There is a law in Romania - 217/2003 for preventing and combating domestic violence, (republished in
2014) who speaks about problems of domestic violence.

The legal definition of domestic violence, from article 3 is: "(1) For the purposes of this law, domestic
violence is any intentional or omission act, physically or verbally (except for acts of self-defense or
defence), committed by a family member, against another member of the same family, that causes or is
likely to cause harm or physical, psychological, sexual, emotional or psychological suffering, including
the threat of such acts, coercion or arbitrary deprivation of liberty.
(2) It also constitutes domestic violence not allowing women from exercising their fundamental rights
and freedoms".

Domestic violence is a matter of great concern to contemporary society. There are studies, research that
studies causes and effects. In our days, projects are being implemented and awareness-raising campaigns
are being pursued and prevention of such situations.

When domestic violence affects a child with special educational needs, the consequences are dramatic for
him. For a child, it is terrible to hear the angry voices of the parents, when one is against the other. It is
very important to see parents, which solves differences of opinion in a weighted way. Chain conflicting
states make the child fear, lie, steal, run away from home, or worse, form a violent model of life in their
parents' violent behavior.
From our practice, we can say that is the result of experiencing such a situation and can be a major regress
in the development of the child with special needs, by creating strong communication barriers.

The most effective way in stopping domestic violence is to attract parents to school, with the aim of
becoming aware of the importance of establishing a communication bridge with their own child.

In educational projects made in partnership with parents on domestic violence we must start
from the premise that the family is the traditional partner of the school. Generally, parental behavior is
inspired by their own experience, thus perpetuating both positive and negative aspects over several
generations.

When parents are involved in child education, they are able to create a family environment
based on trust and respect. There are situations where parents have no clear marks on how to work with
school, and in other situations teachers do not know how to approach the family.

These difficulties can be overcome if parents and teachers can meet a team. That is why it is
important that, working in a team, we support parents in clarifying their own learning experiences of
child-related behaviors.
