“Heightening Integrity and Gearing – up Honesty on Hiring towards an improved,


Reengineered, Instantaneous and Nurture Governance”

Human resource management’s primary goal is to bring people into a common


action within an organization to achieve quality service to all. Human Resource
Management (HRM) is the collaboration of an organization’s people to achieve specific
objectives, fulfill employees’ needs, and maintain their satisfaction at all times. Therefore,
human resource management needs proper utilization of skilled workforce and make
efficient use of existing human resource policies and guidelines as a basis for the
enhancement program of the organization.
DepEd Samar Human Resource Office in its earnest effort to delivery fair and fast
hiring process implements its banner project “Heightening Integrity and Gearing – up
Honesty on Hiring towards an improved, Reengineered, Instantaneous and Nurture
Governance” (HIGH in HIRING). With initiative of Dr. Mario Rodgie Sombilon, Division
Assistant Schools Division Superintendent together with Human Resource Personnel
and Staff headed Ms. Leah L. Eraya, Human Resource Officer and Supported by Dr.
Mariza S. Magan, the Schools Division Superintendent of Samar the banner is crafted
and now is on its years implementation.
Prior to its implementation the DepEd Samar Division encountered its problem
relative to talent management approach or personnel selection, hiring and promotion.
Before, it was notice that the result of any ranking process was not published in no time
due to the following reasons:
1. Documents were lost and no specific person in charge to take good care of
the applicants’ documents.
2. Under staffing in the HR unit.
3. Lack of 21st century training about talent management.
4. Lack of coordination and information dissemination of the DepEd Samar
Units on HR management.
By the implementation of this project banner irregularities on talent management
has been analyst and crafted an intervention. One of the interventions was the
implementation of the said project. During the implementation of the project a “One Stop
Hiring Process” is implemented. In which applicants will experience on day hiring
process only. On its full implementation all DepEd Samar officials where empowered
from its advocacy to understand, promote and institutionalized HR components
(Policies, Process, Practice and Proficiency).

The logo the 3 dominating colors. Green, orange and blue. Green is the
color of life, renewal, nature,
and energy, is associated
with meanings of growth,
harmony, freshness, safety,
fertility, and environment.
The Green is also
traditionally associated with
money, finances, banking
and ambition. The color
orange radiates warmth and
happiness, combining the
physical energy and
stimulation of red with the
cheerfulness of yellow.
Orange relates to 'gut
reaction' or our gut instincts,
as opposed to the physical
reaction of red or the mental
reaction of yellow. Orange
offers emotional strength in
difficult times. It helps us to
bounce back from
disappointments and despair,
assisting in recovery from
grief. The color psychology of
orange is optimistic and uplifting, rejuvenating our spirit. In fact, orange is so
optimistic and uplifting that we should all find ways to use it in our everyday life. In
other hand Blue is the color of the sky and sea. It is often associated with depth
and stability. It symbolizes trust, loyalty, wisdom, confidence, intelligence, faith,
truth, and heaven. Blue is considered beneficial to the mind and body. It slows
human metabolism and produces a calming effect.

The logo a has torch symbolizes knowledge and


wisdom. The handle of the torch has 4 curve lines that
upholding the 4 core values of Department of Education
(Makadyos, Makakalikasan, Makatao at Makabansa).

The 21 leaves arrange in circular manner stands for the


21 Municipalities covered by the division of Samar.

The two flames represent the employees working in the


two divisions of Division of Samar. The Curriculum
Implementation Division and the School Governance and
Operations Division. The white light background of the
two flames represents the SDO casting light to the CID
and SGOD for guidance and support.

Both sides of the torch have 2 stars. This 4 stars depict


HR components (Policies, Process, Practice and
Proficiency).
The circle with magnifying and folder symbolizes
transparency and accountability.

Handshakes mean integrity and clean transactions.
