.

1.1 Objectives
The purpose of this document is to:

 Perform fire water demand calculation.


 Carry out adequate sizing and calculation of the following:
 Fire water lines
 Fire water pumps
 Determine the capacity of fire water tank volume, fire water pump flowrate
and capacity of foam concentrate.
 Provide effective fire water and foam for cooling, control and extinguishment
of hydrocarbon in the event of the worst-case fire scenario within the facility.

1.2 Scope
The scope of this document involves the following:

local regulations, laws and International Standards.

2.0 FIRE ELEMENTS


Major fire incidents often escalate from relatively minor occurrences involving the
three elements of the fire triangle, namely:

 Fuel
 A source of ignition and
 A source of oxygen (from air).

Propagation is also driven by surface heat which if withdrawn (i.e. adequately


cooled) leads to the fire being extinguished.

3.0 FIRE WATER SYSTEM DESCRIPTION


The proposed firewater system for the 20 PMS storage tank area consists of 1
firewater tank per tank area, 3 firewater pumps per tank area; 1 electrically driven
and 2 diesel driven (2 operating), 2 electrically driven jockey pumps (1 operating),
16” fire water ring main, fixed water spray systems, fixed foam monitors and fire
hydrants.

Fire water is sourced from a bore-hole through a submersible bore-hole pump. This
flows through an aeration/sedimentation tank before it is fed to the firewater tank via
the utility pump. In the event of total utility pump failure, the firewater shall be routed
directly to the firewater tank through a 3” bypass line. The firewater tank discharge
line is connected to a common header which has 5 distribution lines connected to 2
fire water pumps and 1 jockey pump (operating pumps). Provision was made for a
spare fire water pump and jockey pump. This applies for each tank area. The fire
water pumps feed the foam proportioning unit and fire water distribution header
which in turn feeds the fire water ring main and respective equipment. The hydrant
and fixed water spray systems have sources from the ring main. The foam pourers
on the product storage tanks and slop tanks and the fixed foam monitors are all
sourced from the foam proportioning unit.

Fire water pumps are sized based on the maximum fire water demand for the worst
case fire scenario in the PMS storage facility. The operating philosophy of the
firewater pumps is 3 x 50% and that of the jockey pump is 2 x 100% per tank area.

4.0 BASIS OF DESIGN


This study shall be based on guidelines and standards as listed in Section 1.3
applied with good engineering judgement. The calculation is estimated based on
design information obtained from General Facility Layout. See Ref. 1.

4.1 Assumptions
Multiple fire scenarios within a bundwall have been excluded ( i.e., no “double-
jeopardy”)

 The system is designed to fight fire for one (1) hour 9mins.
 1 fixed monitor and 1 hydrant hose line will be active during fire fighting.

On the basis of these considerations, the water demand was calculated for the single
realistic worst-case fire for each bundwall. There shall be 4 bundwalls.

4.2 Application Rate


The following application rates have been adopted:

 Cooling water for tank on fire and adjacent tanks: 4.1 l/min/m2 and 4.1
l/min/m2 respectively.
 Foam solution for tank on fire: 4.1 l/min/m 2.

4.3 Contingency Factor


A contingency factor of 10% has been adopted in the water requirement calculation
to account for drift and losses while 3% has been used to account for foam losses.

4.4 Number of Water Spray Nozzles


According to Appendix 8, the total number of water spray nozzles for the assumed
tank on fire is 46. Since all 20 tanks are of the same size, each tank shall have the
same number of water spray nozzles. Total number of spray nozzles shall be 1003.
Selected water spray nozzle is K40. See Appendix 4.

4.5 Number of Foam Pourers


Table B-1, NFPA 20-1998 shall be used as a guide to determine the number of foam
pourers per tank. For the assumed tank on fire, there shall be 3 foam pourers and
the selected foam pourer is TPS-80. Inlet/outlet flanges are 3”/6”. See Appendix 2.
There shall be a sum total of 60 nos. pourers for the storage tanks.

4.6 Fire Fighting Area


The fire fighting area for the facility has been divided into five zones and the
respective fire fighting equipment are as listed below:

4.6.1 Zone 1 (Storage Tanks)


This includes foam system for product storage facilities, outdoor hydrant, monitor,
spray water system and manual fire fighting items (extinguishers).

4.6.2 Zone 2 (Loading Operations and Pump House)


This includes foam system for product loading and off-loading facilities, outdoor
hydrant, monitor, spray water system and manual fire fighting items (extinguishers).

4.6.3 Zone 3 (Administration Building)


This includes an indoor hose reel and manual fire fighting items (potable
extinguishers).

4.6.4 Zone 4 (Control/UPS/Telecommunication/Electrical Rooms)


CO2 suppression system (hand held) shall be used to suppress fire in these
locations.

4.6.5 Zone 5 (Switch Gear Room and Generator House)


CO2 suppression system (hand held) and a mobile foam monitor shall be selected to
fight fire in this area.

4.7 Worst-Case Scenario Description


The worst-case fire scenario with respect to the fire fighting area zones would be
zone 1. This would be as a result of a tank being on fire.

4.8 Fire Water Demand


The fire water demand is based on the amount of water required for cooling the tank
on fire and the adjacent tanks for at least one (1) hour 9 mins and the water required
to prepare foam to extinguish fire on the tank for fifty-five (55) minutes. See Appendix
3.

4.9 Foam Demand


Maximum foam demand is 8m3 to meet the required 3% induction rate. This
philosophy shall apply per bundwall. See Appendix 3.

4.10 Fire Water Pump Capacity


The fire water system requires normal pump flow rate of 1536 m3/h. This will be
capable of supplying foam water for 55 minutes and cooling water for 1 hour.
Extinguishment and cooling are simultaneous. This shall apply per tank area. See
Appendix 5.

4.11 Jockey Pump Capacity


Based on industry best practices, the capacity of the jockey pump has been selected
to be 15m3/h. 2 jockey pumps shall be provided per tank area (1 working, 1 spare).
See Ref. 3.

4.12 Fire Water Tank Capacity


1 fire water tank with a gross capacity of 1767m3 has been specified. The storage
capacity shall be sufficient for 1hour 9minutes.This philosophy applies per tank area.
See Ref. 3.

5.0 SIZING
The following criteria were used to carry out adequate sizing of the fire water lines,
pumps, PSV sizing, PSV inlet line sizing and tank level settings.

5.1 Fire Water Lines


The following criteria were used for sizing the fire water lines:

 Flow velocity should not exceed 15 ft/s at maximum flow rate.


 Flow velocity should not be less than 3 ft/s to minimize deposition of sand and
other solids.
 Suction pipe shall be sized such that, with pump(s) operating at 150 percent
of rated capacity, the velocity in that portion of suction pipe located within 10
pipe diameters upstream of the pump suction flange does not exceed 15ft/sec
(4.57m/sec) (NFPA 20-1999 Section 2-9.3).
 Both suction and discharge pipe sizes shall not be less than that specified in
Table 2-20, NFPA 20-1999.

Fire water lines were sized using Hazen William’s equation and flow velocity criteria
in accordance with API RP 14E.

Appendix 6 shows the Fire Water Line Sizing Spreadsheet.

5.2 Pumps
The pump consists of the fire water pumps, jockey pumps, utility pump and
submersible bore-hole pump.

5.2.1 Design Criteria


The fire water pumps shall be able to deliver water with a minimum pressure of 7
barg to the hydraulically farthest point. The specification of fire water pump is
summarized in the table below:

Fire water pumps, drivers and controllers shall be installed in a safe area (non
hazardous area).

Fire water ring main shall normally be pressurized by jockey pumps. As per NFPA
20, jockey pumps shall have discharge pressure sufficient to maintain the desired fire
ring main pressure.

Appendix 5 shows the Pump Sizing Spreadsheet.

5.3 Fire Water Tank Level Settings


The fire water level setting was calculated based on API 2350.

5.4 Vents
Free vents shall be installed on the fire water tank. Free vent sizing was carried out
using GROTH calculation software. A vent size of 10” was obtained, See Appendix 8
for detailed spreadsheet.

5.5 Pressure Safety Valve (PSV) Sizing


Several causes of overpressure in process equipment or lines were considered in
determining PSV relief loads on this project. These are:

 Total utility or power failure


 Single item failure

The above causes of system overpressure generally translate into the PSV blocked
outlet relieving scenario. Liquid relief PSV sizing calculation was performed based on
API RP 520 Part 1, section 3.8 (Sizing, Selection, and Installation of Pressure-
Relieving Devices in Refineries Part I - Sizing and Selection). An in-house excel
spreadsheet was used for the calculation and the orifice selection was done based
on API 526.

5.5.1 PSV Sizing Criteria


The following criterion was used as the basis for sizing the PSVs:

 Allowable overpressure for normal contingency shall be 10%

5.5.2 PSV Sizing Results


The summary of the results obtained from the PSV sizing calculations is shown in
Table 2. Refer to Appendix 9 for details of PSV sizing and selection.

5.5.3 PSV Inlet Line Sizing Basis


The following considerations were taken into account in performing the inlet line
sizing:

 The rated flow for the PSV was used in sizing the inlet line.
 The PSV inlet line pressure drop should not exceed 3% of the PSV set
pressure
 The inlet lines were sized for liquid phase

5.5.4 PSV Inlet Line Sizing Results


The summary of the results obtained from the PSV inlet line sizing calculations is
shown in Table 3. Refer to Appendix 9 for details of PSV inlet line sizing.
