SUBJECT : ATTENDANCE TO THE COMPUTER LITERACY COURSE


(CLIC) V1.4

On the last instalment this year 2019, the ORD thru the Information Systems Technology
Management Unit (ITSMU), conducted the Computer Literacy Course version 1.4 (CLIC v1.4),
where members of the Digital Media Team were taught on ICT Literacy and underwent series
of workshop on DILG Intranet and HRIS Online Application, Time and Attendance Monitoring
System (TAMS) and Basic Computer System Servicing.

HIGHLIGHTS

Day 1

The activity was graced with the presence of ARD Elpidio A. Durwin, CESO V, who shared
his message and ideas being the brainchild of this program. He encourages the Team who
are present to show their acquired knowledge through this program in order to display all
services and programs where the Department is actually doing. He even challenged the
present dogma of advancing technologies nowadays, wherein the Millenials or the so-called
“tech-kies” are growing and we need to respond from it through these initiatives.

The facilitators walked-through some of the key points in their Unit. The discussed the history,
structure and the Digital Media Team roles and compositions. Likewise, they also presented
their accomplishments on a year-round.

In the afternoon session, speakers from Lighthouse discussed the Basic Computer System
Servicing. The topic was summarized in two categories, one is software and the other is
hardware. After this, participants were grouped to remodel a computer and start it up.

Day 2

SAO Ive B. Saludez discussed Human Resource Processes in the DILG RO2 and how it
happens. She presented the PRIME-HRM which was the flagship program of the Civil Service
Commission (CSC) who confirms the accredited entity that conforms to the guidelines of the
PIME-HRM. DILG RO2 is compliant to this program and now in the PRIME-HRM Level 2.

 Maturity Level for HRM

Level 1 Transactional HRM success depends on competence of people


and not the process

Level 2 Process-defined HRM some processes are pro-actively managed


through the use of systems but integration of
data is not fully in place.
Level 3 Integrated HRM has developed HR Management toolkit (to be
used to support data-driven decision making)
Level 4 Strategic HRM HR strategy is part of agency (it helps to drive
agency business decision on people data and
insight)

She also informed the group that DILG RO2 is actually undergoing on this processes and we
are in line with CSC guidelines.

She further discussed Leave Administration and stressed filing of different types of leave and
the necessary attachments in order to avail one.

PROCUREMENT

ICT Staff Jun Eva D. Paguigan discussed the different kinds of procurement with its respective
attachments and showed different kinds of financial documents such as Purchase orders,
Agency Procurement Request (APR) for DBM.

Ms. Jun informed the participants on how to fill out the basic information in the Purchase
Orders i.e. Place of Delivery, Delivery Term and Payment Term (Cash on Delivery if the
purchase will be at DBM).

Moreover, For the CY 2020, approved PPMPs will be attached in as part of the financial
documents for these procurements.

Ms. Eva ended her discussion about the documents to be updated by the supply officers such
as RCPPE, PPELC, RPCI and PC.
