Lim, Mayor -Aguinaldo St, Poblacion, Lupon, Davao Oriental EXECUTIVE ORDER No. 23 Series of 2019 ‘AN ORDER INSTITUTIONALIZING THE WHOLE-OF-NATION APPROACH IN ATTAINING INCLUSIVE AND SUSTAINABLE PEACE, CREATING A MUNICIPAL TASK FORCE TO END LOCAL COMMUNIST ARMED CONFLICT AND ADOPTING THE NATIONAL PEACE FRAMEWORK Whereas, President Rodrigo Roa Duterte through Section | of Executive Order 70 has directed the insfitulionatzation the Whole-of Nation approach in allaining inclusive peace: Whereas, Section 4.a., EO 70 provides for the coordination between the national task force and the local government units, among others: 4.c. enlist assistance of LGUs in the implementation of national peace framework: Whereas, the Whole-of-Nation approach address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats by prionitizing and harmonizing the delivery of basic services and social development packages by the government, facilitating societal inclusivity, and ensuring active participation of all sectors of the society in the pursuit of the country’s peace agenda: Whereas, there is a need to create a municipal task force that will provide an efficient mechanism. ‘and structure for the implementation of the Whole-of-Nation approach to aid in the realization of the collective aspiration of the Filipino people to attain inclusive and sustainable peace. NOW THEREFORE, |, ERLINDA D. LIM, Municipal Mayor of the Municipality of Lupon, Province of Davao Oriental, by virtue of the powers vested in me by the Constitution and the Laws do hereby order that: Section 1. Institutionalizing the Whole-of-Nation Approach at the Municipal Level, The Whole-of Nation approach is herby institutionalized at the Municipal Level as a. government policy for the: attainment of inclusive and sustainable peace. Section 2. Creation of the Municipal Task Force to End Local Communist Armed Conflict. Io ensure: efficient and effective implementation of the Whole-of-Nation Approach, a Municipal Task Force to End Local Communist Armed Conflict (Task Force) is hereby created under the Office of the Mayor: Section 3.Composition. the Task Force shall be composed of the following: A. The Task Force shall have the following powers and functions: cl b) ce ay e) 8 a h) Formulate and implement in coordination with relevant national government agencies, barangay, the civil society and other stakeholders, a Whole-of-Nation approach-driven peace framework: Ensure inter-agency convergence in the implementation of the Framework in conflict- affected and vulnerable communities: Enlist the assistance of any department, bureau, office, agency or instrumentality of the government, including barangays, government-owned or controlled corporations and state universities and colleges (SUCS), in accordance with their respective mandates, in the implementation of the Framework Evaluate, define, modify or integrate policies, programs and activities contained in the Framework: Develop strategic communication, advocacy, and peace conslituency plans in case of ceasefire, as well as capacity-building measures, fo enable punong barangays and. local special bodies to engage and facilitate local peace engagements or negotiations and interventions; Review the mandates and functions of offices undertaking peace efforts to avoid duplication of functions and programs, and submit its recommendation/s to the Mayor for approval; As may be necessary, issue supplemental guidelines, protocols or policies in furtherance Of this Order Recommend to concerned agencies projects may be implemented, subject to the provisions of the General Appropriations Act; and Perform such other duties and functions as the Mayor may direct, Municip of Lupon OFFICE OF THE MUNICIPAL MAYOR Erlinda D. Lim, Mayor ipl ee a ee Section 5. Municipal Peace Framework. The framework shall contain principles, policies, plans and Programs that will bring inclusive and sustainable peace, and address the root causes of insurgencies, intemal disturbances and tension as well as other armed conflicts and threats in identified areas. The framework shall be responsive to local needs and sensitive to realities on the ground. To this end, the framework shall include a mechanism for localized peace engagements ‘oF negotiations and interventions that is nationally orchestrated, directedand supervised, while being locally implemented. Section 6. Convergence. All departments, bureaus, offices, agencies or instrumentaities of the government, including GOCCs and SUCS, are hereby directed fo render the necessary support to the Task Force. All private sector, non-government organizations and other stakeholders are encouraged to Parlicipate in all peace-building programs, plans and activities, in the implementation of the Framework. Section 7. Municipal Task Force Secretariat. To provide technical supervision and management of the Plan, work group under this Task Force, a Secretariat is likewise created to be composed of technical staff from offices of the abovementioned officials, The main functions of the secretariat ore: ) Provide technical and effective administrative support and assistance to the Task Force in the performance of its tasks, coordinate with relevant agencies on the status its plans and Programs, and provide updates to the Task Force on the implementation of the Framework; 'b) Ensure that all policies, directions, plans and programs formulated by the Task Force are: faithfully canied out: and )_ Perform such other functions as may directed by the Task Force. Section 8. Funding. the initial funding requirements for the implementation of this Order shall be charged against existing appropriations of member-agencies of the Task Force and such appropriate funding sources as the Local Finance Committee may identify, and when necessary, the Contingent Fund, subject fo relevant laws, rules and regulations. The succeeding year's appropriations for the operation of the secretariat shall be included in the budget proposal of the Office of the Mayor. The funding requirement for the implementation of the programs, plons, and activities in the Framework shall be included in the respective annual budgets of the concemed agencies, subject to the usual budget preparation process Section 9. Separabilty. in the event that any provision of this Order or any part hereof is declared invalid, illegal or unconstitutional, the provisions not hereby affected shall remain in force and effect. Section 10. Repeal. All orders, rules and reguiations, and other issuance or parts thereof are inconsistent with the provisions of this Order, are hereby repealed or mocified accordingly. Section 11.
