16. Consider and act upon approval of a Resolution authorizing the City Manager to
execute Change Order Number Six between the City of Frisco and Imperial
Construction, Inc for The Grove at Frisco Commons. (CMO/WH)
17. Consider and act upon a Resolution to apply for a Texas Counts Pooled Fund
Grant of up to $15,000 for the purchase of promotional resources which will help

hearing for the 4th day of February for voluntary annexation of .297± acres in
the P. Barnes Survey, Abstract No. 79, Denton County, Texas at the southeast

19. Consider and act upon authorizing the City Manager to execute a Development
Agreement by and between the City of Frisco and Frisco Center Properties, Inc.

any site plan or plat. Any written notice of appeal must be submitted to

28. An ordinance of the City Council of the City of Frisco, Texas, amending Frisco’s
Code of Ordinances, Ordinance No. 06-03-31, as amended, Chapter 14
(animals), Sections 14-3 (definitions), Sections 14-3 (definitions), 14-4 (rabies
control), 14-5 (reporting cases of humans bitten/scratched by animals
susceptible to rabies), 14-6 (quarantine procedure for suspected
biting/scratching domestic dogs, cats and ferrets), 14-7 (domestic dog and
domestic cat license), 14-8 (animals at large), 14-9 (animal nuisances), 14-10
(protection of animals), 14-11 (wild, prohibited animal), 14-12 (dangerous
animal), 14-13 (impoundment), 14-14 (impoundment fees), 14-15 (animal
ownership limitation), 14-16 (small livestock and large livestock), 14-17 (fowl),
14-19 (treatment of animals), 14-20 (animal traps) and 14-21 (enforcement);
defining certain new terms and modifying certain existing definitions to aid in
applying Chapter 14 (animals); modifying and establishing certain regulations
relating to pet stores and the retail sale of animals; providing for the suspension
and revocation of pet store permits and other enforcement measures and
establishing appeal procedures; establishing animal care and veterinary
requirements, recordkeeping and disclosure requirements and other consumer
protection requirements for pet stores; requiring microchip implants for dogs and
cats sold by a pet store; prohibiting the sale or transfer of animals born outside
of the United States; providing for regular pet store inspections; modifying
certain regulations on dangerous animals; renaming animal control to animal
services; providing a penalty clause, savings/repealing clause, severability
clause and an effective date; and providing for the publication of the caption

readily accessible to the general public at all times, and said Notice was posted on the following date and

If during the course of the meeting covered by this notice, the City Council should determine that a closed or executive meeting or
session of the City Council or a consultation with the attorney for the City should be held or is required, then such closed or
executive meeting or session or consultation with attorney as authorized by the Texas Open Meetings Act, Texas Government Code
§ 551.001 et. seq., will be held by the City Council at the date, hour and place given in this notice as the City Council may

conveniently meet in such closed or executive meeting or session or consult with the attorney for the City concerning any and all
subjects and for any and all purposes permitted by the Act, including, but not limited to, the following sanctions and purposes:
NOTICE
Pursuant to City of Frisco Ordinance Number 19-10-86, each member of the public wishing to address the City Council shall be
entitled to speak for up to five (5) minutes, unless ten (10) or more members of the public are present to speak on a single agenda
item, in which case the City Council may by majority vote reduce the allotted time from five (5) minutes to three (3) minutes per
speaker to ensure that as many people as possible have an opportunity to speak, subject to the requirements of other law.
