SAFETY CIRCLES

(Among The Employees)


On the occasion of “NATIONAL SAFETY DAY” 4th March, 2012 the management of safety
committee is introduced “ SAFETY CIRCLES ” among the employee throughout plant in this
year.

 AIM : The Safety Circles are framed to create a safety awareness among all the
Employees in the plant. They cover all the employees from all the sections including the
contractor workers. A Safety Circle consists of around 10 to 15 members with one leader and
such circles are formed in all the Departments / Sections (some times clubbing of 2/3
departments or Sections ). All the members belongs to the same work area. Duties and
Responsibilities of the safety circle leader and the members are well defined. The total
strength of the section / department determines the total number of Safety Circle.

The Central Safety Co-ordination Committee (CSCC) is the apex body, (Headed by
Chairman of the Safety Committee) Which renders overall guidance and lays down
principles for effective functioning of Safety Circles throughout the plant. The selected
Department Head of each Section is the Leader of the Safety Circle (LOSC- See
Annexure).

He reviews the functioning and activities of the Safety Circles from time to time.

The Safety Circles is to obtain voluntary involvement of all the employees, irrespective of
departments or sections in building up their own safety standards and thus minimizing
accidents, loss, suffering and agony of all employees.

 MEETINGS OF SAFETY CIRCLES:

 Conducted fortnightly which is to be arranged by the group leader at a


Commonly agreed location and time.

 All the members attend the meetings.

 The duration is about an hour.

 Conducted regularly and effectively as per agenda to discuss safety and Related problems
and their solutions.

 Safety Steward helps in writing the minutes.

 Minutes are sent to the CSCC for necessary action.

 The minutes of the previous meetings are followed up and reviewed in the next meeting till
the recommendations are implemented.
 Any reportable and non-reportable accidents and dangerous occurrence is
thoroughly analysed to find out the root cause and preventive steps are discussed to
be taken to prevent recurrence of similar incident.

 ASSESSMENT :
The performance of Safety Circles is assessed by using well defined criteria, which include :

 Reportable and non-reportable accidents.


 Safety talks.
 Care of tools and tackles.
 Average attendance of the group.
 Sickness of the members
 Safety awareness.
 Punctuality maintained in the Group Circle.
 Commitment of the Circle members to waste reduction / loss prevention.
 Any exemplary achievement at workplace.

However, the criteria to be considered for a particular circle is decided by the LOSC
depending on the work area, nature of job, category of employees or other relevant aspects.
The LOSC forwards the final gradations list every Fortnight to the CSCC. The CSCC
decides and finalises the position of the Circles and decides the awards to be given to the
circles.

 THE SAFETY CIRCLES:


Safety Circles are formed in many departments with Yellow color circle marked on the floor
where staff and workmen assemble at the beginning of each shift and a safety talk is held by
the respective in-charge of workplace for Five Minutes. The issues covered in the talks
include:
 Accident / Incident occurred, on the previous day and the remedial measures
taken or planned.
 “ On-the job” safety precautions.

 Safety- related discussions on Safety Operations and checklist to enhance


safe practices.

 The Safety Circles contributes for continual improvement in safe working


Procedures and practices. Such as Work Permits etc.

SOME OF THE CASE STUDIES ARE :


1. Transportation of chemical bags from Refinery ground floor To 28 meters height.
Tearing of bags due to bad stitching or paper torn was a problem. The checklist was revised.
Physical inspection of bag stitches before unload from the trucks, this has been including in
the checklist. Consecutively, snapping of the bag hooks and material spillage are avoided.

2. Fire hazard during the Hydrogenation plant.


Every fraction of second is keenly observe the plant are if there is any fire hazardous
materials are lying. “NO SMOKING” must be observed.
3. At Spent Earth Yard:
Ensure while the spent is dumping, the person should always ware the safety shoes
and the entire area should be sprinkled with cool water or not ! If the area is dry the
bottom layers are still in hot condition. So that we have to suggest to wet the spent
earth yard mostly in wet condition.
